About this file

This is a Q&A document from an industry day event regarding Mobile Aircraft Arresting System (MAAS) trailers for the Air Force Civil Engineer Center (AFCEC). The document contains 16 questions and answers covering technical and contractual details for a potential multiple-award IDIQ contract.

Key details include: The government anticipates 5-12 awardees and plans for a multiple-award IDIQ rather than sole source. Contractors will need to create their own drawings based on government specifications/drawing package, with no CAD models provided. The trailers are designated Critical Safety Items. Multiple drawing packages will be created if there are multiple awardees. The anticipated production rate is 30 units per year with no current Foreign Military Sales planned. Many contract details remain undetermined as the government is still in market research phase, including: pricing structure (FFP vs cost reimbursement), data rights ownership, DCMA inspection requirements, and whether AS9100/AS9110 certification will be required. Any changes from approved first article drawings will require government approval.

The information provided at the industry day and contained in this question and answer is pre-decisional. All information provided is subject to change. If a solicitation is issued, the terms and conditions stated in the solicitation will override the information provided during the industry day and this question and answer.

1. For Firm Fixed Price (FFP) Delivery Orders, will labor be FFP and Other Direct Costs (ODC) be cost reimbursement? For the IDIQ, will any pricing be required (labor rates)?

Answer: That has not been determined. The Government is still in the market research and planning stages.

2. Is there an idea of how many awardees of the IDIQ is anticipated?

Answer: That has not been determined. The Government is still in the market research and planning stages. We estimate it might be five, possibly up to 12. We'd like to broaden our industry base.

3. Is this Contract a Sole Source to one Company or will this be split between several and what are the criteria for dividing it between several companies?

Answer: The Government is still in the market research and planning stages. However, the current plan is for a multiple award IDIQ contract, not a sole source to one company.

4. Will you be providing a CAD model of the trailer or only the drawings provided in the RFI?

Answer: No, it’s anticipated that only the Government drawings will be provided.

5. Are you expecting us to develop a new drawing package or build the trailer to the drawings already provided?

Answer: The expectation is that you will create your own drawings based on our Government specifications/drawing package and provide those for us for our review.

6. Do you have a good understanding of which suppliers listed as recommended or required sources are still in business? Will we need to find alternate sources beyond those listed on the drawings?

Answer: Regarding suppliers that are still in business, we do not have the answer.

Alternative sources may be required as long as the parts and components provided meet the specifications.

7. Since these trailers are likely Safety Critical Items, will you require vendors have a AS 9100 QMS? Or specifically a AS 9110 for aviation production? DOD Standard in the FAR.

Answer: These are designated Critical Safety Items. However, we cannot provide a firm answer at this time. If this becomes a requirement, it will be identified in the Statement of Work.

8. For the contractor supplied drawings, is it planned that the contractor will own the data rights?

Answer: The required data rights have not been determined.

9. What additional/new items are anticipated to be needed on the new drawing package?

Answer: There is nothing new required in the drawings.

10. Will the contract Statement of Work and funding cover the cost of developing the drawing package, building the first article, and supporting the FAT?

Answer: That has not been determined.

11. Will there be any in-process DCMA / USG inspections? And if yes, will these be clearly defined in the Statement of Work?

Answer: Currently there is no requirement for DCMA inspection. However, if it becomes a requirement, that will be identified in the Statement of Work.

12. Are there any anticipated Foreign Military Sales outside of this potential 30 per yr buy?

Answer: No, not at this time.

13. The drawings submitted with the proposal that do not align with current USG drawings and marked proprietary become the USAF or will these belong to the contractor until Delivery Order awarded?

Answer: Contractor drawings remain proprietary until a contract or delivery order is awarded.

14. If there are to be more than one company on contract does that mean there will be more than one drawing package created?

Answer: Yes.

15. If there are multiple drawing packages, will that create an issue with sustainment?

Answer: At this time, we do not believe it will.

16. Once through First Article Inspection - will the contractor have non-conformance / disposition authority during the IDIQ production phase? For example - If there is a non-conformance (say minor non-dimensional), does it require USG approval?

Answer: If there are any changes from the approved first article drawing package it would have to come to the Government for approval. The first article inspection process to be utilized will be thoroughly described in the RFP.
