About this file

This document is a Bid Form for the Maryland Aviation Administration (MAA) for airfield lighting and cable replacement at Baltimore/Washington International Thurgood Marshall Airport (BWI). The project involves multiple priority-level tasks including removing and replacing cables, light fixtures, isolation transformers, and installing various LED runway and taxiway light fixtures. The bid includes 28 line items covering approximately 150,000-225,500 linear feet of cable removal and installation, 1,100 connector kits, 75 manhole repairs, and 625-1,100 light fixture removals and reinstallations. The project is being bid through the eMaryland Marketplace Advantage (eMMA) electronic procurement system.

The total contract value is set at $450,000, with specific allowances for temporary construction items, mobilization/demobilization, security materials/equipment, and a miscellaneous construction allowance. Funding is anticipated to be partially AIP (Airport Improvement Program) funded, with both Priority 1 (AIP-funded) and Priority 2 (non-AIP funded) components. The contract's spending authority is subject to fiscal year appropriations and approval by the Maryland Board of Public Works. Bidders are required to submit pricing on an Excel spreadsheet and the eMMA platform, with the Excel sheet prevailing in case of any discrepancies. The contract includes provisions for extra work and flexibility in addressing unexpected maintenance and expansion needs related to passenger count growth and facility usage.
