1 .0 EX EC U TIV E S U MMA RY
The Manchester VA Medical Center is located at 718 Smyth Road, Manchester, NH 03104.
Building 1 was constructed in 1948. The primary goal of this design project is to replace the two air-cooled chillers outside of the Building 1 penthouse. The chillers were previously replaced in
2004 and new 6” Ø chilled water risers were installed recently.
After receiving feedback from the VA from the 90% design development package, Alares
Engineering (Alares) and NV5 prepared the 100% Basis of Design (BOD) narrative to describe the final design intent. The proposed design will replace the existing chillers with two 175-ton
York YLAA200 Chillers. Larger chillers require upsizing electrical, structural, and existing primary chilled water pumps P-1 and P-2. This report documents the detailed replacement design with a proposed piping layout, temporary chiller location, and phasing plan.
The new chilled water primary loop will connect to the existing buffer tank on the roof. A new bypass with valves will be installed to isolate the tank if required. In addition to replacing the chillers, the secondary chilled water loop will be upgraded. The existing pumps P-4, P-5, P-6, and
P-7 will be demolished and replaced with two larger pumps. The proposed phasing plan is described in the Design Approach section below.
2 .0 EX IS TIN G C O N D ITIO N S
The chilled water system is currently serving part of Building 1, from Floor 1 to Floor 6. Some other spaces are served by dedicated DX systems. The building layout is broken down below:
• Floor 1: Mostly offices, common rooms, lobby, and kitchen.
• Floor 2: West wing is dental area, East wing is laboratory area, North is SPS.
• Floor 3: Half of the floor is ophthalmology and half is audiology.
• Floor 4: West wing is pre-operation, East wing is offices, and North is operation.
• Floor 5: Mental health entire floor, many group rooms + offices.
• Floor 6: Mostly offices.
According to the VA Manchester staff, the chilled water system serves Floors 2, 3, 5, and part of
Floor 4 which totals 80 tons capacity cooling demand.
The Building 1 existing chilled water system consists of:
- Two (2) 100-ton Trane air-cooled chillers, model number RTAA100 in an n+1 configuration.
- Existing chiller physical data:
o Overall footprint: 194.5” x 88.2” (LxW) o Total Operating weight: 8,465 lbs.
- Two primary loop pumps (P-1 and P-2) serve chiller primary loop with n+1 configuration.
- Two secondary loop pumps (P-6 and P-7) dedicated to serve operating rooms with n+1 configuration.
- One secondary loop pump (P5) dedicatedly serves 6” Ø chilled water riser.

The architectural work includes roof modifications and limited floor and wall demolition and patching. A new wall penetration will be made for temporary chilled water hoses connection to the temporary chiller. This penetration will be patched after construction is completed and the permanent chillers are brought online. Details for areas of work are included in the design drawings.

The architectural scope includes:
1. New roofing for the area of the former chillers.
2. Roof opening and repair for installing new structural supports for new chiller locations.
3. New roof penetration details for the curb supports.
4. Roof repair for the areas of the condenser relocations
5. New roofing for relocated condenser pads.
6. Patching wall penetrations
7. Installing new wall penetrations.

The goal of the project is to design a chilled water system that complies with current VA Design
Guidelines, Local Code and Standards, and meets the following requirements:
- Air-cooled chillers.

- All pump systems (primary loop, secondary loop) shall have n+1 configuration.
- Construction of the new system will avoid interrupting the current system.
- Construction phasing will be incorporated to avoid unfavorable weather conditions.
- Temporary chillers will be used to facilitate the chiller replacements.

