About this file

This document contains a request for information (RFI) response and solicitation for a building chiller replacement project at a Department of Veterans Affairs medical center. The RFI response addresses questions from contractors regarding project details such as reuse of existing stairs and platforms, pipe specifications, removal and storage of demolished chillers, glycol usage, and availability of equipment for the project. The solicitation provides information for an invitation for bid for the chiller replacement, including a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. The bid package due date is January 8, 2024, with bids to be submitted electronically. The solicitation specifies requirements for bid guarantees, bonds, wage determinations, technical questions, amendments, a pre-bid site visit, and instructions for bid preparation and submission. Determinations of bid responsiveness and bidder responsibility will be conducted.

Hello, Can you please respond to the following questions? These are all RFIs from the interested contractors.

It appears that the stair to the new dunnage platform is to be reused per the drawings. Please confirm or advise if a new stair is needed. If stairs and platform meet the required height and are code compliant, then they can be reused. If not new stairs and deck will be required. The existing stair and platform are still in good shape. Reuse them to save cost if they meet codes.

RFI – Mechanical

1. Is this a buy American project? YES.

2. Can a grooved pipe joining system be used on this project, for both the installation and temporary chilled water. NO Sec 23-21-13 VA pipe specs 01 Mar 2023.

3. Are the demolished chillers to be removed from site and disposed of? The newer chiller is to be recovered but saved for future use at VA facility. It will be taken off the roof then stored at a location designated by VA.

4. Does the chilled water have glycol? YES Will the removed glycol water mixture reused? Since glycol is expensive, consider requesting contractor to recover, store, test, supplement and recharge to meet target glycol concentration.

Will the system require additional glycol? Whatever is removed plus what is needed with the upsizing of chillers.

What brand of glycol and what is the percentage? I think it is propylene 35%.

5. Can any of the current inertia bases be used for the new pumps? NO, new bases should be installed to match the upsizing in pumps.

6. Is seismic bracing required for existing pipe? YES, as specified in design drawing Pipe Hangers Detail.

7. Can the service elevator be used for construction? YES.

8. Will the trailers that are on site near the future temporary chillers and temporary pipe be there during this project? NO

9. Can we get a boom lift in the aera of the temporary piping for this project? If needed.

10. Where can the crane set up? In Design Narrative it shows a proposed location for crane.
