1.0 Introduction
This document provides the Facility Sustainment, Restoration, and Modernization (FSRM)
Conceptual Charrette Report (CCR) for the Replace of Sanitary Force Main at Keesler AFB, MS.
The primary purpose of the CCR is to validate the project scope, site, and costs and to refine the programming documentation in preparation for possible submission for project approval; DD
Form 1391. It also provides the designer a basis for understanding the project requirements and establishes a framework for project execution.
The CCR development was accomplished by Vectrus-Keesler. Key users included in developing this document included George M. Reed, Architect, Chief Engineering Services and Matthew
Kirkland, P.E., Civil Engineer.
The project scope and costs are described below and in the Appendix. The draft DD Form 1391 is provided in Appendix B.

2.0 Project Description
2.1 General Description
This Planning Charrette report is prepared for Keesler Air Force Base (Owner) with the intent to be utilized as a planning tool for prioritizing and budgeting the rectification of deficiencies anticipated with a Sanitary Sewer Force Main located on base. The current force main is in need of replacement due to its age and proximity to housing and other facilities within the Base. Three military housing units were constructed over the force main that are sinking. Furthermore, this report is a compilation of all pertinent information as it exists regarding the needs of the existing sewer system and recommendations required to achieve the goals of the Owner. It is the goal of the Owner to proactively plan for the construction of a new force main to avoid future failures whilst mitigating any further damages to the housing units or other facilities that may occur during the removal of the existing force main.
Located within the limits of the Keesler Air Force Base, an existing sanitary sewer force main generally begins at Latitude 30°24’23.9” Longitude 88°55’54.59” near Plotesti Drive and terminates at a discharge point at the West Biloxi Wastewater Treatment Facility, owned and operated by the Harrison County Utility Authority (HCUA). This force main is approximately
14,704 linear feet long with a diameter ranging from eighteen inches (18”) up to twenty inches
(20”). It was constructed in 1954 utilizing the asbestos containing material called transite. The existing force main is constructed within a thirty foot (30’) wide utility easement and traverses under three housing units. The force main also traverses through various areas on the Base as well as various areas within the corporate limits of the City of Biloxi. The areas this force main traverses within the corporate limits of Biloxi include residential areas as well as Hiller Park, a recreational park. The force main ultimately collects all sewer discharge from the Keesler Air Force Base with an average daily flow of 1.18 MGD and a peak flow of 1.39 MGD. The Owner requires continual operation of the force main 100% of the time as it is imperative for collection, discharge, and treatment of all sewer flows discharged from the Keesler Air Force Base.
The existing force main begins on Keesler Air Force Base located in Biloxi, Mississippi and traverses roughly 2.64 miles to the discharge point. The existing force main traverses within an existing 30 foot wide easement with roughly 10,190 LF located on KAFB property, 4,159 LF within the corporate limits of the City of Biloxi, and 355 LF within the limits of the Veteran’s
Administration. The force main has a total of five pump stations that are tied into it and discharge sewer within it. These include four of the Keesler Air Force Base’s sewer pump stations and one pump station from the Veteran’s Administration. These pump stations’ locations and tie in points can be seen on Figure 2. See Figure 1, Vicinity Map, for location of the project site. See Figure 2, Project Site Map, which illustrates the project site location and surrounding area.
2.2 Current Situation
As previously stated, the subject force main is 65 years old and composed of a compromised material known as transite. Transite pipe is comprised of asbestos fibers and cement and typically has a 70-year lifespan according to the International Chrysotile Institute. Over time, calcium leaching occurs due to conveyed water and groundwater, which leads to degradation of the pipe, both internally and externally. With the proximity of the force main to coastal waters, it can be anticipated that this degradation has been exacerbated by the influence of the fluctuating ground water table that occurs within the region. Likewise, in sewer applications, hydrogen sulfide gas reacts with moisture and oxygen in the air to create sulfuric acid. Sulfuric acid is especially problematic when it reacts with calcium in concrete as it causes it to degrade. Sanitary sewer, being a biological waste product, release these gases as it becomes stale, which are in turn trapped inside the force main. This is the reason that air release valves are typically installed along sewer force mains to release these gases and provide optimal operation conditions for the force main. A review of the as built drawings from the force main’s original construction suggests that air release valves were not installed when the force main was constructed. That said, it would be reasonable to assume that degradation within the pipe has occurred due to this phenomenon. With the age of the pipe nearing its lifespan, the leaching issues caused by groundwater, and the issues with hydrogen sulfide gas, the necessity to replace the subject force main becomes even more imperative as failures are imminent. It is understood that the Keesler Air Force Base has experienced at least one failure in 2019 that resulted in a site visit from an environmental regulatory agency. Further failures and sanitary sewer overflows may result in disciplinary actions from these regulatory agencies and could possibly lead to fines and/or litigation.
2.3 Impact if Not Provided
As stated above, if unaddressed, it can be anticipated that the existing force main will see more failures in the future. Sewer force main failures typically introduce raw sewage into the environment which can be problematic to human life as it may cause sickness or spread disease.
Likewise, given the proximity of the subject force main to the Gulf of Mexico, a failure may result in sanitary sewer entering the storm drains and subsequently the Gulf, which results in loss of aquatic life due to an increase biological oxygen demand (BOD) in the water. On the other hand, sanitary sewer force main failures create an emergency situation as force mains are typically vital to sewer transport and treatment with sewer flows never ceasing. This in turn results in a costly repair to a precarious situation as utility contractors have to work around the clock and provide many personnel and equipment to contain the sewer overflow and rectify the failure. These items are violations to the requirements and oversight provided by the Department of Environmental
Quality (DEQ) and the Office of Pollution Control (OPC). These regulatory agencies are tasked with the oversight and prevention of pollution such as that of a sanitary sewer overflow. When these agencies become involved with the rectification of deficient systems, it typically results in fines and disciplinary action against the permittee. In summary, if the force main is not replaced, failures are imminent and will result in 1) harm to human and aquatic life, 2) costly repairs, and 3) issues and fines with regulatory agencies. The proper planning, budgeting and execution of constructing a new force main is paramount to avoiding these issues.
2.5 Cost Estimate
The cost estimate was developed on a parametric cost estimate basis, based on 35% complete design documents. This means a preliminary route for the proposed force main was chosen, and a conceptual design was made accordingly. This is also the case for the removal of and/or abandonment of the existing force main. Once a preliminary route was chosen, a schedule of work items and unit quantities was developed based generally on the anticipated work to be performed.
This was done according to a survey of existing utilities and field conditions that dictated the use of specific construction methods to be executed in the field. By breaking the project into work items, a quantity takeoff was performed for that item, and a unit price estimate was developed for the project. Each work item has a quantity attributed to a unit of measurement such as linear foot
(LF), square yard (SY), each (EA), etc. based on the standard unit of measure for construction practices for that specific item. With the subject force main located on Keesler Air Force Base being located on the Mississippi Gulf Coast, the most accurate form of estimating costs for these work items is to use past data. As Consulting Engineers designing and overseeing many sewer force main projects along the Mississippi Gulf Coast over the past few decades, the data we have is reasonably up to date with regional standards. These unit prices all have Contractor overhead and profit built in as well as the cost of materials. However, several factors may affect these unit estimates such as economic changes that may affect supply and demand as well as natural disasters.
Due to estimate being made according to a preliminary design as well as the factors that may affect the unit prices, the estimate has a fifteen percent (15%) added to it to account for these unknowns.

