About this file
This document is a comprehensive amendments guide to the 2026 edition of the Standard Specifications for Highways and Bridges issued by the Massachusetts Department of Transportation (MassDOT) Highway Division. The amendments detail extensive revisions to the 2025 edition specifications across multiple construction categories including earthwork, drainage, water systems, pavements, structural steel, traffic control devices, and bridge structures. The document serves as a reference companion to the Standard Specifications and incorporates updates published as Supplemental Specifications dated September 30, 2025, along with standards adopted through the last quarter of 2025. Changes include modifications to proposal requirements, insurance provisions, payment methods for extra work, measurement and compensation procedures, construction methodologies, and material specifications. Notable revisions address prequalification requirements for bidders, additional insured designations for railroads and MassDOT, estimation versus actual cost calculations for FICA and insurance, fabrication and verification inspection protocols for structural steel and traffic control devices, elimination of temporary barrier line items in favor of a new subsection, changes to pipe laying and fitting specifications, modifications to sign support designs and installation procedures, and expansive new requirements for fabrication shop approval, quality control documentation, and material verification inspections.
Significant material specification amendments introduce new standards for reinforcing bars, welded steel wire fabric, anchor bolts, stud shear connectors, high-strength bolts, and bridge-related structural steel, with revisions eliminating aluminum options for highway lighting poles in favor of galvanized steel. The amendments establish new materials specifications for micropiles, bridge railings, fabrication requirements, and traffic control devices including limited deflection temporary barriers. Specifications for paints, coatings, and galvanized materials have been substantially revised, with added requirements for QCML-listed products and specific zinc content percentages. Changes to traffic signal supports, highway lighting poles, and sign supports include modified Charpy V Notch impact requirements and expanded design specifications for overhead sign support structures. Throughout the document, expanded language emphasizes verification inspector stamps on materials, required documentation at delivery, pre-installation inspections, and storage conformance standards, reflecting increased quality control and inspection protocols across fabrication, delivery, and field installation phases.
