Equipment Related Services COMS System RFP Number: (M67854-20-R-7828)

No. Industry Question/Comments ERS DRAFT RFS Responses

1.

“I’m putting together questions for the ERS COMS-Systems draft solicitation for possible submittal before tomorrow’s deadline and Draft RFP (A.1.6) states that Offerors shall submit all questions in the format provided via Attachment J7, Q&A Matrix. Only questions submitted using Attachment J7 will be considered by the Government.”

I wasn’t able to locate Attachment J7 on the beta.SAM announcement. Am I overlooking it?

As part of this Pre-Solicitation Notice, the Marine Corps System Command (MARCORSYSCOM), Program Manager (PM) Training Systems (TRASYS), only released the following documents: 1) a DRAFT Request for Proposals (RFP); and 2) DRAFT ERS COMS-Systems Performance Work Statement (PWS). These documents were provided for review and comments by our industry partners. The contractor should supply questions or comments to the documents indicating ability to meet specified requirements, specific items requiring clarification for responsive industry proposal, and specified requirements which un-necessarily drive system procurement or lifecycle cost. There is no page limit for receipt of questions or comments and this should be provided in contractor preferred format.

Received questions or comments will be considered by the Government for basis of amending or modifying to the subject documents. The Government requests submission of all questions and comments NLT 02 October 2020. The Government will make every attempt to provide responses to all questions and comments NLT 09 October 2020 at 2:00 pm EDT. Any questions or comments submitted after 02 October 2020 may not be answered. PM TRASYS also accompanies the DRAFT RFS and PWS with the Past Performance Questionnaire (PPQ) and a Past Performance Proposal & Past Performance References.

This Draft RFP does have imbedded an Addendum 52.212-1 (Instructions to Offerors) within the Draft RFP that talks about proposal submittals. However, those instructions at future date will have a specific Question & Answers Matrix attachment provided by the Government for the Offerors to pose their inquiries when the “Official” Copy of the RFP is released.

Note: There is no mention on the required format for this DRAFT RFP requirement per Pre- Solicitation Notice. Therefore, it is at the discretion of the contractor to provide their own format for questions or comments for this effort to the Government.

The Draft Solicitation Notice directs offerors to complete Attachment J4 describing Organizational Experience.

Attachment J4 was not included with the Pre- Solicitation notice released on beta.SAM on 24 SEP 2020. However Attachment 8 that was released with the Pre-Solicitation notice was titled "Past Performance Proposal" and appears

to include space for the 2 Organizational Experience citations described in A.2.9 that should be on Attachment J4.

QUESTION: Will Government provide Attachment J4 and release an amended Attachment J8 that provides space for only the PPQ POC list and CPARS of Marginal or lower Quality rating (if applicable)?

Please note the second guidance was interested for industry partners providing Past Performance information IAW 52.212-1 ADDENDUM TO FAR PROVISION 52.212-1 – INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (MAR 2018) A.2. A. Section 10 (a-e) Past Performance Proposal Information of the DRAFT RFP. Satisfaction of this request is voluntarily but highly encouraged in order to support an award in early 2nd Quarter FY 21, or sooner. Section 9, Experience was never requested to be provided and does not require Attachment J4. Please note, Past Performance is Voluntary and submissions shall be due NLT 10:00 am EDT, on October 16, 2020. Please note, the Pre-solicitation notice will not be amended. Any revisions will be applied to the Final RFP.

3. The Draft Solicitation Notice directs offerors to complete Attachment J4 describing Organizational Experience.

Attachment J4 was not included with the Pre- Solicitation notice released on beta.SAM on 24 SEP 2020. However Attachment 8 that was released with the Pre-Solicitation notice was titled "Past Performance Proposal" and appears to include space for the 2 Organizational Experience citations described in A.2.9 that should be on Attachment J4. Attachment J8 "Past Performance Proposal" is currently 8 pages leaving minimal space for the 3 past performance citations directed in A.2.10.

Question: Will the Government provide detailed instructions on what portion of the "Past Performance Proposal" (Organizational Experience/Past Performance Proposal) is requested to be provided early and what portions of Attachment J8 are included in the 10 page count limitation?

Attachment J4 would be associated with "Organizational Experience" the Government is not requesting "Organizational Experience." for this Pre-Solicitation Notice. The Government appreciates your comment. Please note, the Past Performance Proposal only consists of Past Performance. Experience is not part of the Past Performance Volume. The Government will revise and distinguish the applicable page counts to A2.9 Organization Experience and A2.10 Past Performance proposal. With regards to the Pre-solicitation past performance submission, 20 pages is the maximum page limit for the Past Performance Proposal.

Does the government still anticipate holding an Industry Day and if so, what is the expected date?

The Governments Acquisition Strategy does not include an Industry Day for this Equipment Related Service COMMS Systems MATOC effort.

5. Will the government consider allowing just electronic submission of past performance data and for the proposals due to COVID and limiting face-to-face contact when it is not necessary?

Thank you for this comment, the Government will consider your input for the final RFP as appropriate. For this DRAFT RFP the Government will accept electronic submissions.

6. Will the government consider a different NAICS code that better describes work expected under the ERS MATOC with a higher size standard to allow a larger pool of potential, credible companies to bid the IDIQ? Some examples of potential NAICS codes used on past procurements are listed below for your consideration

• 541511, Custom Computer Programming Services, Size Standard: $30M, used on Combat Convoy Simulator (CCS) procurement

• 541512, Computer Systems Design Services, Size Standard: $30M, used on Supporting Arms Virtual Training (SAVT) procurement

• 541330, Engineering Services, Size Standard: $41.5M, used on Virtual Training Systems Sustainment (VTSS) procurement (COMS support)

The Government has given consideration to alternate NAICS codes when conducting extensive Market Research and in the development of our Acquisition Plan. The NAICS codes provided are limited in scope and do not best reflect the Governments ERS MATOC effort. In addition, Market Research has also revealed that there are a substantial amount of small businesses that are well suited to submit proposals for the ERS MATOC effort.

Do we use Attachment 8 Past Performance Proposal for the early Past Performance submission due by October 16, 2020?

It seems like the template only has two Past Performance References whereas it asks for three or should we be using our own document to submit so we can provide the three past performance programs/projects?

The provided attachments 8 of the draft RFP is the appropriate document to submit.

The template references the two types of past performance categories. Please reproduce an additional version of the specific past performance category, which would support one of the two types of past performance categories associated with your past performance.

You are also correct that only three past performance references shall be provided.

8. What is the anticipated RFP date and Industry Day date?

Answer: Q1 FY 21

9. Will there be a draft RFP so industry can better prepare for the RFP?

When should we expect to see acquisition information posted on Beta.Sam?

What is the expected evaluation criteria?

Answer: The Pre-solicitation notice has been posted to beta.Sam.gov. Please access the site for all ERS COMS-System MATOC information.

12.

Normally for MAC procurements, past performance is an evaluation factor. If that is the case for this MATOC, will the government accept both prime and sub past performance?

13.

What NAICS code will be used for the SB procurement?