Keesler: Contractor will be issued a visitor or contractor’s pass for the duration of the construction within the base facility. If needed the escorts will be coordinated by the Project Manager or
Construction Manager.

1.1 JOBSITE MAINTENANCE AND STORAGE AREAS:
The Subcontractor shall maintain the jobsite and staging areas in conformance with the standards below and as directed by the STM.
1.1.1 Lay down/staging areas shall be kept neat and free of
loose debris at all times. Grass shall be cut and maintained regularly. Height and maintenance shall be consistent with Base standards and consistent with the immediate area.
1.1.2 Jobsites and lay down/staging areas shall be enclosed
with a 6’ chain link fence with brown fabric screening unless otherwise noted. Materials and equipment may be stored inside storage units. Items stored in the lay down area shall be arranged neatly.
1.1.3 All temporary storage trailers and storage containers
shall present a neat and clean appearance and shall be in a state of good repair and shall be located within the fenced area described in paragraph above.
1.1.4 If allowed by the contract and if approved by the
STM, an office mobile unit may be located outside of a fenced area. At a minimum, this unit shall be in a paved area and shall present a neat, professional appearance. Unit shall be of Keesler standard colors, shall have presentable skirting and access stairs.
Ancillary items, such as porches and canopies, shall be neat and painted Keesler brown. Subcontractor shall submit a picture of the proposed unit for approval and before unit is moved to Base.
1.1.5 Execution of work may require excavation or other
type of work both at and away from primary work area. These areas shall be secured and work times shall be kept to a minimum. Open excavations shall be directly in progress or shall be covered directly after work complete. Open excavations requiring extended period of inactivity shall be temporarily backfilled. In no case shall an excavation be open for more than 72 hours. Barricades, fences and other warning devices shall be maintained neatly at all times.
1.1.6 The Subcontractor shall maintain the premises, including any staging area or storage areas, free from accumulations of waste, debris, and rubbish caused by the Subcontractor’s work and shall minimize the spread of dust and flying particles. As work is completed, or at the end of each day, the site shall be cleaned and all waste material shall be properly disposed of properly.
1.1.7 Should warnings of winds of gale force or stronger be
issued, the Contractor shall take every practical precaution to minimize danger to persons and damage to property. These precautions shall be coordinated through the STM and shall include closing all openings; removing all loose materials, tools, and equipment from exposed locations; securing all material, tools, equipment and construction work; as well as removing or securing scaffolding and other temporary work. The Contractor shall also coordinate all efforts with the STM and follow the Base
Commander’s direction in the event of an upcoming storm or hurricane which may range from securing sites to complete demobilization of all equipment and material from the base.