As requested by the VA, the existing chillers are being upsized to accommodate more cooling capacity for future demand. Areas in Building 1 currently being served by standalone DX systems will be tied into the central chilled water loop at a later date. The future cooling load calculations are included in Appendix D.
The basis of design for the air cooled chillers are York scroll chillers (Appendix C):
a. High efficiency
b. Multiple scroll compressors
c. Dual circuit
d. Overall footprint: 275.6” x 88.7” (LxW)
e. Total Operating weight: 10,443 lbs
The recommended design will provide 175 tons of cooling with an n+1 configuration. Each new chiller is 7 ft longer and 2,000 lbs heavier than existing chillers. The structural support frame shall be modified to accommodate both new chillers. The roof structure will need to be re-enforced. See structural section below.
Additional isolation valves and bypass will be installed for the existing buffer tank. Pumps P-1, P-2 shall be replaced to meet new water flow and n+1 configuration. P-4, P-5, P-6 and P-7 shall be consolidated to meet new water flow and n+1 configuration. Piping serving Operating Rooms, 4” Ø riser and 6” Ø riser shall be modified, as shown on the design drawings. A new circuit setter will be installed on each riser to control flow. Temporary chillers are needed to facilitate the chiller replacement work. During the site investigation, Alares found that the 48’x 36’ area in front of
Ambulatory Care is large enough for the temporary chillers, and that 150’ of temporary piping will be required to connect to the pumping system on the roof. The recommended temporary chiller location are shown on the drawings under separate attachment.
4 . 3 R E C O M M E N D E D P H A S I N G

- Phase 1 shall require a short-term system shutdown. The shutdown shall be coordinated with the VA COR in advance.
- Provide temporary chillers and pumps. Two 100-ton temporary chillers shall have n+1 configuration to maintain continuous chilled water supply for building during construction.
Two (2) 40 feet temporary chiller trailers shall be located in the courtyard behind Building 1 near the Ambulatory Care Entrance.
- Contractor shall provide temporary power for chiller trailers. Refer to electrical drawings for more info.
- Contractor shall provide temporary fence around chillers. The fence shall include a lockable gate.
- Contractor shall install temporary 4” chilled water supply + return piping from chillers to the building roof. Holes in the wall will be required to allow piping to enter the building mechanical room. Temporary piping shall be removed after completion of the project.
- Contractor shall install an isolation valve on the existing chilled water supply at the penthouse wall penetration.
- Contractor shall provide approximately 150 ft of chilled water flexible hoses to connect temporary pipes on roof to existing chilled water system in the penthouse mechanical room.
- Provide 6" butterfly isolation valve on chilled water supply before hooking up temporary chiller to existing chilled water system.

Phase 2: Replace Chillers and Primary Pumps
- Phase 2 shall commence once temporary chillers/piping are installed, connected to system and ready to operate.
- Demolish & remove existing chillers CH-1 and CH-2 entirely, including all accessories.
- Demolish chiller supporting structure I-beams and patch the roof according to VA specifications.
- Demolish existing 4” Ø branch pipes connected to each chiller back to 6” Ø main pipe.
- Demolish & remove primary loop pumps P-1 and P-2 including all accessories.
- Provide new structural frame to support new chillers.
- Install new chillers CH-1 and CH-2 with accessories. Chiller model is YVAA0200 or equal.
- Install new primary loop pumps P-1 and P-2 with all accessories.
- Install new 6” Ø branch pipes and accessories as indicated on drawings; connect main pipe to new chillers.
- Install butterfly valves to bypass buffer tank.
- Relocate three split system condensing units. Provide new roof curb at new locations. Remove existing Roof curbs and patch the roof according to VA specifications.
Since the new chillers are 2,000 lbs heavier and 7 feet longer than existing chiller, the VA decided on the following new configuration: the new chillers will be placed on top of 4 existing concrete columns and 2 existing concrete beams.
The chillers will avoid the columns and consequently will only be supported by 2 existing concrete beams. Refer to structural design section below for more information.

- Phase 3 shall commence once new chillers/piping and primary pumps are installed, connected to system and ready to operate.
- Phase 3 shall require a short-term system shutdown. The shutdown shall be coordinated with the VA COR in advance.
- Remove all temporary chillers and piping from the system. Alternatively, temporary chillers and accessories can be kept until the project until the new chiller system is commissioned. It is recommended the Contractor operates the chiller for a 30-day performance period to demonstrate the chiller system is operating as designed.
- Demolish & remove secondary pump P-4, P-5, P-6 & P-7 and all accessories.
- Demolish 3”, 4”, and 6” chilled water piping as indicated on drawings.
- Install new larger pumps P-4 and P-5.
- Modify piping so new P-4 & P-5 can serve the existing 3” Ø OR riser, 4” Ø riser, and 6” Ø riser serving Building 1. See drawings for connection to main header.
- Provide seismic bracing for piping in mechanical room.

