o Offerors shall include their overall proposed price at the end of the Schedule of

• Section I: Complete all required fill-ins.

The successful Offeror shall provide, as necessary, any updated technical proposal changes reflecting the results of any clarification or discussion. SECTION M - EVALUATION FACTORS FOR AWARD
BASIS FOR AWARD
Section M - Evaluation Factors for Award
SECTION M
M.1 BASIS FOR AWARD
This acquisition uses Lowest Price Technically Acceptable source selection procedures in accordance with Federal Acquisition Regulation (FAR) 15.101-2. The Government will make no technical tradeoffs and give no additional credit for exceeding the minimum technical requirements. The Marine Corps System Command (MCSC) will award one, 60-month, Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the USMC Pack System to a responsible Offeror whose proposal submission conforms to the solicitation’s requirements, has the lowest evaluated price, and is technically acceptable with acceptable past performance. and the lowest evaluated price.
To award, the Government will first evaluate the PDMs against Factor 1 (Technical Capability), Subfactor 1 (End Item Visual Examination) and Subfactor 2 (End Item Dimensional & Fit Examination) to determine the PDMs' technical acceptability. The Government will next organize the proposals associated with the acceptable PDMs by total evaluated price from lowest to highest. Beginning with the lowest priced proposal with a technically acceptable PDM, the Government will continue evaluating the Factor 1, Subfactor 3 (Compliance with Performance Requirements) and Subfactor 4(Manufacturing Capability) as well as Factor 1 (past performance) for acceptability. A proposal must be acceptable in all factors and subfactors listed in the solicitation to be technically acceptable for award. If the lowest-priced proposal with a technically acceptable PDM is unacceptable in Subfactor 3, Subfactor 4 of Factor 1 or Factor 2, the Government will progress to evaluate the next lowest-priced offeror with a technically acceptable PDM in the same manner until reaching an awardable offeror that is acceptable in Factor 1 and Factor 2. The Government will evaluate no further proposals after determining that a lowest price offeror is acceptable under Factor 1 and Factor 2 and therefore awardable, nor will the Government make any partial awards.

TECHNICAL ACCEPTABILITY RATINGS
Rating Definition
Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
The Government intends to evaluate proposals and make an award on an “initial offer” without discussions. Should the Government determine that discussions are necessary; it will establish a competitive range and notify all http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/15.htm#P25_3805
Offerors in writing of their inclusion or exclusion. Discussions will occur only with Offerors in the competitive range. Upon receiving Final Proposal Revisions (FPRs), the Government will organize offers by dollar value from lowest to highest and evaluate FPRs in the same manner it evaluated the original proposals. If the lowest-priced offeror is not technically acceptable, the Government will progress to the next lowest-price offeror until an offeror is awardable for being technically acceptable with acceptable past performance.

M.2.1.2 Subfactor 2: End Item Dimensional & Fit Examination
The Government will evaluate PDMs for compliance with the FILBE DTLSPEC dated 18 April 2017.
The Government will evaluate one PDM against Table XIV and Table XV of in the FILBE DTLSPEC dated 18 April 2017. The Government may disassemble the PDM for the evaluation.
The Government may evaluate the PDM against one or more tests listed in Table XVI: Material Tests outlined in the FILBE DTLSPEC dated 18 April 2017. The Government may request additional raw materials or finished end items if it requires a test.
The inability to meet the end item fit requirement, as outlined in the FILBE DTLSPEC dated 18 April 2017 shall constitute a failure and render the proposal technically unacceptable.
Should a specified item or material not be commercially available at the time of PDM submission, the Offeror may provide a written corrective action with the proposal submission detailing its plan to comply with the requirement for FAT and production. This absent item/material will not be considered a defect if the corrective action plan demonstrates that the FAT and production units will meet the requirement that is absent in the PDM. Any item or material not meeting the specified requirement and without a corrective action plan will render the proposal unacceptable.
Pass/Fail Criteria is as follows:
a. Table XIV. End Item Dimensional Examination The Government will conduct an End Item Dimensional Examination upon both PDMs. Two or more total major defect findings across both PDMs constitutes a test failure rendering the entire proposal technically unacceptable.
(E.g., two PDMs with one major defect each constitutes a test failure because there are two total major defects among the two PDMs.) Four or more total minor defect findings across both PDMs constitutes a test failure rendering the entire proposal technically unacceptable. (E.g., two PDMs with two minor defects each would constitute a test failure because there are four total minor defects among the two PDMs.) Defects repeating across PDMs constitute one defect. (E.g., Grommets set off center on hems by more than 1/4 inch on both PDMs count as one defect.)

M.2.1.3 Subfactor 3: Compliance with Performance Requirements The government will evaluate the USMC Pack system and components per the FILBE DTLSPEC dated 18 April 2017, to include but not limited to the following:
• The Frame’s conformity with the requirements in paragraph 3.3.1.1.
• The Hydration Bladder System’s conformity with the requirements in paragraph 3.3.11, to include 3.3.7 through 3.3.7.5.
• The Sternum Cinch’s conformity with the requirements in paragraph 3.3.8.
• The Sub-Belt’s conformity with the requirements in paragraph 3.3.9.
• The whole system’s durability per the requirements in paragraph 3.12.3 through 3.12.3.1.
M.2.1.4 Subfactor 4: Manufacturing Capability
The Government will use information provided in accordance with Section L.3.2.1.3 to evaluate the Offeror’s ability to deliver 500 USMC Pack Systems and 1,000 parts per month no later than 60 days after FAT acceptance as well as the capability to deliver 6,000 USMC Pack Systems and 12,000 parts over a 12-month period beginning on or about February 2018.
Further, the Government will evaluate an offeror’s Manufacturing Plan and Quality Assurance Surveillance Plan for effectiveness in ensuring reliable manufacture of items conforming to technical requirements throughout the contract period of performance.
M.2.3 Factor 2: Past Performance The Government will establish an overall rating, per FAR 15.305(a)(2), of the Offeror’s ability to meet the requirements of the solicitation. The table below describes the ratings.
Table 4: Past Performance Ratings
Rating Evaluation Criteria
Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown. (See note below)
Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.308(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown (or “neutral”) past performance.
