(3) Once the POI is reviewed and accepted by the TECOM Task Analyst, it is prepared for staffing and approval to CG, TECOM. The Task Analyst instructs the C2 TECOE Curriculum Section Head to change the status of the POI in MCTIMS from “working copy” to “submitted for approval” status. The C2 TECOE has sole responsibility to change the POI status from working copy to “submitted for approval” status in MCTIMS. No other entity will perform this function. Likewise, only C2 TECOE Curriculum Section head or the Assistant Curriculum Section Head will conduct or coordinate any actions with the Task Analyst at

TECOM.

(4) Once CG TECOM has signed and approved the POI, the C2TECOE Academics Officer will be notified. Within (10) working days of approval, the curriculum administrators/developers will post the approved POI Course Material on MCTIMS in the Training Resource Module. This will ensure the POI is accessible to all MCTIMS users within ten (10) working days of approval notification.

b. POI Revisions. C2 TECOE/MISTC instructors will teach all courses in accordance with approved applicable POIs.

Instructors are not authorized to teach alternate versions of any POI (Formal or Informal) unless directed by the C2TECOE Branch Head, via the Academics Officer.

(1) The Academics Officer is ultimately responsible for overseeing the revision or creation of a new POI. The Academics Officer will direct the curriculum administrators/developers, and Course Manager to develop or revise the POI for submission to CG TECOM. Additional assistance will come from the Instructors.

(2) Justification for all POI revisions must be included on the cover letter when submitting the revised POI for approval. Reasons for revising a POI include, but are not limited to, publication of new training events, changes to requirements published in a T&R Manual, new equipment, and revised tactics, techniques, procedures or doctrine. POIs modified as a result of Course Content Review Boards (CCRBs) are accompanied by the CCRB Record of Proceedings (ROP) as an enclosure.

(3) Prior to submission, the POI checklist contained in

4-4 reference (b) is completed by the Course Manager, and included with the revised POI and cover letter to CG TECOM.

c. T&R Manual Changes and POI Revision Cycle. The C2 TECOE will submit POIs for review every three years, from the date of initial CG TECOM approval, or as directed by approving authority. If changes to a T&R event significantly impact execution of an POI, the Academics Officer will identify the impact to the POI and provide justification for revisions to CG, TECOM

(1) POI submission will follow the T&R Manual revision cycle to the maximum extent possible per reference (d).

(2) C2 TECOE, in concert with the assigned task analyst, will formulate a plan that outlines a schedule for POI submission and MLF completion.

(3) CCRBs are to be conducted, and all POI revisions are to be submitted within 120 days of T&R Manual approval, and/or unless the timeline of 120 days has been waived by approving authority.

(4) The CG will approve those changes via the Task Analyst at the completion of staffing procedures outlined above. The C2 TECOE Branch/Site Directors may not “locally approve” changes to the POI when the changes are a result of task list/T&R modification or changes in required resources which effect the duration of the course.

(5) Local revisions are changes to parts of the MLF that do not require additional resources, additional training days, or modify existing TLOs/ELOs and the content that evaluates student knowledge/skill of existing TLOs/ELOs. All local revisions must be approved by the Academic Officer, via the Formal School Advisor and properly annotated on the Record of Changes page of the associated POI. Examples of local revisions include changing elements of the instructor preparation guide to reflect local MISTC requirements, altering instructor specific guides or notes in the lesson plan which do not affect TLOs/ELOs content or evaluations, and editing media pictures.

(6) Changes to T&R events based on emergent training requirements are to be submitted to CG, TECOM (C469) via the C2 TECOE for review and approval.

4-5

d. Curriculum Stand-Downs. Twice per year the C2 TECOE/MISTCs will conduct a week long curriculum stand-down. The C2 TECOE will lead this event at one of the MISTC locations.

All Instructors are required to attend at the designated MISTC Site where the POIs being reviewed during the stand-down. The stand-down provides for:

(1) Professional development time for staff personnel.

(2) Course material review and revision (learning analyses, MLF reviews, etc.).

