About this file

This is a Questions and Answers document for RFP 18-169 (FP18-50001) from the Michigan Department of Health and Human Services (MDHHS) regarding Parent Education services, including both Home-Based and Group-Based programs. The services are provided on a six-month basis, beginning when the Contractor receives a referral from MDHHS. The program allows for early termination by MDHHS caseworkers if sufficient progress is made. Contractors must use evidence-based curriculum covering required topics, and services can be provided by qualified interns who meet credential requirements. The performance expectation is that 80% of families served remain intact upon service completion.

The document addresses billing and operational matters, confirming that contractors can bill for "no show" visits under travel time. While contractors must estimate the number of families they will serve, there is no need for contract amendments if actual numbers differ from estimates. Transportation services do not require chauffeur's licenses, and while gas cards are not specifically required, they are permitted. The document also clarifies that additional attachments to bid proposals beyond stated page limits are not allowed, even for documenting past DHHS contract experience.

Parent Education – Home Based and Parent Education – Group Based

RFP 18-169 (FP18-50001)

Questions and Answers Question #1. When do the services begin, is it on the date that the referral is received by the Contractor or is it the date when the client is first contacted?

Answer #1. The six-month service period begins on the date that the Contractor receives the referral.

Question #2.

Must the Parent Education services continue for the full 6 months?

Answer #2.

The MDHHS Caseworker can terminate the services at any time.

Question #3.

When a Contractor is determining the estimated number of families they will serve, can they be assured that all referrals will come from the MDHHS?

Answer #3.

Yes Question #4.

The Disqualifying Criteria states to “Stay at or below the maximum bid proposal page requirements stated under the RFP Evaluation Criteria”. Can a Bidder attach a chart to state current/past DHHS contracts held to support the narrative for the first section of the RFP Evaluation Criteria?

Answer #4.

No Question #5.

Can the Contractor charge for a “no show” visit?

Answer #5.

Yes, it would be billable under travel time.

Question #6.

If the Bidder over estimates the number of families they would serve, can the contract be amended to reflect a more accurate number of families that would be served?

Answer #6.

There would be no need to amend the contract as the number of families to be served is an estimate.

Question #7.

Is the referral considered “accepted” if the referral is lacking important information?

Answer #7.

The Contractor should put in writing to the referring worker that the referral will not be accepted until all important referral information is received by the Contractor. The Contractor shall use the date that they receive all important referral information as the date the referral was received.

Question #8.

Is there a curriculum that the MDHHS wants us to use?

Answer #8.

No. The curriculum should be evidenced based and cover the topics identified in the RFP.

Question #9. In the event less than three (3) people attend a scheduled Group Parent Education class, can the clients be served under the In-Home Parent Education services section of the contract?

Answer #9. Yes, if there are enough qualified facilitators to meet one-on-one with the clients to provide Parent Education services.

Question #10. Can an Intern facilitate the services?

Answer #10. Yes, provided the intern meets the credential requirements stated in the RFP.

Question #11.

Under 2.4 Expected Performance Outcomes, (a) states the following: a. Eighty percent of the families served intact at the time of referral shall remain intact upon completion of services. What is the definition of “completion of services?”

Answer #11.

Completion of services is defined as the client completing the 6-month service or when the MDHHS Caseworker determines that the client has made enough improvement for the case to be closed earlier than the 6 month service.

Question #12. Does the contract state that the person who provides transportation must have a Chauffer’s License?

Answer #12. The RFP does not include language requiring a transporter to have a Chauffer’s License.

Question #13. Can the Contractor provide gas cards to the clients?

Answer #13.

The RFP does not require specific assistance and/or the use of gas cards.
