STATEMENT OF WORK- ENGINEERING SERVICES
FOR
MAHG201032 REPLACE SANITARY FORCE MAIN
KEESLER AFB, MS
1.0 INTRODUCTION
1.1 Keesler AFB has a requirement to provide Engineering Services for:
MAHG201032 Replace Sanitary Force Main
1.2 Keesler AFB proposes to engage the services of an Engineering Consultant to provide detailed design for the Sanitary Force Main that will be located within the limits of the Keesler Air Force Base service area. Sanitary sewer force main generally begins at about the Latitude 30°24’23.9” Longitude 88°55’54.59” near Ploesti Drive and terminates at a discharge point at the West Biloxi Wastewater Treatment Facility, owned and operated by the Harrison County Utility Authority (HCUA). In addition to the proposed force main design, the force main will be required to be connected to the discharges of five existing pump stations. . A/E shall provide all labor, equipment, and materials required to complete the project and deliver to Keesler AFB complete project documents, including but not limited to:
construction drawings, specifications, design analyses, cost estimates, and construction submittal register.
All 100% final construction drawings shall be delivered as two sets of bound half-size copies, 1 full size copy, and in electronic format stored on CD/DVD. Drawings shall be generated using AutoCAD 2020 as an optimum and AutoCAD 2018 as a minimum requirement. All other documents should accompany the drawings in booklet form. There will be 3 complete sets total. All work is to be performed in accordance with this SOW (Statement of Work). Review and final submissions shall conform to 4.3 and 4.10 of this document.
1.3 Consultants. The A-E will be required to have as an integral part of the firm, or shall be able to obtain the services of, registered professional Engineers and registered Architects established in various disciplines to support the subject project. The use of consultants will be determined by the A-E with all coordination, control, payment and scheduling responsibilities belonging to the A-E. The A-E shall make the consultants aware of the scope of the work and shall be responsible for the accomplishment of the work in accordance with all related standards, regulations, instructions, directions, and adopted codes that are pertinent to Keesler AFB, MS and as described under 3.1.2 herein.
1.4 Personnel Qualifications and Experience. The following list of qualifications generally reflects the minimum personnel requirements associated with the architectural and engineering activities in this contract. Other disciplines not listed will be required to have comparable qualifications in their field of expertise. Unless otherwise indicated by the Contracting Officer in writing, the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work specified in the contract shall be accomplished, reviewed and approved by architects or engineers registered to practice in the particular professional field involved in a state (or the state where the work is to be performed if required by law) or possession of the United States, in Puerto Rico, or in the District of Columbia. Registration as a professional engineer in the particular specialty will be considered equivalent to a bachelor’s degree.
Experience may be substituted for only one educational degree for any one individual. Degrees may not be substituted for experience requirements.
1.4.1 Program Manager - The contractor’s program manager shall be responsible for the overall management of tasks performed under this contract and shall be the primary point-of- contact for overall contractual issues. The program manager shall be assigned by the contractor upon award of the contract.
He/she shall be responsible for ensuring that practical and effective systems are developed to meet the objectives of the action. The program manager shall also ensure that quality work is completed on schedule and within the project limit. The program manager shall be responsible for assigning qualified personnel to the project. The program manager shall have, as a minimum, the following qualifications:
a. A bachelors degree from an accredited school in an engineering related technical field.*
b. A minimum of 10 years program management experience, with a minimum of 5 years experience in DOD facility design program management.
*Engineering related technical field such as: architect and engineer (civil, structural, electrical, or mechanical).
