INSRUCTIONS TO OFFERORS

SECTION E

ADDENDUM 1 - Instructions, Conditions and Notices to Offeror

E-1. Proposal Submission

Introduction

A. This request for proposal is a full and open competition seeking potential Offerors to fulfill the United States Marine Corps requirement for a Commercial Solution for Classified (CSfC) Certified End User Device (EUD) and associated hardware and security software, to include a Mobile Device Manager (MDM) for use in tactical scenarios. These capabilities are further described in this Request for Proposals (RFP).

B. The Government is seeking a Non-Developmental Item (NDI) solution for the stated requirement to provide all the supplies and associated services addressed within this solicitation. The Government intends to make award(s) to the responsible Offeror(s) who provide the best offer in terms of providing support to the Marine Air-Ground Task Force (MAGTF) Common Handheld (MCH) Program.

C. The Government reserves the right to make none, one, or multiple Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) award(s) utilizing the Tradeoff process as prescribed by FAR 15.101-1.

This effort will have a 5-year ordering period.

D. To determine the Offeror(s) selected for the ID/IQ, the Government reserves the right, without obligation, to establish a competitive range.

E. The Government will evaluate proposals using a process of three Gates, as described in Section 2 Addendum, Evaluation—Commercial Items.

General

This section contains general instructions for submitting proposals for this effort as defined below:

A. The proposal shall be complete and clear in all respects without the need for additional explanation or information. The proposal shall be in sufficient detail and scope to permit the Government to evaluate it with respect to the technical and cost/price factors specified under Section 2, Addendum, Evaluation—Commercial Items of this solicitation.

B. Data, even though previously submitted or presumed known by the Government, cannot be considered as part of the Offeror’s proposal unless submitted with, and incorporated into, the proposal.

C. The Government intends to evaluate proposals and award none, one or more than one contract without discussions in accordance with FAR 52.215-1, Instructions to Offerors-Competitive Acquisition. Therefore, each initial offer should contain the Offeror’s best terms for evaluation and acceptance. However, the Government reserves the right to hold discussions if determined to be in the best interest of the Government.

D. Offerors are expected to submit sufficient information in the format specified in this section. This solicitation is issued in accordance with the Policies and Procedures of FAR Part 12 and in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, Contracting by Negotiation

E-1.1 Offeror’s Proposal Requirements

1. Contract Award

Offerors are cautioned against using general, vague or unsubstantiated statements which prevent, or render difficult, the Government’s evaluation of the proposal. Statements such as “will comply,” or “noted and understood,” without a supporting narrative to describe compliance or approach, are rarely acceptable. Moreover, the Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its respective proposal. The Government may award to other than the lowest-priced Offeror or to other than the Offeror with the highest technical rating if the Source Selection Authority determines that to do so would result in the best value to the Government. The Government may reject any or all proposals if such action is in the Government’s interest.

2. Proposal Submission

THE GOVERNMENT RESERVES THE RIGHT TO REJECT ANY PROPOSAL, OR PART THEREOF, THAT

DOES NOT SUBSTANTIALLY COMPLY WITH THESE PROPOSAL PREPARATION INSTRUCTIONS.

THIS INCLUDES, BUT IS NOT LIMITED TO, PROVIDING COMPLETE AND COMPREHENSIVE

SECTIONS IN ALL VOLUMES.

Proposals in response to this solicitation will be valid for 12 months from date of submission.

A. Requests for Clarification (RFCs)

1) All Offeror RFCs are due by 10:00 A.M. (local time, Quantico, VA) on 16 February 2018. Please use a table format, similar to Table 1 below, for your comments.

Table 1: Example RFC Format Current Number Solicitation Section Document Page /

Paragraph / Line Number

Comment/Questions

2) RFCs shall be sent via email (Microsoft (MS) Office Word format) to Tommy King at MCSC_MC3_contracts@usmc.mil with a subject line of “MAGTF Common Handheld, M67854-18-R- 2023 Offeror Question.”

3) The Government intends to publish written responses to questions via FEDBIZOPS. Offerors should frequently check the FBO website for information concerning the requirement, responses to questions, and any issued amendments. Should any RFC be received after the date stated above, the Government reserves the right not to provide an answer

B. Notification of Intent to Submit Proposal Please provide, by 10:00 A.M. (local time, Quantico, VA), on the next business day following the Government’s issuance of the RFC responses, an email notification of your intent to submit a proposal. Additionally, please provide your Commercial and Government Entity (CAGE) code, Data Universal Numbering System (DUNS) number, Tax Identification Number (TIN), and information and point of contact (POC) information including name, phone number, street address, and email address. Notice of Intent to propose should be sent via email to Tommy King at mcsc_mc3_contracts@usmc.mil with a subject line of: MAGTF Common Handheld, M67854-18-R-2023 – Intent to Bid.