4. Master Lesson Files (MLF)

a. The MLF serves as the central repository for all the instructional and supporting materials for a given lesson. A MLF must exist for each concept card in an approved CG TECOM POI. Course information contained in the MLF and the training schedule must match the approved POI. CG TECOM approved MLFs will be reviewed annually by designated curriculum section and instructors to ensure accuracy of the POI. Other courses (Non- CID) will be reviewed every three years or as required. The MLF review team will use the templates from reference (b) and (c) for MLF checklists. The MLF Review team will forward MLF review results to the C2 TECOE Branch Head when the MLF review is completed.

b. All CG TECOM approved MLFs will be loaded into the MCTIMS Training Resource Module for each respective MISTC schoolhouse by the C2 TECOE Curriculum administrators/developers. Only working course MLF documents will be loaded on the C2 TECOE SharePoint site MLF pages once the approved MLF version is loaded in MCTIMS.

5. ASSEMBLE A MASTER LESSON FILE. A Master Lesson File (MLF) is a compilation of living documents that are kept in the school to provide everything needed to conduct a lesson. All copies of materials that are created for distribution must come from the MLF. Since the MLF is a living document, it can be altered to fit current doctrine or updated to provide better media, more complete handouts, new methodology, etc. Any alterations of the MLF must follow the guidelines and procedures within this document. The MLF is constantly being improved and is the most up-to-date file on what is occurring at the school for a particular lesson. Thus, it provides accountability, documents the use of school resources, and most importantly, provides continuity. The following items must be present:

4-6

a. Learning Analysis Worksheet. The Learning Analysis Worksheet (LAW) is required in the MLF because it documents the transition between the T&R events and learning objectives.

b. Learning Objective Worksheet. We put the Learning Objective Worksheet (LOW) in the MLF because it describes the anticipated learning outcome, provides a test item for each Learning Objective (LO), and contains the selection of methods and media for that specific LO.

c. Concept Card. A concept card is placed in the MLF because it is a quality control document. The concept card is always located in the Program of Instruction (POI), but for quick reference will be placed in the MLF. The concept card provides a quick snapshot of the class (i.e. learning objective(s), method, media, instructor to student ratio, references).

d. Operational Risk Assessment Worksheet (ORAW). The ORAW documents the school plan to conduct training in the safest manner possible. The ORAW documents the 5-step Operational Risk Management process as it relates to the lesson.

e. Instructor Preparation Guide. This document is used to guide the instructor in preparing for the lesson.

f. Lesson Plan. No MLF is complete without a lesson plan. The lesson cannot be conducted without a lesson plan. The lesson is written in such detail that an alternate instructor, with minimal preparation time, could effectively deliver the lesson.

g. Student Outline. The student outline will be contained in the MLF.

h. Supplemental Student Materials. Any other materials used to enhance instruction or student learning during the class should be maintained in the MLF. If the actual copies are not maintained in the MLF, a locator sheet is used to inform the instructor where to locate these materials.

i. Media. Media and/or a list of supporting papers are placed in the MLF. Media not contained in the MLF (e.g., films, tapes, wall charts required for the lesson will be described and the location of media will be included in the MLF.

It may be possible to provide paper copies of slides, 4-7 transparencies, or wallcharts in the MLF. Any copyright authorizations related to the media should also be filed here.

6. MASTER COURSE FILE (MCF). The following documentation, at a minimum, shall be maintained on government funded equipment (electronic/physical) by the designated billet/section of responsibility for no less than a period of 3 years.

(a) Refer to Appendix D for further guidance:

(1.) The C2 T&R Manual events related to the POI, POI Submission records, documentation that directs change to the course (e.g. from HHQ, Advocates, Program Offices).

(Responsibility: Curriculum Administrators/Developers)

(2.) POI (including Record of Changes and supporting documentation). (Responsibility: Course Manager and Instructor)

(3.) Master Lesson File (MLF) with completed Checklists. (Responsibility: Course Manager and Instructor)

(4.) Content from CCRBs, Learning Analysis, and MLF Reviews (Record of Proceedings, supporting documentation, etc.) ( Responsibility: Course Manager)

(5.) Training Schedule (Responsibility: Course Manager and Instructor)

(6.) Formative and Summative data to maintain:

Instructional Rating Forms, End of Course Critiques, Evaluation Rating Forms, After Instruction Reports, After Course Reports (Responsibility: Instructor)

7. Internal Communication Flow. At a minimum, the curriculum section will communicate monthly with the Instructors and Academics Managers. Instructors will bring all ideas and issues to the Course Manager and Academics Managers. It is imperative that the Instructors discuss ideas or concerns with their respective Course Manager and Academic Manager and forward them to the FSAs (Site Directors) for consideration. A “CLASH OF IDEAS” is critically important to the future growth and success of the C2 TECOE Branch and MISTCs. Innovative ideas and creativity are necessary for continued improvement.