1.4.2. Lead Personnel – The Lead personnel shall provide program level quality control and oversight of . The Lead personnel were identified in the SF330. Any changes to the Lead personnel must be approved by the Contracting Officer. Lead personnel are required for the following disciplines for each pool:
a. Lead Program Manager
b. Lead Project Manager
c. Lead Mechanical Engineer
d. Lead Fire Protection Engineer
e. Lead Civil Engineer
f. Lead Structural Engineer
g. Lead Electrical Engineer
h. Lead Registered Communications Distribution Designer
i. Lead Scheduler
j. Lead Cost Estimator
k. Lead Construction Inspector
1.4.3. Project Manager - The project manager shall be responsible for managing specific tasks under this contract those requirements are met. The project manager shall be the primary point of contact for this contract. The project manager shall ensure qualified personnel are assigned to this project. The project manager shall have, as a minimum, the following qualifications:
a. A bachelors degree from an accredited school in an engineering related technical field.*
b. Professional Engineering (PE) registration or Registered Architect (RA) license
c. A minimum of 8 years project management experience, with a minimum of 5 years of experience managing DOD infrastructure design projects.
*Engineering related technical field such as: architect and engineer (civil, structural, electrical, or mechanical).
1.4.4. Architect/Engineering Labor - Depending on the nature of the project, the contractor will need a variety of professional labor personnel specialized in certain disciplines as specified in this basic contract SOW. The professional labor disciplines are divided into 3 categories: Senior, Mid, and Junior. The minimum qualifications for each category are provided below:
a. Junior Level: must possess a bachelor’s degree from an accredited school in an architectural or engineering related technical field* consistent with the required duties of the position and an Engineer in Training (EIT) for engineering professions. Junior level personnel perform routine tasks such as preparing graphical or tabular presentations of data, simple data interpretation, preparation of supporting material, etc.
b. Mid Level: must possess a bachelor’s degree from an accredited school in an architectural or engineering related technical field* consistent with the required duties of the position and a minimum of 5 years of directly applicable facility design experience and must be a credentialed member of an architectural, science, and engineering profession(s). Mid-level personnel perform technical tasks such as calculations, layouts, evaluation of data, and preparation of portions of a design or report under the direction of a senior professional.
c. Senior Level: must possess a bachelor’s degree from an accredited school in an architectural or engineering related technical field* consistent with the required duties of the position and a minimum of 10 years of directly applicable facility design experience and must be a credentialed member of an architectural, science, and engineering profession(s). Senior level professionals are responsible for performing complex or non-routine technical tasks or for supervision and oversight of a small group working on technical issues or specific elements of a project.
*Engineering related technical field such as: architect and engineer (civil, structural, electrical, or mechanical).
The following architect/engineering labor categories are required for the performance of this contract:
a. Mechanical Engineer
b. Civil Engineer
c. Structural Engineer
d. Electrical Engineer
1.4.5. Technical Labor - Depending on the nature of the project, the contractor will require a variety of technical labor personnel specialized in architectural and engineering technical activities as specified in the contract. Technical personnel perform in a support role for the contract requirements. There is one rate/level per technical labor category. The minimum qualifications for each category is at least 2 years repair / construction related experience in the labor discipline, or as otherwise stated below:
Construction Inspector: Mid (5 years minimum repair / construction related experience) and Senior (10 years minimum repair / construction related experience)
Cost Estimator: Junior (2 years minimum repair / construction related experience), Mid (5 years minimum repair / construction related experience) and Senior (10 years minimum repair / construction related experience)
The following technical labor categories are required for the performance of this contract:
a. Engineering Technician
b. Draftsman/Cadd
d. Technical / Specifications Writer
e. Cost Estimator
f. Scheduler
1.4.6. Administrative - Administrative personnel responsibilities include procurement, subcontract management, accounting systems, schedule maintenance, filing, document reproduction, reports, and closeout activities. There is one rate/level per labor category.
The following administrative labor categories are required for the performance of this contract:
a. Clerical
1.5 The Service provider (Architect/Engineer) shall furnish and provide for the Buyer the quality and quantity of service per Section 4 of this SOW.

4.0 TASK DESCRIPTION
4.1 Background Information, Scope & Location
4.1.1 The existing sewer force main which transports all of the wastewater from Keesler Air Force Base to the Harrison County Utility Authority wastewater treatment plant located on Rosalie Maria Drive is in need of replacement. The line proposed for replacement was installed in 1954, is approximately 14,704 linear feet long, ranges in size from 18 to 20 inches, and is composed of transite. Roughly 10,190 LF is located on KAFB property, 4,159 LF within the corporate limits of the City of Biloxi, and 355 LF within the limits of the Veteran’s Administration. The force main ultimately collects all sewer discharge from the Keesler Air Force Base with an average daily flow of 1.18 MGD and a peak flow of 1.39 MGD.
