The work must be completed within the first 12 months of the contract and will include an initial technical inspection on the first 4 cranes, as well as delivering refurbished cranes on a schedule to be determined by the ordering periods. Pricing will be fixed for the initial inspection and improvements, though a time and material basis may be used for additional maintenance and replacement work identified in the inspection reports. All-Terrain Crane Service Life Extension Program (ATC SLEP) Questions and Answers to Solicitation M6785418R5015

SOW
6.1.4.5
Common and Bulk Items List (CBII). Will the USMC share the current CBII?
Previous answer changed/corrected. There is no current CBIL other than a list of petroleum, oils and lubricants (POL).

Due to the varying degrees of disrepair these machines may be experiencing and the uncertainty of costs from one unit to the next, would the Government consider switching the contracting type from firm fixed price to a cost plus for all CLINs in the contract?
If switching the entire contract is not acceptable would the Government be willing to accept the pricing for the first four machines to be cost plus?
The Government will not change the contract type in the RFP.

SOW
3.1 & 3.1.2
The three based maintenance requirement involves inspections and functional checks to determine repairing or replacing parts as necessary to meet the performance specifications. A commercial cost effective practice to ensure confidence in reliability and maintainability through scheduled and preventative maintenance is to replace 10 year old parts identified with high probability of becoming unserviceable with new parts to reach an extended service life of ten years. As stated by the government in a previous question “there will be no additional work effort (AWE) on this contract.” Will the government accept an approach to replace all parts deemed by the contractor to have an unfavorable probability of continued performance or not reaching an extended 10 year service life?
It is completely up to the discretion of the offeror as to how it chooses to meet the requirements of the statement of work and performance specifications.

SOW
3.1.1.e.
This paragraph states "Provide a synthetic 100,000lb sling solution that is ultraviolet (UV) protected and can be stowed on the ATC." Does the Government require a synthetic sling which could be used in the same way as the legacy four (4) leg chain, with the same lengths and end terminations? And confirm that the required synthetic sling is an additional sling and not a replacement for the legacy steel sling.
Yes, the synthetic sling shall be used in the same way as the legacy four leg chain with the same lengths and end terminations meeting the required load capacity.
The synthetic sling is an additional sling and will provide a 100k lb capacity. It is not a replacement for the legacy steel slings.

3.49.1
This paragraph states "All coated parts, unless otherwise specified, shall be green 383, #34094 of FED STD 595. Components not visible and exposed to the outside corrosive environment during normal operation may be painted with the manufacturer's commercial paint and color." Will all Government Furnished Property for the SLEP be colored green 383, #34094 of FED STD 595?
All exterior and/or visible coated/painted parts must be colored green 383, #34094 of FED STD 595, unless otherwise specified. All ATC assets are green 383.

Question & Answer Dated 20181004
Question/USMC Response # 30
The first contract year is to permit the vendor time to attain a quality solution. And the first four PQT and EUA units completed will be evaluated by the government user. Does the government expect the contractor to offer their calendar days to complete the first four PQT/EUA SLEP units and then adhere to the Government 's required number of days for delivery on the full rate production units?
It is the Government’s intent that successful completion of SOW requirements outlined in paragraphs 3.1.1, 3.1.2, 3.1.3, 3.4.2, 3.10.2, 3.10.3 and 7.2.1 will occur within the first 12 months of the contract. The vendor is expected to SLEP the 4 PQT assets within a mutually agreed timeframe that supports the 12-month schedule. The Government will establish delivery dates for full-rate production units as the delivery orders are executed.

SOW 3.1
Would the Government consider a pricing schedule where an offeror submits a fixed price for the improvements (SOW 3.1.1)
and the Initial Technical Inspection (ITI) report (SOW 3.1.2)? The ITI Report would include inspecting the items listed in
3.1.2.1.1 and 3.1.2.1.2. The offeror would submit the ITI report and discuss the items with the Government and determine the items that require maintenance or replacement and would either prepare a fixed price (developed based upon the ITI report and discussions) before starting such work or proceed on a time and material basis.
No.

“ATC_SLEP_-
_RFP_20180906.docx”
N/A
Since the “ATC_SLEP_-_GFP_Attachment_3_-
_145_ATCs.docx” document lists 145 separate MC Units, what is the explanation for having 328 units identified for SLEP services in the CLIN structure listed in “ATC_SLEP_- _RFP_20180906.docx”?
The quantity of 36 ATC SLEPs per ordering period for contract years 2-9 merely represents the maximum number of units the Government might order during any given period. However, the Government would not order in excess of 145 over the life of the contract. The CLIN quantity of 36 is also intended to assist the vendor with step-ladder pricing.

Q&A #s 20 and 21
The answers to these questions reference other provided information:
- (Question # 20) “The MAC-50 has a supply listing SL-3 that is hereby provided.”
- (Question # 21) “The MAC 50 common and bulk item list is attached.”
Where can the referenced items for the answers to Questions 21 and 22 be found?
The SL-3 list was uploaded to FBO.gov. The Government assumes the question refers to question 20 and 21, not 21 and 22.
