About this file

This is a Market Research questionnaire issued by DLA Troop Support seeking vendor feedback on a potential long-term contract for fresh milk and dairy products serving Department of Defense military customers in the New Jersey and New York Zone, specifically at McGuire AFB, Fort Dix, Edison, JCC, and NWS Earle.

The Government is exploring contract options with a maximum value of $533,231.86 for a 36-month period of performance or $888,719.76 for a 60-month period of performance. The questionnaire requests detailed responses addressing vendor capability to serve all specified customers, contract duration preferences, minimum dollar delivery requirements, current manufacturing capacity for fresh milk and dairy products, prior federal government experience, SAM.GOV and PACA licensing registration status, and business size classification. Additional inquiries focus on zone feasibility and geographic limitations, subcontracting requirements and small business procurement percentages, contract modifications to encourage vendor participation, and small business promotion efforts including corporate responsibility plans and barriers to subcontracting opportunities. The Government also solicits feedback on potential business practices or contract mechanisms that could facilitate small business subcontracting, barriers to doing business with DLA Troop Support, and any additional company information relevant to serving all listed customers. Responses must be submitted by April 9, 2026 at 3:00 PM Eastern Standard Time to Kasey McConnell-Rosinski (Kasey.Mcconnell-Rosinski@dla.mil) and Linda Saunders (Linda.Saunders@dla.mil).
