About this file

This is a site map document for the Mahaffey Theater Complex prepared by the City of St. Petersburg, Florida in connection with a Request for Proposals for comprehensive management and operation services of the Duke Energy Center for the Arts complex. The map illustrates the general premises of the Mahaffey Theater and Duke Energy Center, with the final map to be incorporated into the management agreement subject to potential adjustments. The RFP was released on December 18, 2025, with a non-mandatory pre-proposal meeting scheduled for January 6, 2026, and written questions due by January 12, 2026. The proposal submission deadline is February 16, 2026, at 3:00 p.m., with the initial contract term commencing October 1, 2026, for a five-year period and including potential for two additional one-year extensions. The selected vendor will be responsible for managing and operating the 2,031-seat Mahaffey Theater, the Center for the Arts Plaza, and adjacent properties, including all activities related to bookings, marketing, promotion, building maintenance, parking, and security.

Qualified vendors must demonstrate a minimum of five years' experience managing performing arts theaters or public assembly facilities and will be evaluated on corporate experience and capacity (28%), proposed programming and marketing plan (23%), proposed management plan (23%), and fee structure (20%). Small Business Enterprise, Minority Business Enterprise, and Women Business Enterprise certifications are required components of the proposal evaluation. The incumbent operator, Big 3 Entertainment, LLC, currently manages the facility under an agreement expiring September 30, 2026. Vendors must obtain comprehensive insurance coverage including commercial general liability ($5,000,000 per occurrence), automobile liability ($1,000,000), workers' compensation, and professional liability ($1,000,000). For contracts exceeding $200,000, vendors with more than 50 full-time employees must comply with living wage requirements. The City emphasizes reducing operating subsidies and expects vendors to generate revenue through corporate sponsorships, ancillary services, and innovative marketing strategies, with proposals requiring the development of strategic five-year programming and marketing plans within four months of agreement execution.
