Question Response Amendment No.
Do you have a specific brand and stye number for these uniforms?
No. The Marine Corps Tropical Combat Uniform is a
Government design. 3
Are we allowed to use an alternative fabric for reinforcement?
Yes. Alternative fabrics are allowed as long as it meets the requirements of the solicitation. As part of the solicitation, offerors are required to submit testing data verifying the Source Selection Samples meet the reinforcement material requirements identified the detail specification. Offerors are reminded that the fabric used for source selection samples MUST be the same fabric used in FAT and production articles. 3
Our basic fabric comes from Lincoln Fabrics and is second quality. They claim the government is aware there are no other fabric available. Please advise.
Second quality fabric is acceptable as long as it meets the solicitation requirements. Offerors are reminded to pay attention to the evaluation factors, including
Technical Performance evaluation factor, Element 1:
End Item Visual Evaluation. 3
Given the capability of SDVO small business for military uniforms, why was this procurement not set aside for SDVO?
MCSC performed market research via an RFI (M67854-
20-I-1670) posted on FBO.gov in November 2019.
Responses from the RFI indicated only one small business capable/interested in this opportunity. As a result, MCSC was not confident two or more small businesses would propose on the resultant RFP.
Furthermore, no SDVO small businesses responded to the RFI. 4
M67854-20-R-1690 Questions and Answers
I have a question about the sole source reality for procuring the basic greige fabrics
(undyed woven fabric) being limited to
Lincoln Fabrics.
There are other companies capable of producing the fabric. Any fabric can be used as long as they meet the requirements of the solicitation. 4
The documentation mentions barcoded hangtags but do not specify RFID. Are RFID item level hang tags or case RFID required ?
No, RFID is not required for boxes or hang tags. 4
I have amendment 0001 & 0003 but I do not see an Amendment 0002, was this skipped or am I missing something? Yes, amendment 0002 was skipped. 4