Existing Site Conditions The existing force main begins on Keesler Air Force Base located in Biloxi, Mississippi and traverses roughly 2.64 miles to the discharge point. This force main is approximately 14,704 linear feet long with a inside diameter ranging from eighteen inches (18”) up to twenty inches (20”). The existing force main is constructed within a thirty foot (30’) wide utility easement and traverses under three housing units. The existing force main is 65 years old and composed of a compromised material known as transite. The transite material is failing as it reaches the end of its useful life;
therefore, a new force main is to be installed.
All marked utilities are shown on the plans. Biloxi has two force mains that were not marked, and the exact locations are not known.
However, a GIS map was provided with the general locations shown, and this was incorporated into the plans.
Drawdowns were completed to document current pump operation output at each pump station. Attached in the report are the drawdown reports for the following pump stations: Main #1 B-
6602, Golf Course B-6642, East Falcon Park B-9063, Thrower Park
MAYA 812, and VA Main.
Facility Siting Keesler AFB: Road crossing to be coordinated. All pertinent restrictions such as accident potential zones, clear zones, transitional surface, building restriction lines, wingtip clearance, etc. must be discussed with the Vectrus Community Planner.
VA: No impact to traffic shall be permissible, the new sewer line shall be directional bore, and the existing force main shall be abandoned in place.
Biloxi: None
HCUA: Shall be determined through permitting.
Contractor shall follow the Manual on Uniform Traffic Control
Devices at all times to ensure safe and proper traffic control.
Removals/Demolition The existing force main to be removed is transite pipe that is comprised of asbestos fibers and cement. All work will be in accordance with Hazardous Substances requirements as asbestos is present. The Removal Sequence attached provides the steps and processes to be followed throughout demolition. All removal of asbestos must comply with EPA and 40 CFR Part 61 Standards.

Water Distribution Upon final design, attempts will be made to avoid impacts, though some modifications may be required.
Sanitary Sewer The existing sewer system is designed for maximum population capacity of the Keesler Air Force Base. No growth needs are anticipated or must be planned for. The existing sewer force main was installed in 1954 and is constructed of transite material that has a useful life span of 70 years. The transite material is failing as it reaches the end of its useful life. The KAFB has experienced force main failures in the past that prove costly with future failures unable to be mitigated or planned for that could also result in fines or litigation by regulatory authorities. The scope of work for the sanitary sewer force main is to replace the main in its entirety, while allowing the existing main to remain active, ensuring that the new main size and configuration are compatible with the existing sewer pumping station capabilities.
Upon final design, attempts will be made to avoid impacts to the existing sanitary sewer lines, though some modifications may be required. Field adjustments may be required during construction.

Requirements
Chapter 4 is not applicable as this is not vertical construction;
therefore, tracking, reporting, and third-party certification is not required. Chapter 2 is applicable as it is all design and construction activity.
The following may be implemented subject to final project design:
1. Energy Efficient Products: Per EISA 2007 Section 525, acquire products that are ENERGY STAR- qualified or meet FEMP-designated Energy-Efficient Products requirements in all covered product categories, considering cost-effectiveness and availability.

3.4 Hazardous Substances
The existing force main is 65-year-old Transite pipe comprised of asbestos fibers and cement that shall be removed during the demolition phase. Asbestos removal must be completed by a certified abatement contractor approved by MDEQ. The state of Mississippi has a list of agencies that perform Asbestos Abatements. Additionally, the Mississippi Asbestos Demolition/Renovation
Notification Form must be completed and submitted to MDEQ for approval before removal of the asbestos. This form is attached in the Appendix. Additionally, the hazardous removal plan must be submitted to Tasha Golson prior to construction for approval.

