EVALUATION FACTORS
Attachment 3 to Solicitation M67854-18-R-5210
1.0 EVALUATION OVERVIEW
The Government will evaluate offerors’ proposals (written and sample ammunition) to determine the Lowest Price Technically Acceptable offer for each ammunition type. The Government will award one or more Firm Fixed Price contracts to the responsible offeror(s) whose proposal is determined to be the Lowest Price Technically Acceptable offer for the awarded ammunition type.
2.0 EVALUATION METHODOLOGY
For each ammunition type, the lowest price offer will be determined through the methodology in
2.1 below.
For each of the ammunition type, the lowest price offeror’s written proposal will be evaluated to determine compliance with the Production Capability Evaluation Criteria in 2.2 below.
A rating of Unacceptable for the Production Capability criteria will result in an overall rating of
Unacceptable for that ammunition type and the next low price proposal for that ammunition type will be evaluated for Production Capability; if determined acceptable, that offeror’s sample ammunition will be evaluated to determine acceptability with respect to the Ammunition
Evaluation Factors in 2.4 below.
For those offerors proposing for the .223 80 grain ammunition, written proposals shall also be evaluated with respect to the .223 80 grain Ammunition Characteristics Description in 2.3 below and must document compliance therein prior to evaluation of sample ammunition. A rating of
Unacceptable for any of these .223 Ammunition Characteristics will result in an overall rating of
Unacceptable for the .223 ammunition, and the next lowest price proposal for the .223 will be evaluated for conformance with section 2.3; if determined acceptable, that offeror’s sample ammunition will be evaluated to determine acceptability with respect to the Ammunition
Evaluation Factors in 2.4 below.
2.1 PRICE
As determined by the offeror’s submission of Attachment 2 in their written proposal, the
Government will evaluate the price of each ammunition pricing provided for (CLINs 0001-
0005). Each proposed subCLIN (ordering year) unit price will be multiplied by the subCLIN estimated quantity to determine the total subCLIN proposed price. For each CLIN, the total subCLIN proposed prices will be added to determine the total CLIN price. This evaluation will determine the lowest price proposal for each ammunition type.
2.2 PRODUCTION CAPABILITY
RFP # M67854-18-R-5210
