The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;
and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

This contract requires the Prime Contractor to possess and maintain a Top Secret Facility Security Clearance Level (FCL) and positions identified in the PWS requiring security clearances will be fully adjudicated and posted in Defense Information System for Security (DISS) prior to performance on this contract. Information generated on this contract is not releasable without the written approval of the Director, Joint Intermediate Force Capabilities Office (JIFCO). The prime contractor and all sub-contractors (through the prime contractor) shall adhere to all aspects of 32 CFR Part 117 NISPOM. All personnel identified to perform on this contract shall maintain compliance with Department of Defense, Department of the Navy, Marine Corps regulations, instructions and policies listed below.

Additional Security Guidance
• All visit requests for other activities shall be submitted via DISS or as identified in the NISPOM. All request shall contain the information required by Chapter 6, NISPOM, and shall not exceed the contract expiration date. Need-to-Know will be validated by the appropriate government security officer or facility security officer granting classified access in their facilities.
• All forms of government owned or sponsored identification, badges or decals issued in support of this contract will be returned to the sponsoring government agency upon an employee leaving the contract or the contract completion.
• Classified Information will only be processed at other government agency or located only in government facilities.
• Copies of all subcontract DD Form 254’s should be faxed or mailed to the JIFCO Security Manager, at 703-432-0901. Signed, scanned copies can also be emailed to JIFCO_Security@usmc.mil.
• Contractor is authorized to access to COMSEC only at government facilities or other approved contractor facilities.
• Access to non-SCI intelligence information via SIPRNET is authorized at JIFCO or various locations where personnel are assigned in support of the JIFCO effort. Per U.S. Marine Corps SIPRNET Policy, access to NATO Secret is required prior to being granted access to SIPRNET computer systems.
• NATO information will be handled and controlled as directed by guiding directives. Access requires a final U.S. Government clearance and NATO access briefings for the appropriate level of access. Prior approval from the Director, JIFCO is required for subcontracting.
• Reproduction and destruction of NATO and Foreign Government material, regardless of the classification is prohibited without approval from the Task Sponsor, the Director, JIFCO or higher authority. Destruction of electronic mail is excluded from this requirement.
• All reports containing scientific/technical information (both classified and unclassified) will be marked on both the cover and title page with the appropriate distribution statement from DoD 5230.24 (Distribution Statements on Technical Documents).
• Due to program requirements, all unclassified material produced will be reviewed for Freedom of Information Act applicability, and the appropriate exemption statement will be attached. DoDM 5400.7 (DoD Freedom of Information Act Program) dated April 5, 2019 applies.
No classified material received or generated under this contract will be transferred to any other contractor or agency without the approval of the Director, JIFCO.
• All material will be properly marked, the contractor shall refer to NISPOM, Information Security Oversight Office (ISOO) Marking Guide, DoDD 5200.01 Vol 2 or SECNAV M-5510.36 to ensure material is appropriately marked to provide adequate protection of CUI and classified information. Any questions regarding classification markings will be forwarded to the JIFCO Security manager for resolution.
• There is no separate OPSEC plan required as a result of this DD Form 254 and the work associated with it, the contractor must maintain an awareness of the DoD OPSEC posture to ensure they do not expose sensitive operational aspects of the DoD. While performing work on government installations the contractor shall comply with the provisions of the installations directives and local command instructions for Operations Security; at contractor facilities the NISPOM guidance for OPSEC will apply.
• All of the above security requirements will automatically be applied to any subcontractors supporting this contract.

• All visit requests for other activities shall be submitted via DISS or as identified in the NISPOM. All request shall contain the information required by Chapter 6, NISPOM, and shall not exceed the contract expiration date. Need-to-Know will be validated by the appropriate government security officer or facility security officer granting classified access in their facilities.
• All forms of government owned or sponsored identification, badges or decals issued in support of this contract will be returned to the sponsoring government agency upon an employee leaving the contract or the contract completion.
• Classified Information will only be processed at other government agency or located only in government facilities.
• Copies of all subcontract DD Form 254’s should be faxed or mailed to the JIFCO Security Manager, at 703-432-0901. Signed, scanned copies can also be emailed to JIFCO_Security@usmc.mil.
• Contractor is authorized to access to COMSEC only at government facilities or other approved contractor facilities.
• Access to non-SCI intelligence information via SIPRNET is authorized at JIFCO or various locations where personnel are assigned in support of the JIFCO effort. Per U.S. Marine Corps SIPRNET Policy, access to NATO Secret is required prior to being granted access to SIPRNET computer systems.
• NATO information will be handled and controlled as directed by guiding directives. Access requires a final U.S. Government clearance and NATO access briefings for the appropriate level of access. Prior approval from the Director, JIFCO is required for subcontracting.
• Reproduction and destruction of NATO and Foreign Government material, regardless of the classification is prohibited without approval from the Task Sponsor, the Director, JIFCO or higher authority. Destruction of electronic mail is excluded from this requirement.
• All reports containing scientific/technical information (both classified and unclassified) will be marked on both the cover and title page with the appropriate distribution statement from DoD 5230.24 (Distribution Statements on Technical Documents).
• Due to program requirements, all unclassified material produced will be reviewed for Freedom of Information Act applicability, and the appropriate exemption statement will be attached. DoDM 5400.7 (DoD Freedom of Information Act Program) dated April 5, 2019 applies. No classified material received or generated under this contract will be transferred to any other contractor or agency without the approval of the Director, JIFCO.
• All material will be properly marked, the contractor shall refer to NISPOM, Information Security Oversight Office (ISOO) Marking Guide, DoDD 5200.01 Vol 2 or SECNAV M-5510.36 to ensure material is appropriately marked to provide adequate protection of CUI and classified information. Any questions regarding classification markings will be forwarded to the JIFCO Security manager for resolution.
• There is no separate OPSEC plan required as a result of this DD Form 254 and the work associated with it, the contractor must maintain an awareness of the DoD OPSEC posture to ensure they do not expose sensitive operational aspects of the DoD. While performing work on government installations the contractor shall comply with the provisions of the installations directives and local command instructions for Operations Security; at contractor facilities the NISPOM guidance for OPSEC will apply.
• All of the above security requirements will automatically be applied to any subcontractors supporting this contract.
