About this file

This document is an attachment that outlines a three-phased approach for developing a comprehensive set of conceptual models to be integrated within the U.S. Marine Corps' "Robert B. Neller Center for Wargaming and Analysis" wargaming simulation software suite.

The key tasks include defining software requirements, documenting a notional wargame scenario, assessing existing capabilities, developing a detailed framework design, implementing the overarching model framework and individual component models, integrating the models into the framework, implementing a simple graphical user interface, integrating the model framework with the PM WGC Pioneer system, conducting interface verification testing, implementing the notional wargame scenario, developing integration test artifacts, documenting the framework and interface details, and supporting government-led modeling and simulation verification, validation, and accreditation activities. The final deliverables include software requirements documents, wargame scenario documentation, framework design, software source code, user manual, and technical documentation to support government testing and accreditation.

Attachment 2 Requirements Derivation, Design, Development, Integration, Testing, and VV&A Support

Three-phased approach task outline:

Phase I Requirements

Specific tasks are as follows:

Task 1: Define Software Requirements The Contractor shall solicit USMC input regarding functional requirements and performance expectations for the implemented framework. The Contractor shall work with USMC information technology (IT) and security experts to define any USMC-specific software security requirements and verification processes prior to distribution to a USMC computing environment. The Contractor shall gather compatibility requirements for future integration with Pioneer and any expectations about model interactions with other wargaming models (such as messaging procedures). These requirements will inform design choices regarding software languages and architecture and ensure that the framework can be integrated with other USMC wargaming models in the future. The Contractor shall develop a detailed software requirements document (SRD) in Microsoft Word/Excel that describes the proposed modeling framework capabilities, constraints, interface requirements, functional requirements, performance requirements, and security requirements. All requirements detailed in the SRD shall be mapped to at least one Conceptual Model Requirement or to a derived software infrastructure requirement necessary overall to implement the models.

Product: Software Requirements Document (SRD) Materials/Software/Equipment: Microsoft Word, Microsoft Excel Deliverable: Software Requirements Document

Task 2: Document Notional Wargame and Corresponding Model Inputs The Contractor shall define and document a notional but realistically complex wargame scenario at the UNCLASSIFIED level (up to TS/SCI as minimally necessary depending on the model) to include data source identification and model inputs preparation. If appropriate, the Contract can base the notional scenario on a relevant USMC wargame. The Contractor shall identify and assess authoritative Department of Defense (DoD) data sets and repositories for potential use as model inputs. The Contractor will use the gathered information to develop models in the notional scenario. The outputs will be a documented notional wargame scenario and data tables formatted for framework model input. The scenario will support framework development, testing, and future USMC model validation activities.

Task 3: Evaluate Existing Capabilities The Contractor shall assess any previously developed capabilities for compatibility with the functional, performance, and security expectations, as documented in the SRD, to determine which code (e.g., functions, libraries) can be reused or enhanced and which may need to be rewritten in a more appropriate technology or in a more flexible manner.

Task 4: Develop Detailed Framework Design Based on the SRD, the Contractor shall document a detailed model framework design (proposed architecture, detailed algorithms, initialization/configuration parameters, model interfaces, and software linkages) of sufficient detail to allow software developers to begin code implementation. , to include a simple Graphical User Interface (GUI), implemented with standard web-based technologies (HTML, CSS, JavaScript), where analysts can access key model features (e.g., define model parameters and initialize model runs). The Contractor shall gear all code design and development towards meeting performance and security expectations and simplifying future integration efforts. The primary output of this task will be a detailed framework design, to include documented Conceptual Model(s).

Task 5: Support Preliminary Design Review (PDR) The Contractors shall provide all engineering documents necessary to conduct the Preliminary Design Review, to include the SRD, the notional wargame scenario document and data tables, and the detailed framework design/conceptual model documentation. The contractor shall participate in a live engineering design review in order to answer all technical questions posed during the review as well as to determine any required action items prior to PDR approval. Any outstanding issues remaining at the conclusion of the PDR shall be addressed prior to approval being given to enter Phase II.