C. Content and Organization of Proposals

1) To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical/management requirements, and must thoroughly address all evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award.

Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale in Volume II – Exceptions, Deviations, and Waivers. Offerors are cautioned that exceptions, deviations and waivers generally render a proposal unacceptable and unawardable; therefore, offerors are advised to address questions and issues during the Request for Clarification period so that they may submit a proposal free of exceptions, deviations and waivers, and avoid the possibility of expending proposal resources to submit a proposal that may be deemed unawardable.

mailto:mcsc_mc3_contracts@usmc.mil

2) A legible, neat, orderly, and comprehensive proposal is required. Elaborate brochures or artwork, expensive paper or bindings, or expensive visual or presentation aids beyond those sufficient to present a complete and comprehensive proposal are neither necessary nor desirable. Offerors shall follow the general rule that quality of information is significantly more important than quantity or visual esthetics of presentation. The proposal shall be in sufficient detail and scope to permit the Government to evaluate it with respect to the evaluation factors specified in Section 2 Addendum, Evaluation—Commercial Items of the solicitation. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.

D. Format of Proposals:

1. Margins and Fonts: Proposals shall be prepared using “Arial” or “Times New Roman” 12 point font.

Foldouts are allowed for technical diagrams and shall be no larger than 11 inches x17 inches, and shall be counted as 2 pages. Tables or diagrams are permitted to use 9 point Arial Font. Margins shall be 1 inch on all four sides. All materials submitted may be no more condensed than single-spaced. Offerors shall ensure that each page provides identification of the submitting Offeror in the header or footer.

2. Pages: The definition of a page is a single side of paper with text, drawings, data, or similar content.

Pages shall be 8.5 x 11 inches in size.

3. Page Limitations: Page limitations are identified for each Volume/Section of the proposal, as described in Table 2 below, and will be treated as maximums. Excess pages, those that exceed stated page limitations, will not be read or considered in evaluation of the proposal. Unless stated otherwise herein, separate pages for providing graphics, charts, illustrations, and pictures are included in the page count.

4. Format: The proposal must be submitted in MS Office 2010 format. Price breakdown will include MS Excel spreadsheets with formulas intact. In the event that there is a conflict between the printed copy of the proposal and the electronic copy of the proposal, the electronic copy will take precedence.

5. Binding: Bind each printed proposal volume in three-ring binders. Individual sections should be removable from and replaceable to the volumes. Each volume shall contain a title page, table of contents, and list of tables and figures for that volume. Include a PWS Cross Reference Matrix showing the location where the evaluator should look in that volume for a discussion of a particular requirement (excluding price information). Use tab separators to separate required sections within a volume and to separate volumes within a binder. Number all pages (other than dividers) sequentially. Only material allocated to a specific section shall be in that section. Submissions deemed to have attempted to circumvent the page limits may result in the proposal being rejected.

6. Copies: The Offeror shall submit originals of Volumes I –V in a single three-ring binder and a copy of Volumes I – V in a separate single three-ring binder.

The Offeror shall submit an original of Volumes VI – VIII in a single three-ring binder and a copy of Volumes VI - VIII in a separate, single three-ring binder.

The Offeror shall also submit six CD ROM discs, each containing identical versions of Volumes I –V, and two CD ROM discs each containing identical versions of Volumes VI – VIII. All the Volumes on CD- ROM discs, with the exception of the Price Volume, shall be in a searchable MS Office 2010 compatible format. The Price Volume shall be in MS Excel format.

7. CD ROMS/DVDs: CDs should be attached to the proposal such that they do not fall out or become dislodged during transport and handling. Suggested methodology includes plastic page sleeves or cover slips attached to binder. Electronic file naming convention. Please name all files submitted on CD in this manner: companyname-titleofdocument-dateofdocument.xxx; where xxx is the file type (i.e. .xls or doc).

Suggest the Company Name and Date be abbreviated to avoid overly long titles. For example, “ACME- Executive Summary-22 Jan 2018.doc” would be both recognizable and manageable.