The new line will be installed in the same 30’ easement as the existing line, parallel to the existing line, with the exception of one segment located in Bayview Military Housing. Three military family housing units were constructed over the force main. These three housing units are sinking, and remain unoccupied. It is presumed that if these units continue to sink, they will rupture the sewer line, similarly efforts to stabilize the housing units may cause the line to rupture. In this area. A new path that does not traverse around or under housing units is necessary. The force main traverses through various areas on the Base as well as various areas within the corporate limits of the City of Biloxi. The areas this force main traverses within the corporate limits of Biloxi include residential areas as well as Hiller Park, a recreational park.
The Government requires continual operation of the force main 100% of the time as it is imperative for collection, discharge, and treatment of all sewer flows discharged from the Keesler Air Force Base.
The force main has a total of five pump stations that are tied into it and discharge sewer within it. These include four of the Keesler Air Force Base’s sewer pump stations and one pump station from the Veteran’s Administration. These pump stations’ locations and tie in points can be seen on Figure 2. See Figure 1, Vicinity Map, for location of the project site. See Figure 2, Project Site Map, which illustrates the project site location and surrounding area.
4.2 DESCRIPTION OF SERVICES
4.2.1 Specifications shall be in CSI format with no reference to outside agencies standard specifications such as MDOT etc.
A/E will be provided with a SOW to be edited and included in the project specifications.
4.2.2 Provide a construction cost estimate for each design submittal. Estimates shall be equal to a Class 3 Cost Estimate providing semi-detailed unit costs with assembly level line items. Include a summary or recap sheet, and back-up sheets providing detailed costs for material, labor and equipment that substantiate the figures shown. It is expected that as the project progresses the cost estimates will provide more detail with each submittal. All cost estimates must cite the source from which the information was obtained.
Prepare cost estimates in the latest Construction Specification Institute (CSI) MasterFormat structure. All cost estimates to show totals of each CSI division breakdown with subtotals and cost markups, and include multiple subdivisions within each section. Include a summary sheet illustrating all CSI divisions an individual sheet per applicable CSI division, including at a minimum, a description of item, Quantity, unit type (i.e. EA, SF, LF, etc.), unit price, and subtotals. Include within each respective Division the amounts for material, labor, other direct costs, profit, and general conditions. Estimates should avoid lump sums whenever possible and account for all major components or activities. Contingencies shall not be included in the cost estimate.
Take all practical precautions to prevent disclosure of the construction cost or any other information, which might provide prospective Contractors, manufacturers, or supplies with a bidding advantage.
Estimate documents will be constructed as required so that the government can determine the best path forward during the follow up design phase. Major facility options shall be broken out.
4.2.3 The A/E will be required as part of his/her services to: Attend the kick-off meeting, chair any additional fact finding meetings, chair the 25%, 50% and 95% review meetings, attend pre-bid and pre-construction meetings and answer follow-up questions during construction solicitation. Also provide assistance with submittals and RFI’s as needed during the construction phase.
4.3 BASIC DESIGN SERVICES MAHG201032 Replace Sanitary Force Main:
The following tasks are identified for the scope of services, but not limited to:
• Task 1 –Consultant shall budget one (1) kick off meeting and three (3) post kick off project meetings.
• Task 2- Consultant shall:
o Review the existing project data, reports, including Charrette report dated May 4, 2021 and the drawings.
o Review the proposed route for the new force main to avoid problematic areas discussed in the background information section.
o Using the preliminary pipeline layout from the existing preliminary report, verify the material, size and routes are still the most efficient selection for the project.
o Details of removing and connecting each of the five pump stations discharges from the existing force main to the new force main.
o Develop a sequence of construction which would allow for the existing force main to stay operational until the new main is complete, minimizing down time needed to switch sewage flow to the new main.
o Develop an independent final construction cost estimate based on the developed final design and the layout.
o Coordinate with the City of Biloxi to minimize the length of disruption across roads/parks.
