About this file
This is a site map and planning document from the Engineering & Capital Improvements Department of the City of St. Petersburg, Florida, dated December 18, 2025, depicting the Mahaffey Theater Facility and adjacent properties. The map illustrates the physical configuration of the Mahaffey Theater Facility in relation to the Dali Museum Facility, Al Lang Field, and property boundaries within the downtown St. Petersburg area. The document includes a disclaimer noting that the surface parking configuration and parking garage access may be temporarily or permanently modified to accommodate expansion of the Dali Museum; however, such modifications would not impact the scope of management services for the Mahaffey Theater Facility. The related RFP was released on December 18, 2025, with a non-mandatory pre-proposal meeting scheduled for January 6, 2026, written questions due by January 12, 2026, and final proposal submissions due February 16, 2026, at 3:00 pm. The initial contract term is five years commencing October 1, 2026, with two potential one-year renewal options.
The City of St. Petersburg seeks a qualified vendor to provide comprehensive management and operation services for the Duke Energy Center for the Arts complex, which includes the Mahaffey Theater (a 2,031-seat performing arts facility with grand ballroom, VIP lounge, and restaurant), the Center for the Arts Plaza, and adjacent properties with 1,106 parking spaces. Vendors must demonstrate a minimum of five years' experience managing performing arts theaters or public assembly facilities and are responsible for programming, marketing, promotion, building maintenance, parking, security, and event management. Evaluation criteria include corporate experience and capacity (28%), proposed programming and marketing plan (23%), proposed management plan (23%), and fee structure (20%). The current facility operator, Big 3 Entertainment, LLC, manages the facility under an agreement expiring September 30, 2026. Vendors must obtain comprehensive insurance coverage including commercial general liability ($5,000,000 per occurrence) and comply with living wage requirements for contracts exceeding $200,000 with more than 50 full-time employees. The City emphasizes reducing operating subsidies and expects vendors to generate revenue through corporate sponsorships and ancillary services. SBE, MBE, and WBE certifications will be evaluated as part of proposal scoring.

Disclaimer:
This reflects the configuration of the site at the time the RFP is released. Pursuant to the Dali museum lease, configuration of the surface parking and access to the parking garage may be modified temporarily or permanently to accommodate expansion of the museum. That reconfiguration would not affect the scope of the Mahaffey Theater Facility to be managed under the agreement that would result from the RFP.
