Question: This restricts the use of current contracts that are on-going but are relevant in size, scope and complexity. Is it the

Government’s intent not to allow current contracts to be used? Did the

Government mean to restrict completed performance to those that are at or less than 12 months past completion date and not current/on-going contracts? Will the

Government increase the completed timeframe to 3 years, as is typical with

RFPs?

No, that is not the Government’s intent. Section L, Factor 3 – PAST

PERFORMANCE, paragraph a; has been revised to read “….at least 12 months of performance occurring during the last 36 months…”

½ FTEs for II MEF and ½

Question: Should cell B3 be corrected to include the number of months for each

35 PWS Para Every position contained in the solicitation (M67854-17- R-2605) is designated as “key personnel.” Since the incumbent has retained their personnel as “exclusive”, there is no opportunity to obtain a Letter of Intent (LOI) with those currently performing the tasks listed in the solicitation. With these conditions being in place, the ability to meet the letter of the solicitation is inhibited by the fact that each position is written to an individual’s (the incumbent personnel’s) current, past work

Reference’s to Key Personnel have been removed . The Government notes that its personnel requirements were written to meet the

Government’s requirements only and were not written to any current or past individual’s current or past work experiences.