• Task 3 – Project Surveying. the Consultant shall perform topographical land survey of the surface conditions along each project alignment and its immediate surroundings, identifying road, manhole and the invert elevations, structures, utilities, and any features that will affect replacement of the segment that require surveying. Copies to the project P.M.
• Task 4 – Project Plans. The Consultant shall prepare, design and deliver plans for the construction for 50%, 95% and final project design. Plan sheet content shall be as follows, as a minimum: • Cover sheet with drawing index and from: to station numbers. • Index sheet showing the locations of all project and referencing to an alignment plan and profile sheet for each project.
• Alignment Plan and Profile (P&P) Sheets for the individual projects with horizontal scale 1” = 50’ and vertical scale = 1” = 5’. Plan shall depict station numbering at 100’ intervals and profiles shall show a ground elevation line for all alignments. • P&P sheets shall depict an accurate placement and depth of all utilities identified from the utility identification research. Station numbers shall be shown on the alignment profiles for all identified utilities. • Plan sheets shall show the location of all existing live connections to the existing sewer main. • Profile sheets shall show the slope and length of pipe to be constructed along with invert elevations for all new pipes.
• Construction call out notes with construction quantities shall be utilized on all plan sheets. •.
The construction detail sheets will also need to show trench shoring arrangements, if any.
• Task 5 – Project Technical Specifications. Prepare technical specifications, for bid purposes, in conformance with the current Standard Specifications for Public Works Construction and other applicable agency standard plans, specifications, and guidance documents for the necessary the construction work. Specifications need to address methods and materials for the physical work.
• Task 6 – Construction Estimate. Prepare an engineer’s construction estimate for Project. Cost estimates shall have quantities and unit prices for each logical work element.
0% Pre-Construction Meeting:
Initial meeting to discuss the intended direction of the project, information needed by the consultants and the schedule of deliverables. The Consultants shall make initial site visits to record existing conditions, system equipment, and configurations.
25% Review Meeting:
**A/E will not proceed past 25% without written authority from the Contracting Officer.**
The following tasks are identified for the 25% Final Review Meeting, but not limited to:
Define the major design elements of the project and refine the project’s scope, schedule and budget that the project design team can commit to delivering to management and critical stakeholders.
1) Charrette Report date May 4, 2021
2) Preliminary project schedule and detailed design schedule.
3) Preliminary cost estimate
4) Risk evaluation and register - determine contingency amount
5) List of required permits
6) Current master facility drawing
7) Table of contents for specifications

4.4 Performance of Work
4.4.1 Performance Period. Complete design shall be completed as outlined below. The definition of complete work shall mean that all stages have been accomplished, all reviews required herein have been completed, all comments made by the user/KBOS Engineering/ 81 CES are incorporated into the construction documents, and all documents are ready for advertisement and the bidding process.
Include a Design Narrative, describing the key elements and features of the design along with justification for the decisions made in the design. The narrative outlines facts sufficiently complete to demonstrate that the project concept is fully understood and that subsequent design details and their ultimate presentation in the final drawings and specifications will be based on sound architectural and engineering decisions.
4.4.2 Schedules: The A-E shall provide the contracting officer with a schedule that indicates the start of the performance period, the review milestones, and the completion date. If the contract is modified to adjust the completion date the A-E shall submit a revised schedule to the contracting officer within one day of the signed modification to the original delivery order clearly indicating the original performance period and the new completion date.
