1 Section L.4, Vol III, a pg 94/ par 1/ lines 3-6
The Offeror shall submit four summaries of past performance similar in size, scope, and complexity which were completed within the last 12 months as either a Prime or
Subcontractor.
Question: This restricts the use of current contracts that are on-going but are relevant in size, scope and complexity. Is it the
Government’s intent not to allow current contracts to be used? Did the
Government mean to restrict completed performance to those that are at or less than 12 months past completion date and not current/on-going contracts? Will the
Government increase the completed timeframe to 3 years, as is typical with
RFPs?
No, that is not the Government’s intent. Section L, Factor 3 – PAST
PERFORMANCE, paragraph a; has been revised to read “….at least 12 months of performance occurring during the last 36 months…”
See revised RFP, Amendment 0002, Section L, Proposal Format Table and
Factor 3 – PAST PERFORMANCE, paragraph a.
2 Section L.4, Vol IV, Section ii
pg. 98 section
“The Government’s estimates for other direct costs (ODCs), principally travel expenses, for this contract have been inserted into Section B. The ODC contract line items are cost reimbursable, not-to-exceed amounts and will not be evaluated.” Not-to-exceed amounts seem to be missing from Section B.
Are offerors to leave the
ODC/Travel CLINs (CLIN
1005, 1005AA, 1005BB,
2006, 3006, 4006, and
5006) blank?
No, Offerors should not leave the
ODC/Travel CLINs blank.
The Pricing Workbook has been revised to add the ODC amounts and correct the CLIN numbering.
See Revised RFP, Amendment 0002, Section B and Attachment 4 Pricing
Workbook.
3 Attachment 4 Pricing Workbook references non-existent
CLINs in Note 2 on both
CLIN tabs: “Note 2: CLIN
1020, 2020, 3020, 4020 and 5020 represent the
Governments estimated
ODC/Travel estimate for the base year and 4 one-year option periods”
Should these be updated to reference CLINs 1005, 1005AA, 1005BB, 2006, 3006, 4006, and 5006?
Yes, the Pricing Workbook has been revised to add the ODC amounts and correct the CLIN numbering.
Section B and Attachment 4 Pricing
Workbook.
4 Attachment 4 Pricing Workbook includes two tabs – “Contract FFP
CLINs PRIME” and
“Contract FFP CLINs
SUB” which are both headlined (on the actual tab spreadsheet) “Contract FFP
CLINs Prime – Total Cost
(should include
Subcontractor costs).” Is the Government’s intention for offerors to fill out the
“Contract FFP CLINs
SUB” tab with JUST subcontractor costs, and the PRIME tab with Prime
PLUS Subcontractor costs?
Yes, on Attachment 4 – Pricing
Workbook, Offerors shall fill in their pricing on the “Contract FFP CLINs
Prime” worksheet to enter total cost proposed (Prime+Subcontractor).
The tab entitled “Contract FFP
CLINs SUB” Offerors shall enter
Subcontractor costs only. Finally, Offeror’s shall include in Section B of the RFP total costs proposed
Prime+Subcontractor)
Section B, Section L, Factor 4 –
PRICE, paragraph iii and Attachment
4 – Pricing Workbook.
5 Attachment 4 “Labor Rates and
Categories” tab calculates the fully burdened rate
(Column H) by adding
Hourly Compensation
(Column F) + 2017 Hourly
Fringe (Column G). This calculation fails to represent the costs of other indirect burdens such as
Overhead, G&A and Profit.
Please clarify whether
Column H should represent just the Hourly
Compensation + Hourly
The Government is requesting Fully
Burdened rates. Accordingly, the
“Labor Rates and Categories” worksheet of the Pricing Workbook has been revised as follows: Column
F represents the unburdened hourly rate, Column G represents the Direct hourly fringe costs, Column H represents the Indirect Hourly Costs and Columns I, J, K, L and M each represent the total fully burdened rates for each period of performance.

pg. 94/para
3/line 1-3
The requirement asks for offerors without relevant past performance shall characterize the work they typically perform and specifically state why it is not relevant in this section.
