About this file

This is a Living Wage Certification Form issued by the Town of Manchester, Connecticut, for use in connection with the 942 Main Street Development project, a transformative downtown redevelopment initiative on two adjacent parcels totaling 2.38 acres within a federal Opportunity Zone. The RFP was released on January 29, 2025, with a response deadline of April 24, 2025, at 2:00 pm. The project seeks experienced real estate developers to create a mixed-use urban development featuring multi-story buildings with ground-floor retail and residential or office units on parcels located at 942 and 1050 Main Street in Manchester's Central Business District. The Town will evaluate proposals based on development approach, project experience, financial capabilities, proposed structure, and management experience, with emphasis on overall community benefit rather than cost alone.

All bidders are required to complete the Living Wage Certification Form and indicate whether they are a Covered Employer subject to the Manchester Living Wage Ordinance (Chapter 212 of the Manchester Code of Ordinances) or qualify for exemption. Exemptions are available for charitable foundations, trusts, and nonprofit organizations exempt from federal income taxation under Section 501(c)(3); employers with fewer than twenty-five eligible employees; and contracts with an annual value below $25,000. Bidders must certify the accuracy of their representations and return the completed form with their bid or RFP submission. Failure to indicate coverage status may result in bid rejection. No incumbent vendors are identified for this procurement. The project does not specify explicit set-aside designations for disadvantaged enterprises but includes provisions for potential affordable housing units and tax incentives or reduced purchase/lease prices as development incentives.
