ADDENDA 1 TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS

Attachment 1 to Solicitation M67854-18-R-5210

1.0 PROPOSAL INSTRUCTIONS

Offerors may submit a proposal for one or more of the ammunition types required. For each ammunition type, proposals shall consist of a written proposal and sample ammunition. Proposals must contain all pertinent information in sufficient detail to permit evaluation of the proposed ammunition. Proposals will be subject to the evaluation described in Attachment 3, Evaluation Factors, to this solicitation. The

Government intends to evaluate proposals and award a contract without discussions with offerors.

Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if determined by the

Contracting Officer to be necessary. Depending upon the results of the proposal evaluation, the

Government may award a single contract for all ammunition types, or more than one contract if a single awardee is not selected for all ammunition types. However, for each ammunition type, no more than one contract will be awarded, e.g., there will be no more than one contract for ammunition type a, no more than one contract for ammunition type b, and so on.

2.0 PROPOSAL CONTENT

2.1 WRITTEN PROPOSAL

Written proposals shall include the following:

1. Pricing: Pricing shall be proposed using Addenda 2, Pricing Table (Attachment 2 to this solicitation) for any or all of CLINS 0001-0005. Pricing for CLIN 0006 is Not Separately Priced

(NSP). Proposals which do not include pricing will be considered unacceptable and will not be considered for award.

2. Production Capability: Documentation sufficient to demonstrate compliance with the

Production Capability evaluation factor for each ammunition type described in Attachment 3 to this solicitation. Proposals which do not include production capability will be considered unacceptable and will not be considered for award.

3. Ammunition Characteristics Description: Documentation sufficient to demonstrate compliance with each evaluation factor as enumerated in Attachment 3 to this solicitation. Description shall include the identification of components for the sample ammunition submitted. Proposals which do not include identification of components may be considered unacceptable and may not be considered for award. Note: Written proposals for the .223 80 grain (CLIN 0005) requires the submission of additional documentation, as referenced in Section 2.3 in Attachment 3.

2.2 SAMPLE AMMUNITION

For each ammunition type proposed, offers shall provide 500 rounds of sample ammunition to the address in section 3 below. Sample ammunition forms part of the offeror’s proposal, shall be provided at no cost to the government, and will not be returned.
