1RFP page 39 Contract InformationThe proposed NAICS code of 541611 is defined as Administrative Management and General Management Consulting Services and most of the PWS refers extensively to RDT&E efforts such as studies, analysis, and research tasks. Additionally, all of the of the past support for this work has been through other NAICS codes to include 541715 (RDT&E) as the predominate code. Why did the government select 541611 when NAICS 541715 would be more appropriate code for this proposed effort per historical small business awards?The services being solicited are not participating in the RDT&E therefore this is not RDT&E. Familiarity with the Research will help in the business management of the services but this is absolutely not and RDT&E contract.N
2As one of the incumbents on the current JIFCO PSO contract, our employees were questioned by an outside entity that the government hired to help develop the JIFCO strategy going forward. Due to this support in establishing recommendations for future operations and informing the governments RFP development for JIFCO, it would appear that this company would have an OCI based on an unfair competitive advantage based on their overly intimate knowledge of the requirements. Is this consistent with the government’s view?There is no OCI issue. No Contractor has been involved in the development of the Government's requirement.N
3RFP page 48 Subfactor 3-KEY PERSONNELSince it would appear that each PSO is the Key Person for their respective services JIFCO support, please provide the reasoning why they are not deemed Key to the execution of this contract, in comparison to the PM, who is critical for contract management, but not for daily professional support at each Service location.All key personnel will be designated at the Task Order level, not at the contract level. Refer to PWS 1.16.2.1, currently only the PM is designated as Key Personnel. The PM manages performance of Task Order/PWS requirements/quality. Non-key personnel provide on site support to meet PWS tasks for the resepctive Service.N
4RFP Page 49, Factor 2 - Past Performance, B. PPQsFor contract examples that are assessed using the Contractor Performance Assessment Reporting System (CPARS) can an offeror provide copies of those assessment records in lieu of soliciting feedback via the Past Performance Questionnaire (PPQ)?No, for any reference that is listed in the Performance Information Retrieval System(PPIRS), which you are calling CPARS, the Government has ability to pull that reference. The PPQ is used for a reference you believe is relevant that may not be listed in PPIRS.N
5RFP page 25 vs. page 39.Page 25/78 in the RFP states the Base Year Period of Performance is 9/1/22-1/31/23. That timeframe equals 5 months. However, page 39/78 states "USMC intends to award a single Firm Fixed Price (FFP) IDIQ of 54 months (6-month base period and 4 one-year options)." Would the Government please clarify if the Base Period is 5 or 6 months, and if this clarification requires a change to the Period of Performance dates listed in the RFP?The period of performance will be determined by the date of the award. The base will end 31 January 2023. The RFP will be updated to reflect the correct PoP.Y
6RFPWhat level of proposal detail is required to be submitted by subcontractors? Does the Government wish to receive both a Cost Narrative and Attachment 1 Pricing Workbook from subcontractors? OR, does the Government just want to receive one Attachment 1 Pricing Workbook and Cost Narrative from the Prime for the offering team (Prime and Subcontractors)?Your first question is vague and not really clear as to what you are asking. This is a performance based requirement. The level of detail is the Prime Contractor’s responsibility. The price should provide a cost narrative along with the Pricing workbook. If there are any subcontractors they should provide the information directly to the Contracting Officer, but their pricing should be included in what is being submitted by the Prime. The offeror bears the responsibility of ensuring that they do not omit crucial aspects of their proposal, including subcontracting, if subcontracting is used.N
7Attachment 1 Pricing WorkbookShould Offerors create a column in the "SUMMARY Labor" tab to accurately list labor categories proposed by either the Prime or a subcontractor? Or, does the Government wish to receive one set of labor category rates proposed by the Team?The prime should submit one set of labor categories rates proposed by the Team.N
8Attachment 1 Pricing WorkbookAre offerors to assume that applicable indirect rates, such as material handling and/or G&A, are included in the Travel and ODC costs provided by the Government? 151Attachment 1 Pricing WorkbookIs it the Government's intention to award $33,333.33 in Travel costs in the 6-month Base Period? Please clarify, as this is the same total Travel amount Offerors are to propose in each of the 12-month Option Years.The travel is not guaranteed and the contractor will not be paid for travel not completed. The amount listed is a plug number for all Offerors to propose the same for Travel. It is a NTE amount; use the locations for the PSOs to determine a rough estimate of what travel might be.N
16Attachment 1 Pricing WorkbookDoes the government want the Prime Contractor to include their "Material and Subcontractors" (M&S) Pass through rate cost separately in the Pricing workbook? Or does the Government want the M&S rate applied to the subcontractors rate to maintain the cost in a fully burden hourly rate format?This is a contractor decision in regards to allocation of this cost. However, on pages 53/54 under FACTORS TO BE EVALUATED Subfactor 3 KEY PERSONNEL it states "shall include the narrative of experience and qualifications via a position description for key personnel roles, not by providing individually identified resumes of current Contractor employees." Can the government clarify if resumes are required?Resumes for individuals are NOT allowed. Position descriptions or sample resumes for a personnel member who may fill the position may be submitted. Key personnel are not individuals but billets to be filled at the contractor's discretion by individuals/multiple persons (including the possibility of personnel changes throughout the tenure of the contract).Y

What documentation is required for demonstrating a company has a current TS facility clearance? What documentation is required for demonstrating personnel have a Secret clearance?1. Contractor shall attest to fully adjuidcated clearances within TAB 3 Go-no go factors 3 page limit. Do not submit personal identifiable information.
2. Contractor shall attest to the a Top Secret Facility Clearance within TAB 3 Go-no go factors 3 page limit. Government will use CAGE code to validate facility clearance status.N
49RFP, Page 46, Go/No GoGiven the role of the PM, and the fact that he/she will predominately work from contractor facilities, is there a requirement for remote or contractor site storage of classified materials? Will the government include this in the contract in order to ensure offeror can obtain classified storage privileges?No. No. Refer to DD 254.N
50Vol 1 Price workbookThe government put 9,999 quantity / units both in the workbook and the RFP. Is that the correct number of units or are we allowed to change the number of units?The 9,999 is for the IDIQ Contract. The quantity for the Task Order will be different. This is used to ensure we can award the appropriate number of Task Orders over the life of the contract within our Contract writing system. The Task Order quantity should be based on a monthly bill rate for the number of FTEs each Offeror deems is necessary to perform the work.N

52Vol 1 Price workbookOn the following Tabs (Base and OYs), the government has requested pricing to be broken down by specific work areas (CLINs). Given the nature of the work will change over time and what that might be is unknown by industry or by the government clients and since this FFP, would it be more appropriate to build these costs based on the number of FTEs required vs CLIN work areas?The CLINS cost should be based on the number of FTEs required to perform the work for each CLIN.N
53PWS, Page 4 and 9The PWS has conflicting information related to security clearances. On Page 4 it states "1.11 Security Requirements. This contract shall require at least one contract person to have to have a fully adjudicated Top Secret security clearance and the remaining personnel performing on the contract shall have a fully adjudicated Secret security clearance." Then on page 9 it states "1.16.1 Non-Key Personnel Must be eligible for SECRET clearance."
