Questions Presented in the Question Box
1
What is the current status and planned delivery date for R12?
On track for September 2017 at this time.
2
Is a Transition Period planned from the current incumbent contractor?
Yes, during the 90 days from contract award.
3
What are the planned, potential evaluation criteria for this acquisition? (E. Brown)
The planned evaluation criteria will be based upon the performance requirements as written in the Performance Work Statement (PWS).
4
Are there specific events to which one could attribute observed drops in users’ assessments of Help Desk performance? (Capt Mellon)
If there are any reports that indicate that there has been a drop in the user’s assessment of the Enterprise Service Desk, it can be attributed to the associated time to resolve or adequately address the underlying issue and also whether or not the provided response is sufficient and accurate.
5
Is training focused on end-user, power-users, system managers, or all of these? (K. Hess)
GCSS-MC is based on Roles and Responsibilities. Subsequently, GCSS-MC training is focused on those roles that are assigned to actual GCSS-MC end-users. Because GCSS-MC is roles based, it would also include power users and system managers. See attached table for details of roles and responsibilities.
6
Is R12 Upgrade in scope for PDSS? If not, is it a part of the current development contract, or will it be a separate procurement? (E. Brown)
R12 upgrade is not part of PDSS contract. R12 will be fully implemented before PDSS award.
7
What is the projected date for Final Request for Proposal (RFP) release and Contract Award? (E. Brown)
RFP July 2017, award May 2018
8
Is there an expectation that Trouble Tickets and Change Requests will increase after R12 goes live? Does the Government have projections of an increase?
(Capt Mellon) There will likely be a slight increase in the change request count as there will be changes in the way users obtain information, but that should not be monumental. So, overall the answer is no, the transition to R12 should not present any issues.
9
Will “Enhancements” Task Orders be funded separately (i.e. above and beyond basic contract ceiling)? (E. Brown)
Yes, these will be funded separately but not above and beyond the basic contract ceiling.
10
What is the planned NAICS code? (E. Brown)
541 -- Professional, Scientific, and Technical Services/541511 -- Custom Computer Programming Services
11
What are the twelve (12) critical processes related to SLAs? (C. Brady)
We have documented 14 processes: Solution Development, Asset Management, Change Management, Configuration Management, Cyber Security/Information Assurance, Deployment Management, Incident Management, Interface Management, Problem Management, Release Management, Requirements Management, Technical Documentation Management, Test, and Training. As far as relating these to our Service Level Agreements (SLAs), this has not been done. We have an SLA with NSERC to host the tools used to execute all of these processes except Incident Management and some of Problem Management. These two processes are managed in the ITSM tool used by the Help Desk. We plan to document the Instance Management process which will align with the SLAs for MITSC-East and the future hosting site for GCSS-MC in the R12 configuration, MCEITS as well as the future Solution Development Environment. It is the Government’s intent to be able to understand all services provided by the system such that we have a threshold and objective which we can measure in terms of corresponding capacity required to sustain that capability within the system. This would be our SLA with our users.
12
Will the GCSS-MC System Engineering Plan (SEP) be provided? (E. Brown)
Yes
13
Will the GCSS-MC Interface Control Documents (ICD) and System View diagrams be provided? (Comment: We need to understand the 100+ interfaces to GCSS-MC) (E. Brown)
The ICDs are controlled unclassified and will not be included in the GFI. Yes we will provide the system views as GFI. We will also provide the interface design documents referred to as IF-65s. There are 20 systems GCSS-MC interfaces which involve 32 inbound and outbound data exchanges
14
Will the existing Increment 1 hardware and software list be provided? (Comment: This will give us an opportunity to analyze prior to RFP response so we can recommend enhancements and technical refresh options).(E. Brown)
Yes
15
The draft Performance Work Statement (PWS) uses the term “RICECPW” monitoring. Is there a full description available? (Comment: RICE is typically related to tracking costs within Oracle database).
(E. Brown)
· Reports: Extracted data from EBS applications and presented in a format required by the system
· Interfaces: Data input and output to the EBS from an external system
· Customizations: Which include concurrent programs, forms screens, data synchronizations, Business Intelligence (BI) publisher templates, Java code, and database objects such as tables, views, and indexes.
· Extensions: New functional flows or content, extend or override existing business logic
· Configurations: Profile Options, user-defined flexfields, function and data Security Setups
· Personalizations: New items added, prompts, titles, text, prompt and title changes, reordering of items or regions
· Workflows: How content is routed for review, approval and release to the system

When does GCSS-MC Authority to Operate (ATO) expire? Is it currently compatible with Risk Management Framework (RMF), e.g. running Host Based Security System (HBSS)? (B. Rupp)
GCSS-MC operates on Four Type Accreditations in support of our TRI Instance located at CLNC. We are scheduled to conduct and complete IV&Vs for each ATO, which will extend them out through our transition to R12. An RMF transition determination is underway due to our current system falling under DIACAP. The R12 Solution does fall under RMF. HBSS will be integrated into our new R12 Solution due to its impact on the hosting environment and application during implementation.
