RFP

7 Are substitute materials allowed to be used on the PDM's? RFP

Yes, IAW Paragraph 4, Section M.2.1.2, End Item Dimentional & Fit Examination, " Should a specified item or material not be commercially available at the time of PDM submission, the Offeror may provide a written corrective action with the proposal submission detailing its plan to comply with the requirement for FAT and production. This absent item/material will not be considered a defect if the corrective action plan demonstrates that the FAT and production units will meet the requirement that is absent in the PDM. Any item or material not meeting the specified requirement and without a corrective action plan will render the proposal unacceptable."

On PL2-6-0892, Sheet 5, FN 37, Material Specification indicates PARA 3.9.4.1 which in DTL 17001A0001 is Webbing 1.0-inch. Per 2-6-0926-60 Back Pocket Bottom Inner pattern this part is 3.9.7.2 Cloth, Nylon 500D.

Can this be clarified?

PL2-6-0892 FN37 incorrectly identifies the pattern # and nomenclature. PL2- 6-0892 FN37 should be pattern #2-6-0926-59 Superman Tab. Additionally, Section K-K FN38 should be FN36 and FN36 should be FN38. Section L-L FN 38 should be FN36.

9 Due to us receiving the pattern package on 4/28/2017, we would like to request an extension on the proposal submission date. Please advise if this possible.

RFP

The Government extended the proposal submission date to 30 May 2017.

Attachment 5 Delivery

Locations

The addresses for CLINs 0003, 0005, and 0011 are anticipated to be a Continental United States Address.

22 Attachment 04 of RFP (Item No. 0003), page 3 of RFP (CLIN 0002), and page 17 of RFP (D.1.3.) do not correspond to each other.

RFP and Attachment 04

Page 3 of RFP, CLIN 0002 should read "Main Pack Assembled, NSN 8465-01- 0602-6934, (Hip Belt, Shoulder Harness Assembly, and Main Bag attached to the Frame with Sternum Cinch and USMC Pack Buckle Repair Kit, User Level included)".

Attachment 04 Configuration Definitions was revised to provide corrected configurations on 2017_05_19 (see attached to Ammendment 0003).

23 Mesh MIL-C-8061. Please advise if the mesh reference below requires the infrared spectral reflectance:

Para 3.9.7.5 Cloth, mesh. The raschel knit nylon cloth shall conform to MIL-C-8061 Type II

RFP

"The mesh cloth, paragraph 3.9.7.5, will not be required to meet the IR spectral reflectance requirements. The mesh cloth shall conform to all other physical requirements (3.11)."

We are preparing a bid on the USMC Pack System M6785417R1217 and noticed on the presolicitation that this would come out as a Total Small Business Set Aside. We do not see within the solicitation a statement that says this is a small RFP business set aside, other than the NAICS code and the size standard on page 33.

Can you confirm this is a total small business set aside and direct us to the location in the solicitation where this can be found?

24 Packaging - Is the Pack System and Spare components required to be packed in a clear re-sealable plastic bag?

RFP

Only USMC Pack Buckle Repair Kits are required to be placed in a re-sealable plastic bag. Packaging for other pack parts should ensure ease of accountability for differen types of parts if shipped all together. Refer to RFP Section D for more packaging and marking instructions.

25 Are RFID required for cartons and pallets? RFP RFID tags are not required.

Drawing # 2-6-0892, Sheet 2, Section AA, Zone B 6-7 shows Finding No. 14, outer bottom and does not specify what the other layer should be.

Drawing # 2-6-0892, Sheet 3, Section NN, Zone D 3 shows Finding No. 22 bar-tacked to Finding No. 14. Drawing # 2-6-0892 does not show finding # 55, inner bottom, which we assume is the missing layer referenced above. Is this assumption correct and do we sew Finding No. 55 to 14 and bartack through both ply?

RFP

Drawing # 2-6-0892 Sheet 3, Section N-N incorrectly shows construction of the bottom. Two layers of 500 denier nylon (FN 14 & FN 55), with the coated sides facing each other, are used to create the bottom of the Assault Pack. The 1" webbing (FN 22) is bartacked through both FN 14 and FN 55. The grommets (FN 50) are cinched through both FN 14 and FN 55 and will be covered by FN 22 as shown on Sheet 1, Bottom View (B4).

The 2 x 2 ½” loop (2-6-0296-53) sewn to Pattern Part # 0926-45-ZIPSTRIP is not secure surrounding the slit. Drawing # 2-6-0892, Sheet 1, Zone H 4, Finding No.

40, shows the loop being sewn to Pattern Part # 0926-45-ZIPSTRIP around the perimeter, but it does not show how to stabilize the loop within the slit. Please provide clarification on the proper way to secure the loop.

RFP

It is not required to affix the loop to the nylon cloth other than is specified by the stitching shown in the drawings. Edges created by the "X"shall be prevented from raveling using common best practices.

PL2-6-0891, Finding No. 2 shows the POUCH TOP material to be 3.9.7.3, Cloth Nylon Mil-C-43128, in DTL-17001A0001 (18 Apr 2017). The Pattern 0924-1- LID shows the POUCH TOP material to be 400 Denier ACKCLOTH,

3.9.7.4 in DTL-17001A0001 (18 Apr 2017). Please clarify the correct type of cloth to be used.

RFP

The drawings are correct. The material used for drawing 2-6-0891 FN2 shall conform to MIL-C-43128.
