Amendments to 2026 Standard Specifications for Highways and Bridges

This document comprises amendments to the 2025 Edition of the Standard Specifications for Highways and Bridges issued by the Massachusetts Department of Transportation Highway Division, effective for the 2026 edition. The amendments incorporate changes approved through the last quarter of 2025, including updates from the Supplemental Specifications dated September 30, 2025. The revisions address proposal requirements, insurance obligations, payment procedures, construction methodologies, material specifications, and inspection requirements across numerous highway and bridge construction categories. Key modifications include updated bonding capacity and prequalification requirements for bidders, enhanced insurance provisions naming MassDOT and applicable railroads as additional insureds, revised measurement and payment protocols for extra work utilizing estimated rather than actual costs for FICA and insurance, and comprehensive changes to traffic control devices, structural steel fabrication, drainage structures, and water systems. Additional modifications establish new specifications for temporary barrier systems, ultra-high performance concrete, driven piles, bridge railings, and sign supports, while clarifying measurement methodologies for various construction elements including bounds, cement concrete pavement, chain link fences, and bridge structures.

The amendments introduce expanded fabrication and quality control requirements applicable to structural steel, traffic signal supports, highway lighting poles and arms, and sign supports, mandating verification inspector approval and required material documentation at delivery with rejection protocols for non-compliant shipments. Materials specifications have been substantially revised or added, including new provisions for micropiles, aluminum handrails and protective screens, and enhanced traffic control devices. Notable deletions include aluminum as an option for highway lighting poles, removal of temporary barrier payment items from subsection 850 with reorganization into new subsection 853, and elimination of certain reflector and painting specifications. Technical refinements address Charpy V Notch impact requirements increased from 15 to 20 foot-pounds for traffic signal and sign supports, modified sieve sizes for hot mix asphalt mixture design, updated galvanized coating specifications per ASTM A780 standards, and corrected specification numbering for ultra-high performance concrete construction methods. The document serves as a companion to the Standard Specifications but is not part of the contract document itself; in cases of discrepancies, the Standard Specifications shall prevail.
