About this file

This document is an amendment to a solicitation for a Reducible Height Gunner Protection Kit requirement. The Marine Corps System Command is seeking proposals by January 11, 2021 for an indefinite delivery, indefinite quantity contract to manufacture and deliver armor hardware, turret systems, platform integration kits, and associated spare parts. Offerors must address factors for technical performance, price, past performance, and small business participation in three proposal volumes with page limits. Technical proposals must include manufacturing, quality assurance, and management plans. Pricing must be provided for production, testing, delivery, and data requirements using a step-ladder quantity range spreadsheet. Relevant past performance on DoD contracts must be described. Small business subcontracting goals are requested. The amendment provides additional questions and answers, updates tables and sections, and adds technical drawings to the data package.

b. Section B: Follow the below instructions for CLIN pricing:

1. Offerors shall enter the unit prices for each step-ladder quantity range in the provided Step-

Ladder Quantity Range Spreadsheet, (see Table J1, Attachment 5). For all CLINs for which step-ladder pricing applies, the Government will randomly select a quantity for price evaluation. The same quantity will be selected for each Offeror. For CLINs 0002,0004, and

0005 a quantity between 1 and 3000 will be selected. For CLIN 0003 a quantity between 1 and 20 will be selected.

2. Quantity Breaks for CLINs 0002 - 0005

CLIN 0002 = 1-5 / 6-99 / 100-249 / 250-499 / 500-999 / 1000-1999 / 2000–2999 / 3000+

CLIN 0003 = 1-20

CLIN 0004 = 1-20 / 21-99 / 100-249 / 250-499 / 500-999 / 1000-1999 / 2000–2999 / 3000+

CLIN 0005 = 1-5 / 6-99 / 100-249 / 250-499 / 500-999 / 1000-1999 / 2000–2999 / 3000+

3. CLIN 0006. Offerors shall submit copies of all CDRLs with the proposed price of the individual filled in in Block 18. If the CDRL is not separately priced, the offeror shall put $0 in Block 18. Section B shall list the combined price of all CDRLs. In the event of a conflict between the sum of the prices on the individual CDRLs and the cumulative price shown in

Section B, the sum of the prices on the individual CDRLs shall take precedence. The price of the individual CDRLs will be added to Exhibit A for contract award. The Government will order individual CDRLs throughout the five (5) year ordering period as necessary.

4. CLINs 0007. Offerors are allowed to change the price of the parts and add parts, but are not permitted to delete any parts from the original Recommended Buy List (RBL, Exhibit B).

The prices proposed per item will be good for all five (5) years of the ordering period and will be incorporated into the contract at award.

5. Offerors shall provide two (2) RBLs for CLIN 0007. One (1) RBL shall include prices, and the other RBL shall be without prices. The items shall be priced at unit price level.

6. Electronic copies in Microsoft Excel format shall include all Offeror’s applicable calculations in the individual cells for step-ladder pricing. The Government will provide an excel spreadsheet for price evaluation purposes (see Table J1, Attachment 5).

7. The pricing for each CLIN shall remain valid for the duration of the 60-month contract ordering period.