4 . 4 D D C C O N T R O L S
The existing DDC control system will remain. However, a new control sequence was developed to operate the new chillers and pumps. New programming and control points for the new chillers and pumps are required and will be connected to the existing building automation control system.

5 . 2 P R O P O S E D S T R U C T U R A L W O R K
The conceptual design for support of the new chillers that will be installed on the existing roof framing and building structure columns is described below:
- Remove the existing steel beams which underlies the existing chillers.
- Remove existing membraned beams (W12x40) on the top of roof slab.
- Provide three new membraned beams (W12x40) that run on top of 2 existing concrete beam.
- Provide twelve structural stub columns (Round HSS 6 x0.5”) that are placed on top of three new membraned beams to support longitudinal structural beams (W10x33).
- Provide longitudinal structural beams (W10x33) which placed along the perimeter of each chiller and connect to structural column (Round HSS 6 x0.5”).
The chiller loads will be transferred to the new membraned beams which are supported by the building concrete beams and columns. The advantage of this configuration is that the existing roof slab does not take the weight of the chillers and no concrete reinforcement is needed. The disadvantage is that more equipment coordination and roofing work is needed to accommodate the new chillers.

In regarding to support temporary pipe, a steel rack will be installed at the parapet of the building to support the steel pipes from the temporary chillers on the ground to the roof. Some masonry anchors may be required to provide the lateral support of the pipes during the construction.
Also metal stairs and platform will be installed in front of the chillers for accessing control panel and chiller equipment.
In addition, seismic bracing for the new equipment and piping is required. Seismic calculations are included in Appendix B.
6 .0 ELEC TR IC A L D ES IG N N A RR ATIV E
Chillers No.1 is fed from normal distribution board “DP-1L” via a 300kVA dry-type transformer
(208V-delta to 480V-delta) located in the main electric room. Distribution board ‘DP-1L’ is fed via existing main switchboard “SG20-T3’ and emergency equipment branch switchboard
‘20_ESG_GEN OUTPUT 1’ via a 1200A automatic transfer switch ‘ATS-5-2’. The feeder serving Chiller No. 1 appears to be tapped off to power panel ‘P7-N’ located in penthouse mechanical room E701. Panel P7-N powers the associated primary and secondary loop pumps.
Chiller No.2 is fed from the existing normal main switchboard ‘SG20-T4 via a 225kVA dry-type transformer (208V-delta to 480V-delta). Chiller No.2 is also powered from the emergency equipment branch switchboard ‘20_ESG_GEN OUTPUT 1 ‘via a 600A manual transfer switch
‘MTS-1-2’ located in the main electric room. The transfer switch is manufactured by Square D.
The existing chillers are rated at approximately186kVA based on Trane model RTA100 equipment data. The existing chillers are connected to the lightning protection system at the roof level.
Main switchboards ‘SG20-T3’ and ‘SG-20T4’ are fed from 1000kVA pad-mounted transformers
(4160V primary-208/120V secondary).
Emergency double-ended switchboard ‘20_ESG-GEN OUTPUT 1/20_ESG-GEN OUTPUT 2’ is fed from (3)-500kW-480V standby emergency generators via 750kVA pad-mounted transformers rated 480V primary/208V secondary. The upstream disconnect switches FD-1 and FD-2 are rated at 2500A however the emergency switchboards and tie breaker are rated at 1600A. The reduced capacity of the downstream distribution equipment needs to be addressed in order to provide adequate capacity for the proposed chiller upgrades.
The majority of the loads fed from ‘SG20-T3’ and “SG20-T4’ are also fed from the emergency distribution system via automatic transfer switches.

