About this file
This document is a Proposal Requirements Format guideline issued by the City of St. Petersburg, Florida, for management and operation services of the Duke Energy Center for the Arts (DECA) complex, which includes the Mahaffey Theater, Center for the Arts Plaza, and adjacent properties. Proposals must be structured with a cover letter, table of contents, and six main sections: Corporate Experience and Capacity, Technical Proposal, Fee Structure, Client References, Acceptance of Conditions, and Other. The Technical Proposal section requires detailed narratives addressing programming strategy, marketing and promotion methodologies, operations management, parking program management, finance and accounting procedures, staffing plans, and capital improvement program development. Specific requirements include submission of audited financial statements for the past five years, a completed questionnaire, professional biographies of key personnel, an organizational chart with job descriptions and salary ranges, and detailed operational manuals covering custodial procedures, preventative maintenance, and security protocols.
The proposal evaluation emphasizes financial performance metrics, with particular focus on revenue generation and reduction of City subsidy dependence over a five-year period. Respondents must provide proforma financial statements showing projected income, expenses, and net operating income or loss for years one through five, along with monthly and quarterly interim reporting procedures. The Fee Structure section requires proposers to outline management fees with earned incentive provisions tied to new revenue sources and subsidy reduction goals, as well as articulate any potential contributions to capital improvement projects or event promotion funds. Proposals must include references from at least five clients, with at least two from municipalities or governmental agencies possessing knowledge of the proposer's financial history. The fiscal year operates October 1 through September 30, with preliminary budgets due February 15 and final adoption in mid-September. All employees of the successful vendor will be employed directly by the contractor's firm, and the City maintains all record review and inspection rights.
