Verification Program for Insect Repellent Treatment

Government notification of results:

When required, copies of all test reports and Certificates of Conformance pertaining to permethrin treatment shall be forwarded to Combat Capabilities Development Command Soldier Center (CCDC SC) at the following address:

CCDC Soldier Center

10 General Greene Ave, Building 5

ATTENTION: RDNS-WPW-T (Amy Johnson)

(Electronic notification is preferred)

Sending samples in for government testing of permethrin treated samples:

When required, random samples shall be pulled by the Government QAR and sent with completed form

DD 1222 to Combat CCDC SC, Textile Materials Evaluation Team (TMET) at:

CCDC Soldier Center

10 General Greene Ave, Building 5

ATTENTION: RDNS-WPW-T (Amy Johnson)

Contractor verification of permethrin treatment:

Prime Contractor shall ensure that each lot is tested, at a facility approved by the Government, for conformance of the Insect Repellent (i.e., Permethrin) Application to contract requirements. A

Certificate of Conformance showing test results is required, regardless of whether the lot is tested by the government.

Testing performed shall be as described in MIL-PRF-MCTCU and contract provisions for verification of permethrin treatment. Permethrin content Gas Chromatography test (paragraph 4.4.2.7) shall be performed at 0X launderings only for each lot of finished garments. Bite protection testing is not required at this level.

Government verification of permethrin treatment:

General:

All testing shall be performed in conformance with the requirements stated in MIL-PRF-MCTCU.

Unless otherwise directed, at every stage, sampling from each lot to be Government tested shall be as stated in MIL-PRF-MCTCU, paragraph 4.4.2.7. It is in Contractor's best interest to submit samples for

Government testing at the same time as beginning independent testing, in order to minimize delays. Test data from Contractor's Qualified Testing Facility shall be forwarded to CCDC SC Textile Materials

Evaluation Team as soon as it becomes available. Qualified Testing Facility test data shall be submitted for every lot regardless of whether government testing is required.

If at any point the test results indicate inconsistency in the process or failure to meet requirements, the criteria for verification may be revised to address the need of corrective action at that time. When necessary, MARCORSYSCOM contracting personnel will advise.

Laboratory Qualification process:

Government determination of the proposed laboratory's ability to perform the testing must be completed and the proposed laboratory granted conditional qualification before First Article Test may proceed.

During the testing period of the FAT, CCDC SC Textile Materials Evaluation Team will send (5) 3-inch diameter pre-cut samples of cloth with known properties to Contractor to be tested for permethrin application along with the finished garments. Results from testing this material shall be submitted to

CCDC SC along with end item results in order to establish correlation of testing methods.

When CCDC SC Textile Materials Evaluation Team determines through First Article correlation testing that a laboratory is acceptable, the laboratory may be considered a Qualified Testing Facility.

If at any time during the course of the contract the Government determines that correlation testing no long supports Qualification of the laboratory, Qualification may be revoked. When necessary, MARCORSYSCOM contracting personnel will advise.

First Article Testing:

Before beginning production level permethrin treatment of end items, Contractor shall submit to a First

Article Test (FAT) of permethrin treatment. Government and Conditionally Qualified Testing Facility on behalf of the Contractor shall concurrently perform testing. Results from Conditionally Qualified Lab test shall be submitted to the Government for review. In the event of disagreement between Contractor and

Government test results, the Government shall investigate the cause of the disparity.

Shade for First Article Test (FAT) shall be evaluated at CCDC SC from the samples submitted.

Government results shall determine final acceptability of First Article Test.

First five treated lots:

Once the First Article Test has been passed, verification testing begins. The first five permethrin / permanent press treated lots shall be tested by both CCDC SC Textile Materials Evaluation Team and

Contractor's Qualified Testing Facility for Permethrin Application (Gas Chromatography test) only at 0X launderings. The Government shall test the first five (5) lots of blouses, or the first 5 lots of trousers (or the first 5 lots of each if both are on the contract) for each contract for Permethrin Application at 0X launderings.

Follow-up verification:

Once five consecutive lots have been passed by Government testing, samples shall be sent to CCDC SC

Textile Materials Evaluation Team for verification testing as follows: one lot for every ten lots of blouses or one lot for every ten lots of trousers (or one lot for every ten lots of each if both are on contract).

Samples shall be tested by Government for Permethrin Application only at 0X launderings.

Percent Bite Protection testing and multiple wash Permethrin Application testing are not necessary once the First Article has passed. However, if a permethrin treater makes any changes to the treatment process or if a lot is re-treated due to failure, the lot will need to be submitted for full testing similar to that of the

First Article testing. The Government may elect to test treated items at random at any time.

Responsibility for government inspection of end items:

The QAR at the end item manufacturing facility is responsible for reviewing the Contractor's manufacturing in-process inspection and performing end item visual and dimensional inspections in accordance with the end item specifications and the AQLs listed in Section C of the contract, but will not sign the DD-250 form. This inspection report will be sent with the shipment and turned over to the QAR at the permethrin treatment facility.

After permethrin treatment, the QAR assigned to the permethrin treatment facility will verify that the overall end item visual, dimensional and shade quality have not been degraded by the treatment process or shipping. This QAR will randomly select blouses or trousers from the finished treated lot in accordance with the AQLs listed in Section C of the contract and perform visual, dimensional and shade inspections.

Shade of basic material shall be compared against the government established standard at a distance of 3 feet to identify whether a significant shift in shade has occurred in treatment. In the event of a significant shade shift, the contracting agency shall be notified before the lot is accepted or rejected. This QAR shall also perform the palletization and preparation inspections.

The QAR at the permethrin treatment facility will sign the DD-250 form if the shipment is going directly to the depot. If the garments are returning to the manufacturing facility, the QAR from that facility will sign the DD- 250.
