Statement of Work Job Performance Aids
1.0 SCOPE.
The scope of this contract is to provide and deliver a Job Performance Aid (JPA) for specified ammunition types, in videographed format, to augment Marine Corps Field Return Ammunition Inspection Guide (FRAIG).
1.1 BACKGROUND.
Marine Corps units return unused munitions to Ammunition Supply Points (ASP) for storage and reissue. ASP personnel are responsible for inspection of the returned munitions prior to acceptance for storage and reissue. With the exception of items in factory-sealed boxes, containers, or original packaging, all field-returned material must be thoroughly inspected to ensure that the ammunition is safe for storage at the ASP and acceptable for reissue.
Program Manager Ammunition (PM Ammo), in collaboration with Naval Surface Warfare Center (NSWC) Corona, publishes a FRAIG to assist ASP personnel during inspection of returned munitions. The FRAIG is currently available in DVD format or online on the Marine Ammunition Knowledge Enterprise (MAKE) in a searchable format. Users can search by Weapon or Ammunition Department of Defense Identification Code (DODIC) and find detailed information on each item to include printed inspection instructions.
Many ammunition types are complex with complicated geometry and require dozens of inspection points. For such ammunition, written instructions are subject to possible misinterpretation. Therefore, PM Ammo has a requirement to record inspection processes in a videographed format suitable for playback on multiple platforms (including laptops and tablets).
2.0 APPLICABLE DOCUMENTS

Inspection script for each ammunition type.
3.0 REQUIREMENTS
3.1 STORYBOARD PROCESS
After contract award, the Government shall provide scripts for each ammunition type to the contractor. The contractor shall prepare storyboards for each ammunition type using the provided scripts and submit the storyboards for review no later than 21 days prior to scheduled onsite videography. Storyboards shall be approved by the government before onsite videography commences.

3.2 VIDEOGRAPHY
For each required ammunition type, the contractor shall record the ammunition inspection process with the provided script and in accordance with the approved storyboards. The government will provide access to spaces, ammunition and personnel necessary to stage and capture photographic and video assets. Individuals appearing in the video will be Government personnel. Only Government personnel will handle ammunition. Each video shall be 1 to 5 minutes in length; shall include a clear view of the ammunition; and shall include clear and unambiguous delineation of the aspects to be inspected. The video will point to the specific ammunition aspects to be inspected. The contractor shall make no changes to the script without the approval of the Government. Videography shall be performed at Camp Lejeune, NC.
Each video shall accurately capture the key inspection points outlined in the script and shall include visually clear video content and intelligible audio utilizing synthetic or professional voiceover.
Inspection will be at destination. Acceptance will be at final delivery.
3.3 FORMAT
The contractor shall format each video to the following: MPEG-4, version 2 with AAC-LC encoding for audio (.mp4); Audio bitrate 5.1= 512 kbps; HDR Video Bitrate (720p) 6.5 Mbps or greater; Framerate 30; Video codec: H.264; Aspect Ratio 16:9. The videos must be viewable by a HTML-5 compliant browser, such as IE 11.
3.4 AMMUNITION TYPES
Scripts for approximately 100 ammunition types will be identified and provided by the Government at least four weeks prior to each filming event.
3.5 DELIVERABLES
The contractor shall deliver the Final JPA videos on DVDs to the specified destination. Each ammunition type video shall be labeled with the appropriate DODIC. Each DVD provided shall contain a table of contents to identify ammunition types found on the DVD. The Government shall have unlimited rights to use and distribute content contained in the videos.
All videos or other documentation produced under this contract will be subject to Distribution Statement E: Distribution authorized to DoD Components, Critical Technology, Export Controlled (January 2001).
A post award teleconference shall be scheduled for 30 days after contract award.
