About this file
This document contains the Questions and Answers (Q&A) for the Pre-Solicitation for the "Conceptual Models for Wargaming" requirement issued by the U.S. Marine Corps (USMC) Program Manager Wargaming Capability (PM WGC). The Q&A addresses various aspects of the requirement, including the availability of a list of 456 discrete Conceptual Model Requirements (CMRs), the status of existing conceptual models, the notional period of performance, access to the core wargaming component, coordination between third-party model developers, the Lead System Integrator, and the submission of Rough Order of Magnitude (ROM) pricing. The work outlined in this RFI is considered new, with the exception of partial implementation of certain CMRs under prior Small Business Innovation Research (SBIR) efforts. The Government is willing to have follow-on discussions to clarify specific details for potential work efforts.

M6785424I2033 Questions and Answers
1. Is the list of 456 discrete CMRs, from which the 16 bins of modeling capabilities were derived, available to the respondents?
Yes. The Government has added a list of the 456 discrete CMRs. See Attachment 3. Please note, this list is provided as supplemental background information. Any questions on specific line items will only be addressed in the future as individual work efforts are performed. Respondents should provide the information requested in the RFI under the heading of the 16 bins (not providing responses line by line).
2. Do you currently have conceptual models?
There is currently only partial implementation of a number of CMRs.
a. If so, are they acceptable and you want more, or are they deficient and you want something completely different?
b. If this is a replacement of existing models, are there examples you can share or describe where they come up short?
3. Is there a notional period of performance for this effort?
No. The Government will review RFI responses to assist with developing an acquisition strategy. The period of performance will depend upon respondent timelines and would depend on complexity and number of particular CMRs being developed in a given work effort.
4. In Attachment 1 “section P” there is a note talking about a core wargaming component. Is this a proprietary system?
Yes, Pioneer proprietary system utilizing open interface standards.
a. If so, will the contractor have access to it?
During integration planning and execution, contractor access to Pioneer engineers and system integration testing would be facilitated by PM WGC, regardless of CMR bin. The CMRs detailed in Section P have been assessed to be integral to the core wargaming engine, and thus more difficult to develop and integrate via third parties. This does not preclude a vendor illustrating an approach to develop and integrate CMRs from this list.
b. If not is this core component open to reuse?
c. Can you expand on why the component is a poor candidate for third-party development if not related to the above questions?
5. Does the government intend to ensure that third-party model developers that may receive awards under this requirement are well-aware of each other ongoing model development to enable continuous integration and testing vs. late-stage testing and potential associated integration issues?
Yes
6. There are several mentions to the Lead System Integrator (LSI) in Attachment 2. Is this a stand-alone contract or something that will be awarded through the LSI.
This is a standalone contract.
7. Is a ROM merely a ‘request’ or ‘required’ as part of this RFI solicitation?
A ROM is required as this RFI solicitation. If a ROM cannot be provided, please address why one cannot be provided or provide a general estimate of a project's level of effort and cost.
8. After its assessment of RFI responses, would the government be willing to discuss specific details that establish a well-defined ROM?
Yes, the Government is willing to have follow-on exchanges to discuss specific details for a particular work effort.
9. Will the Government clarify if the work outlined in the subject RFI is new work? But if this work is currently being performed, will the Government provide the name of the Contractor currently performing the work?
The work outlined in this RFI is ALL considered new work. Each of the Conceptual Model Requirements (CMR) bins is a candidate for potential system enhancements. There are currently efforts being performed for certain CMR bins under Small Business Innovation Research (SBIR) efforts, which include only portions of the Civilian Pattern of Life (CPOL) bin and the Medical bin, listed as bins N and O under Attachment 1. The Contract Number and Contractor information on these SBIRs are listed below:
Medical, Phase 1 SBIRs M67854-24-C-6528, Information Visualization and Innovative Research, Inc.
M67854-24-C-6529, Energy and Security Group, LLC M67854-24-C-6530, EMP Consulting Services of Winston-Salem, LLC CPOL, Phase 2 SBIR M67854-23-C-6512, Energy and Security Group, LLC