Existing 100-ton chillers shall be disconnected/removed and replaced with new 175 ton scroll chillers. The new chillers are rated at approximately 228kW/285kVA at 480V, three phases.
1. The existing 300kVA dry-type transformer powering Chiller No.1 shall be retained for reuse. A new 800A automatic transfer switch shall be provided. The transfer switch shall be fed from new 800A circuit breakers in existing main switchboard SG20-T3 and emergency distribution board EQDP1.
2. The existing 225kVA dry-type transformer powering Chiller No.2 shall be upgraded to
300kVA. The related circuit breaker in emergency distribution board EQDP1 and main switchboard ‘SG20-T4’ shall be upgraded to 800A. The existing manual transfer switch powering Chiller No. 2 shall be replaced with a new 800A automatic transfer switch.
3. The new feeders shall be run from Building 20 main electric room to Building 1 penthouse mechanical room via the abandoned dumbwaiter chase.
4. Provide air terminals mounted on chiller roof and reconnect to existing lightning protection system.
Existing panel P7-N shall be upgraded to 400A to power the upgraded pumps and existing loads.
A new 400A circuit breaker in panel DP-1L and 112.5kVA dry-type transformer shall be provided.
Primary pumps (P-1 and P-2) shall be disconnected/removed and replaced with new pumps 1-P-
1/1-P-2 (n+1). Related VFDs shall be replaced with new.
Existing secondary loop pumps (P-4 and P-5) shall be disconnected/removed and replaced with new pumps 1-P-5/1-P-6(n+1). Pumps shall be fed from the new 800A distribution board located in the penthouse mechanical room. Related VFDs shall be disconnected/removed and replaced with new.
Existing double-ended emergency switchboard shall be upgraded to 2500A, 208V-3ph. The new switchboard shall be located adjacent to the existing upstream disconnect switches FD-1 and FD-
2. New incoming feeders shall be provided from disconnect switches FD-1 and FD-2. Existing active branch loads shall be extended to the new switchboard.
Lastly, installation of recording meters for a minimum period of 30 days are recommended for the emergency generators, switchboard ’20_SG_SWBD_T3” and 20_SG_SWBD_T4’ to determine if
May 2022 13 there is ample spare capacity on the existing distribution system to accommodate the proposed upgrades.

The following is required:
Provide a temporary chiller to facilitate the proposed replacement work. It appears that temporary power can be provided from existing panel D2X located in Building 20 main electric room. A bus tap with disconnect switch shall be provided to power the temporary chillers. The disconnect switches shall be located within 10’-0” of panel D2X.

Construction Cost Estimate
Project Scope
The 100% Construction Drawings are the basis for the final construction cost estimate. This project consists of the removal of two 100 ton air cooled chillers (to include their platforms, roof supports, access decking, and immediate piping) on the 7th floor roof of the Manchester, NH VAMC. Work also includes the providing of temporary chilled water (supplied by vendor from ground-based chillers on trailers) to the rooftop while two
175-ton chillers are installed. Ancillary work includes roof repair, piping modifications, relocation of a few existing equipment items on the roof, and pump and valve work inside the adjacent mechanical room.
Methodology
The projected cost is based on materials, current pricing, labor practices, local prevailing
(Davis Bacon) wages and vendor costs for all associated work items with an expected accuracy of +/- 10%.
General Assumptions
1. Project is bid to pre-approved, non- set-aside Contractors.
2. The on-site construction period is 20 weeks.
3. There are no asbestos or lead conditions that will impact this project.
4. The 175-ton replacement chillers are York units with an expected lead time for delivery on site of 12 weeks.
5. Material unit costs are based on multiple sources including in-house, trade references, RS Means 2020 and, BNi 2020 Construction Data.
6. Craft rates and crew mixes have been applied from the same sources and comply with
Davis Bacon Wage Rate requirements for the Manchester market.
7. Likewise, equipment rates conform to the same references.
8. Estimate preparation is based upon a Prime Contractor managing sub-contractors and trades as a construction manager. The Prime Contractor is working under a fixed
Price agreement.
9. This project is tax-exempt for materials and labor.
10. Temporary trailer mounted chillers will supply cooling from surface parking behind the main hospital building. The vendor will design and install the means by which pipe supply and return lines are installed without damage to the existing building facades. These units will be powered from a VA panel identified. There will be higher level of noise in this area, but it is not expected to be detrimental to the use of any facilities. Assumed that temporary chiller will operate for 3 months.
11. Crane for rigging can be placed in front of Building 1. Space behind Building 1 will be taken by temporary chillers.
12. There will be no structural work required inside the facility.
13. There will be short duration cross-over work requirements that will interfere with normal HVAC operations but nothing noticeable to occupants and all such work will be scheduled for weekends when the hospital is not open for services.
14. No project escalation or contingency is included in this estimate.
