Evaluation -- Commercial Items (Oct 2014)

Attachment 3 to Solicitation M67854-19-Q-5232

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Upon completion of non-cost factor evaluations, the Government shall then select the offeror’s submission that represents best value to the Government. The following factors, listed in descending order of importance, will be used to evaluate quotes:

1. Technical Factor

a. The Government will evaluate the quoter’s capability to provide videos in MP4 format with 720P resolution or better optimized for HTML 5-based platforms; and the quoter’s capability to efficiently produce multiple videos per day. The Government’s preferred production rate is at least 10 videos per day for scripts similar to the sample script provided with the RFQ

b. The Government will evaluate the quoter’s Storyboard and Video submission capability for their facilitation of Government review and comments in accordance with SOW 3.1 and 3.2.

c. The Government will evaluate the quoter’s submitted storyboard to determine the extent to which it supports effective, understandable and unambiguous training video production

d. The Government will evaluate the quoter’s description of its equipment and processes to effectively perform the videography and associated graphic design elements, including the professional or synthetic voiceover.

2. Experience Factor

The Government will evaluate each Quoter's experience, by, at a minimum, considering information provided by each Offeror with their Quote. The Government may also consider relevant information which is readily retrievable. Each Offeror's Quote should describe how many videography efforts, subject matter, and the degree to which storyboarding has been employed in those efforts which the Offeror has completed for external customers within the past 5 years. Information which is not verifiable may be disregarded. Competing quotes will be considered for strengths relative to each other, taking into account:

(1) For purposes of this procurement, the Marine Corps values experience in producing training videos and video graphic training aids more than general experience in videography;

(2) The Marine Corps values experience in the employment of story-boarding techniques similar to that described in the PWS over other videography techniques used to create informational or training videos;

The table below will be used in assigning evaluation factor ratings for the Technical and Experience Evaluation Factors:

Rating Description

Good Quote indicates a thorough approach and understanding of the requirements and contains at least one strength.

Acceptable Quote indicates an adequate approach and understanding of the requirements.

Unacceptable

Quote does not meet requirements of the solicitation, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.

* Strength is an aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

3. Past Performance Factor

Quoters shall be evaluated for recent and relevant past performance under the appropriate Federal supply class (FSC) and product or service code (PSC) utilizing the Supplier Performance Risk System (SPRS). The Government may reference experience examples submitted for the Experience Factor. Offerors should provide permission to contact customers. Recency is defined as work performed within the last 5 years from the date of the RFQ release. Relevancy is defined as work similar in nature, complexity and dollar value as the current requirement.

The table below will be used in assigning evaluation factor ratings for the Past Performance Evaluation Factor:

Rating Definition Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.(See note below)

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

A rating of unacceptable shall be ineligible for award.

4. Price Factor

Total price will be determined by the offeror’s quoted total price.

Determination of Best Value

The Marine Corps intends to award a single, firm-fixed priced contract to the offeror who submits the best value quote received in response to this combined synopsis and solicitation.

The non-price factors, when combined, are significantly more important than Price. Although Price is the least important factor, the Marine Corps is not willing to pay a significant price premium for what it considers to be marginal non-price advantages when comparing competing quotes."