3.5 Approvals/Exemptions/Waivers
The City of Biloxi has requirements for the approval of the final design of the force main construction and removal in their easement. The City’s preference for the existing force main is for it to be completely removed. Any gravity sewer or storm drain crossing shall have the pipes videoed to determine existing damage, then re-videoed after construction to determine if any damage occurred. Any damage needs to be fixed immediately. Likewise, damage to pavement shall be repaired within 14 days. An engineer or inspector from the City Engineering Department will need to attend the walk through to ensure any remaining damage/disturbance within the City easement is identified for inclusion on the punch list. Also, 60% and 100% plans shall be submitted to the City for comments. Post construction, accurate as-builts or record drawings must be provided to the City for inclusion in their mapping software. These will need to include the information related to the removal of the existing Keesler force main. Additionally, if tree removal will be required for the construction of the new force main, a tree removal permit shall be completed with the City. All information shall be submitted to Mary Williams, P.E. with the City of Biloxi Engineering Department.
The VA has requirements for the approval of the final design of the force main construction and removal in their easement. All lines shall be bored under the main entrance road, Veterans Avenue;
absolutely no opens cuts will be allowed. The grass that is disturbed must be replaced with in kind sod. There shall be no disruptions to any incoming traffic, and no closures of the main road shall be permissible. There is not a one call utility locate support in this area, all utility information is available in drawings that have been verified with ground penetration radar within the last four years. Work shall be from 0800 to 1630, Monday through Friday. The VA must review the design drawings at 35% and 65% and shall review the final bid documents. All information shall be submitted to Bill Roberts with the VA Administration.
Harrison County Utility Authority (HCUA) has requirements for the approval of the final design of the force main construction and removal within their wastewater treatment plant. In order to receive their approval of the final design and proposed connections to HCUA’s wastewater treatment plant, the engineer shall complete and submit the attached permit applications in Section
Permits named “Information Regarding Proposed Wastewater Projects To: Mississippi Office Of
Pollution Control” and “Coastal County Utility Authority Environmental Clearance Form to The
Mississippi Office Of Pollution Control”.
The Keesler Fire Department has requirements for the construction and removal of the force main. Where applicable, the Contractor and Engineer shall ensure the following: utilities are shut-off and/or purged prior to demolition, contact the fire department for hot works permits, ensure dig permits are signed, inform the fire department of any blocked access areas, ensure workers are informed of Keesler’s emergency procedures, and inform the fire department when the project is complete for site visit and document signatures. All personal, construction, and demolition shall follow current fire and life safety UFC’s/NFPA’s/AFI’s codes. The Keesler Fire Department may require approval of the final plans.

10. DESCRIPTION OF PROPOSED WORK: REPAIR
Repair sanitary force main. Remove existing transite pipe and replace with new sanitary force main pipe. Reroute pipe around housing areas. New pipe will replace existing pipe that was installed in 1954. Project will include earth work, concrete, and utility work. Facility is a permanent constructed facility and will comply with the DoD Unified Criteria UFC 3-240-08FA, Sanitary and Industrial Wastewater Collection: Pumping Stations and Force Mains. Sustainable principles, to include life cycle cost-effective practices, will be intergrated into the design development, and construction of the projects in accordance with UFC 1-200-02.
11. REQUIREMENT
Repair old sanitary force main pipes by replacing with new pipes. Repairs to the facility are not tenant driven but will comply with
AFI32-1067.
CURRENT SITUATION & IMPACT
Due to the 65 year age of the force main there is a high potential for non-compliance in the 0-10 year term, enforcement actions and major degradation of the base support mission would be expected. Mission support degredation would include possible fines, personnel resources, material cost and time consumed to resolve the non-compliance with less than 50% deviation of standard operating procedures. The force main serves the entire base. Two force mains fed into this force main which brings waste off base, collects from the off-base MFH subdivisions and transports all waste to the Harrison County Regional Wastewater Plant. It collects from all MFH on base and off base subdivisions (with the exception of Sand Hill Landing), the flight line, the Medical Center, all dorms, all training classroom buildings and DFACs. Also all administration and operations buildings, the CDC, Youth Center and the BX and Commissary. Keesler AFB is subject to enforcement actions in the event noncompliance. This project will replace 3.1 miles of sanitary sewer force main, which transports 100% of sanitary wastewater to Regional Treatment Plant off base. Sanitary sewer force main was constructed in 1954, is composed of transite. New housing areas were built over pipe in some areas. This causes access issues, so pipe must be rerouted. Stake holders support the proposed repairs to the force main but one release on base could have resulted in litigation, publicity or media coverage. A release in Oct of 2019 resulted in an environmental regulatory agency visiting the release site.