4.4.3 Submittal Milestones. The A-E shall submit the following documents and supporting elements for the subject Report in the following sequence. Note that all time elements are in reference to the date the purchase order is received by the A-E, which hereafter shall be referred to as NTP (Notice to Proceed):
A. 0% Kick-Off Meeting Issue NTP B. 25% Review Documentation-----------------------30 Days after NTP C. 50% Review Documentation-----------------------75 Days after NTP D. 95% Review Documentation----------------------120 Days after NTP (or 45 days after 50% approval) E. 100% Final Documentation------------------------150 Days after NTP (or 30 days after 95% approval)
4.4.4 Government Reviews. The design documents submitted by the A-E will be reviewed by various agencies located on Keesler AFB to verify that Air Force requirements are reflected in the design within 10 working days of receipt. Keesler AFB is not responsible for coordinating, quality control, design development, or engineering features of the design. The A-E shall be held responsible for ALL requirements particular to the project being designed. The Contracting Officer and 81 CES shall only act as a regulatory body specifically there to provide the A-E with direction on relevant regulations, standards, codes, and public laws that impact the subject project. The A-E shall determine how all of these elements guide and control the resultant design.
4.5 Government Review Process.
4.5.1 Note: The A-E shall attach a letter to each design level addressee above that indicates the projects number and name, the using organization, the project location, and state that all comments be forwarded to the contracting officer at the address indicated in #1 on the list within 5 working days from the date on the A-E’s letter.
4.5.2 Specifications. A Front End section will be given to the A-E. Following sections shall be generated by the A/E and shall not reference the “owner”, “Architect”, “Engineer” etc. The only entity authorized to obligate government funds and negotiate with a contractor is the Contracting Officer. Contracting Officer shall be used in place of all references to an individual, except where the term “Contractor” is used.
4.5.3 Specifications References. Provide in both MS-word and PDF format (PDF @ 100% only). All references to industry standards such as ASTM, ANSI, Fed Spec, etc. shall be dated. Only references specifically applicable to the subject shall be included in the specifications.
4.5.4 Cut sheets (see 4.5.1 above) shall be provided as required in the project Scope.
4.5.5 Warranty & Guaranties. All items that carry a warranty longer than the one-year warranty provided for in the Federal Acquisition Regulations shall be covered by a warranty paragraph in the specifications that reflects the extended warranty period.
4.5.6 Proprietary References. Federal projects are required to provide open competition for all products that serve the intended function and fulfill the performance requirements stated in the construction documents. The A-E shall provide performance specifications whenever possible and use reference specifications when necessary. If the work requires the use of proprietary specifications the A-E shall provide the contracting officer with a Sole Source justification letter that explains why a particular product is the only one that can perform the required function and be used as the basis for the design.
Qualify the use of a single manufacture name by stating, “Any reference to a specific manufacture is intended to set minimum standards, configuration, and appearance, and not to restrict competition of equal or better manufacturers and products.
4.6 Asbestos. The A-E shall not specify asbestos containing materials in the work. In those instances that removal of asbestos containing materials is required a comprehensive specifications meeting the requirements and conditions of the federal government will be required. A sample specification will be given to the A-E.
4.7 Drawing Notes. A sample title sheet will be given to the A-E. Ensure that the following is on the title sheet: “ALL DRAWINGS ARE DIAGRAMMATIC AND ARE INTENDED TO QUANTIFY THE
MATERIALS SPECIFIED AND INDICATE THEIR INTENDED RELATIONSHIP TO EACH OTHER.
THE DRAWINGS ARE NOT TO BE SCALED. THE VARIOUS SCALES USED ON THE DRAWINGS
MAY NOT ALLOW FOR ALL FITTINGS, OFFSETS, AND ACCESSORIES THAT MAY BE REQUIRED

4.8 Design in Inch-pound. This requires the use of inch-pound measurements in criteria, design, and specification documents for facility projects. When dual units are needed, present International System of Units (SI) designations first, followed by the inch-pound (IP) designation in parenthesis.
4.9 Keesler will provide hard copies of the subject pipelines and pump stations listed above from archive drawing files and other drawings selected by the A-E. The archive files are located in the Civil Engineering building 4705, 508 L Street. KBOS Engineering will also provide blank electronic copies of a Material Submittal Schedule (MSS) and front end documents.
4.10 DRAWING DATA
a. Drawing sheet size to be 22” x 34” with (Tri-Services Standards border)
b. Drawings shall be AUTOCAD 2020 but not less than AutoCAD 2018
c. Pen settings shall be (Tri-Services Standards line weights/colors)
