About this file

This document is a draft Statement of Work (SOW) for the Air Force's requirement for Mobile Aircraft Arresting System (MAAS) trailers with associated hardware. The Air Force Civil Engineer Center (AFCEC) has a requirement for MAAS trailers that work with the BAK-12 aircraft arresting system to support contingency and wartime operations.

The SOW details the specific requirements for the MAAS trailers, including dimensional and material specifications, applicable codes and standards, first article testing procedures, delivery protocols, and shipping requirements. The SOW identifies two authorized vendors who have successfully completed first article testing, or provides the option for other vendors to undergo first article testing. Key details include the requirement to fabricate parts to ASME standards, utilize water jet or laser cutting, and follow welding processes per AWS. The first article test must be submitted within 180 days and will undergo government and third-party verification. Delivery must be coordinated with AFCEC at Tyndall AFB, Florida. This SOW is associated with a virtual industry day being held by AFCEC to gauge interest in providing these MAAS trailers.

When the MAAS trailer with associated hardware are paired with the BAK-12 arrestor, the system is a critical safety item used to support United States and Coalition Forces tailhook fighter aircraft during contingency and wartime operations. This system is designed to support battle-damaged airfields with an arresting system and a last resort stopping device for a pilot declaring an in-flight or ground emergency. The trailer has a unique feature and requirement by which it must be able to lower itself (kneel) to the ground and raise to its normal configuration using the on-board hydraulic system. The trailer comprises all auxiliary equipment and hardware for anchoring to concrete, asphalt, or soil surfaces and is a highly specialized system essential in the execution airfield flying operations.

2. REQUIRMENT: The contractor must meet one (1) of the following requirements (2.1. or 2.2.) to furnish all required parts, equipment, material, and labor to provide MAAS trailers and associated hardware in accordance with the scope, applicable codes, specifications, industry, and federal standards to AFCEC/COMX at Tyndall AFB, Florida.
