About this file

This is a facility map document from the City of St. Petersburg's Engineering & Capital Improvements Department, dated December 18, 2025, depicting the Mahaffey Theater Facility and its surrounding properties. The map illustrates the theater facility, Dali Museum facility, Al Lang Field, and property lines in relation to nearby streets including 1st Street, 5th Avenue South, Delmar Terrace, 4th Avenue South, and Bayshore Drive. The City of St. Petersburg is soliciting qualified vendors to provide comprehensive management and operation services for the Duke Energy Center for the Arts (DECA) complex, which includes the Mahaffey Theater, Center for the Arts Plaza, and adjacent properties. Vendors must demonstrate a minimum of five years' experience managing performing arts theaters or public assembly facilities. Key service responsibilities include programming, marketing, promotion, building maintenance, parking management, security, and event management for the 2,031-seat Mahaffey Theater facility with its grand ballroom, VIP lounge, restaurant, and 1,106 parking spaces. A non-mandatory pre-proposal meeting is scheduled for January 6, 2026, with written questions due by January 12, 2026, and the final proposal deadline set for February 16, 2026, at 3:00 pm. The initial contract term is five years commencing October 1, 2026, with potential for two additional one-year extensions.

Proposal evaluation will be based on corporate experience and capacity (28%), proposed programming and marketing plan (23%), proposed management plan (23%), and fee structure (20%). Vendors must obtain comprehensive insurance coverage, including commercial general liability ($5,000,000 per occurrence), automobile liability ($1,000,000), workers' compensation, and professional liability ($1,000,000). For contracts exceeding $200,000, vendors with more than 50 full-time employees must comply with living wage requirements. The City has established specific requirements for Small Business Enterprise (SBE), Minority Business Enterprise (MBE), and Women Business Enterprise (WBE) certifications, which will be evaluated as part of proposal scoring. The incumbent operator, Big 3 Entertainment, LLC, currently manages the facility under an agreement expiring September 30, 2026. The map includes a disclaimer noting that the Dali Museum lease may permit temporary or permanent modifications to surface parking and parking garage access to accommodate museum expansion, though such changes would not affect the scope of the Mahaffey Theater facility management agreement. The City emphasizes reducing operating subsidies and expects vendors to generate revenue through corporate sponsorships, ancillary services, and innovative marketing strategies.

Disclaimer:

This reflects the configuration of the site at the time the RFP is released. Pursuant to the Dali museum lease, configuration of the surface parking and access to the parking garage may be modified temporarily or permanently to accommodate expansion of the museum. That reconfiguration would not affect the scope of the Mahaffey Theater Facility to be managed under the agreement that would result from the RFP.
