MEMORANDUM FOR SMALL BUSINESS A-E CONTRACTORS

SUBJECT: A-E Request for Qualifications (RFQ) for Title I A-E Services to Repair Force Main Sewers, Keesler AFB, MS
1. The Government intends to award a Firm Fixed Price contract to the most highly qualified A&E firm in accordance with FAR 16.505(b)(1) for the Title I Services project at Keesler AFB IAW the design Statement of Work (SOW) dated 1 April 2022. The Government will select the three most highly qualified firms ranked in order by their qualifications applicable to the terms and conditions of the contract. Proposal preparation instructions and proposal due date will be specified in the contract Request for Proposals (RFP). A RFP will be issued to the most highly qualified firm to perform the required services, if a reasonable negotiated price cannot be attained then a RFP will be sent to the next most highly qualified Contractor. This is a request for qualifications (RFQ) on the capabilities and experience related to efforts necessary to manage and execute a Title I contract service related to the Government’s planned project Repair Force Main Sewers Keesler AFB, MS. This acquisition has been set-aside for 100% Small Business concerns with a NAICS Code of 541330 “Engineering Services.” The annual small business size standard for this NAICS Code is $16.5M. A full design team is required to complete this project. Proposals must be valid for 180 days after proposal due date.
The magnitude of this proposed project is between $500,000 and $1,000,000.
Notices to Offerors:
(1) This is a request for qualifications and not to be confused with a request for quote or request for proposal (RFP). This is a request for Standard Form (SF) 330 Architect-Engineer Qualifications packages only. All information needed to submit SF330 documents is contained herein. No Solicitation package, technical information, or bidder/plan holder list will be issued. This RFQ is strictly used by the Government to conduct market research for determining the 3 most highly qualified contractors for this contract.
(2) Funds are not presently available for this effort. No award will be made under this RFQ or the RFP to be issued until funds are available. The Government reserves the right to cancel this RFQ and/or the RFP, either before or after the closing date. In the event the Government cancels the RFQ/RFP, the Government has no obligation to reimburse an Offeror for any costs.
2. The planned services in this contract include the following:
a. Title I services, include development of 100% design documents Issued For Construction (IFC).
Refer to the SOW or a summary of the Government’s planned construction project and the Title 1 services planned for this contract.
3. The Government intends to hold discussions with at least three of the most highly qualified firms to clarify the Contractor’s proposed execution method and capacity for this contract. Offeror responses to discussions will be considered in making the contract selection decision.
4. In accordance with FAR 36.6 specifically FAR 36.602-1 Selection Criteria and DFARS
236.602 specifically DFARS 236.602-1 and PGI 236.602-1 (a)(4) the intent is to make the selection decision based on the Primary Selection Criteria below.
a. Location and knowledge of the locality of the project. Demonstrate and describe experience in the local area and the specific knowledge of certain local conditions or project site features.
The information for this factor shall be provided in Section H of the SF330. Note that the intent of this factor is to showcase a firm’s understanding of the site and locality, as well as where the firm is located and how they would travel to the site.
b. Past performance with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Past performance will be evaluated for all projects provided in section F of the SF330, to include a review of Contractor Performance Assessment Reporting System (CPARS) ratings. Provide performance reports for all projects submitted in section F and include the following information for each project: contract/task order number, project title, prime firm, start date, and completion date. Evaluations may also include additional performance-related information from the firm, customer inquiries, Government databases, publicly available sources, additional projects in CPARS, and other information available to the Government, including communications with points of contact in other criteria.
c. Specialized experience and technical competence in the type of work required.
Contractors will provide project experience for no less than two (2) and no more than five Government and/or private experience projects that best illustrate specialized experience.
Applicable projects must have been awarded within the last five (5) years from the date of the SF330 submission and demonstrate how each participating firm has completed highly relevant design , demonstrating adequate technical expertise to perform this contract. All submitted projects must at a minimum demonstrate the design was subject to UFC 1-200-1, DoD General Building requirements. The information provided in sections F and G of the SF330 will be used to evaluate this factor. Do not include this information in section H, unless it is pertinent to support the information listed in the other sections.
For the purpose of this evaluation, relevant specialized experience and technical competence are defined as the following, listed in the order of importance for this contract:
i. Design and phasing of projects within a SCIF area
ii. HVAC projects in facilities with increased technology loads
d. Professional qualifications. All Key Personnel must be identified in the RFQ response for
Government evaluation. Contractors must submit qualifications for only Project Manager(s) proposed for the contract showing affiliation, education, licensure or registration including state, years of experience, and relevant Project Management experience for projects of similar scope and complexity. The Government does not require more than a single Project Manager on this contract. If more than one Project Manager is proposed to work, the Contractor will include narrative justification for redundancy and identify the job roles for each. Contractors should not submit resumes for all Key Personnel in their response; this information will be requested in discussions with the three (3) most highly qualified Contractors. Personnel planned for staffing this contract will meet or exceed the minimum qualifications identified for Key Personnel in the SOW.
e. Capacity to accomplish the work in the required time. The period of performance for this contract will be 210 days after the Notice to Proceed (NTP) is issued. The capacity to accomplish this work in the required time frame will be considered in evaluations. The Magnitude of Construction of this project is between $5,000,000 and $10,000,000.
5. Prospective Offerors MUST comply with provision 252.204-7019, Notice of NIST SP 800-171 DoD
Assessment Requirements.
Notice to Offerors: Contractor’s not registered in the SPRS system will be considered disqualified.
6. Evaluations will be broken down into two phases as follows:
Phase I consists of the initial evaluation of the provided SF330s and determination of the highest rated firms. A minimum of three of the highest rated firms will then be shortlisted and invited to continue with Phase II of the process. All firms not shortlisted will be notified at this time.
Phase II consists of holding discussions with the shortlisted firms and selection of the top ranked firm. Based on the results of the discussions held, the highest rated firm will be selected to receive the solicitation and negotiations will be conducted with them. A site visit will be authorized at the firm’s request during the negotiation process. Award selection will be made based on the successful negotiation of rates and fees for the project. If negotiations are not successful with the highest rated firm, they will continue with the next highest rated firm, and so on until award can be made.
7. Contractors shall indicate their interest in competing for this requirement and submit any additional qualifications information for consideration saved in a pdf format, via email no later than 2:00pm (Central Standard Time), 18 April 2022. For files larger than 3MB, please request DoD Safe access to receive the DoD Safe drop-off link. The request should be sent to lovely.herndon@us.af.mil no later than 1 business day prior to the suspense due date, per company, in response to this requirement. Emailed submissions are acceptable and must be sent to lovely.herndon@us.af.mil.
