Purpose of the RFI and Industry Day Provide an overview of current GCSS-MC/LCM Increment 1 system Provide information to Industry about the Government’s requirements and acquisition approach Determine the market capability of sources to provide Post Deployment Sustainment Support (PDSS) GCSS-MC/LCM Increment 1 Receive feedback on the tasks and performance requirements in the draft Performance Work Statement (PWS) Identify tasks in the draft PWS which are unclear or may be difficult to price.
GCSS-MC Overview The system provides Combat Service Support functionality for maintenance, supply request, order management, and task organization, in an enterprise shared data environment supporting garrison and deployed operations.
Increment 1 declared Full Deployment (FD) in December 2015.
Today ~22,000 Marine Corps users’ accounts are active from over 75 locations worldwide.
Over 4,000,000 transactions per day; 24/7 coverage.
The Oracle Enterprise Business Suite (EBS) is the prime software and, although COTS based, contains over 300 system unique modifications to meet the USMC requirements.
GCSS-MC is a software intensive system requiring use of software development and sustainment best practices.

Staffed 24 hours a day, 7 days a week 365 days a year.
Help Desk Staffing Plan Average speed to answer calls will be 60 seconds or less for 75% of the issues assigned Tier 2 goal is to resolve 90% of issues designated for resolution.
Abandoned Calls will be less than 10% Customer satisfaction will be > 85% for survey responses Satisfaction is defined as meeting or exceeding expectations All negative surveys will be investigated and an appropriate response will be provided to the customer within 3 business days for issues where Tier 1 or Tier 2 provided the resolution and/or was responsible for the negative comment or grade.

The Mobile Training Suite (MTS) is a self-sufficient (non-network dependent) training system that emulates the production environment. Students connect directly to the mobile server with a hard-line connection. Due to spectrum certification issues that would exist for each mobile suite and each individual location, a wireless connection is not authorized.

Schedule
PDSS for GCSS-MC is responsible for:
Manage and sustain all GCSS-MC Increment 1 Including hardware, software, warranties and licenses.
Knowledgeable with Oracle E-Business Suite and Marine Corps logistics functions and processes to manage and tailor the GCSS-MC Increment 1 implementation of Oracle E-Business Suite (EBS).
The Contractor must be capable of providing proactive operations support to sustain 24 hours a day, 7 days a week, 365 days a year worldwide end-user access to GCSS-MC Increment 1 services.

The system currently has hundreds of known issues. The list of issues will be updated after migration to the R12 instance Fixes to the system are prioritized by the Marine Corps and processed through the CCB Routine Fixes will be considered part of basic sustainment (LOE 50 hours or less) Significant Fixes (LOE of 51 hours or greater) will be handled as ECPs via task order

GCSS-MC Software Engineering, Software Development, and Software Sustainment GCSS-MC is a software intensive system Requires contractor use of software engineering, software development, and software sustainment best practices Contractor is responsible for performance of GCSS-MC software Software should meet industry standards for open systems Modular Loosely coupled Software should accept third party add-ons Government will provide Subject Matter Experts with knowledge of Oracle EBS and of GCSS-MC software functionality to evaluate and test proposed solutions The solution development environment will be provided by the Government and will comply with all NIST 800-171 Zone D/IA Security Guidance The contractor will use the Government’s software code and configuration management tools resident in a Government controlled environment, Navy Systems Engineering Resource Center (NSERC)
