WAREHOUSE VERTICAL STORAGE SYSTEMS

STATEMENT OF OBJECTIVES (SOO)

SCOPE:

The Marine Expeditionary Rifle Squad (MERS) desires a vendor to provide, assemble, and install two (2) vertical storage systems (small and large) to store tactical and experimental equipment. One system will be utilized for large loads and the second system will be used for small loads.

BACKGROUND:

MERS is the steward of the Marine rifle squad’s suite of equipment and works with all the program managers at MCSC to optimize and integrate the rifle squad’s equipment.

The program founded the Gruntworks Squad Integration Facility located on Camp Barrett at The Basic School, MCB Quantico, VA. The Gruntworks facility provides a venue to engineer, evaluate, and refine the capabilities and limitations of all equipment in development and under consideration for procurement and issue to the infantry squad.

This dynamic facility uses a human factors lab, an equipment prototyping and modification workshop, a mobility platform integration area, and an Operational Environment Simulator focused on equipment evaluation to accomplish equipment modernization and integration initiatives. Human Systems Integration and ergonomics are applied to the physical integration of the infantry squad’s equipment.

OBJECTIVES:

1. Logistics

Install vertical storage system along the internal western and southern walls of the GruntWorks Squad Integration facility located at Building 24017, Gilbert Road, Quantico, VA 22134 without obstructing any light fixtures or doorways and avoiding “dead space” between the two systems as much practical.

2. Design

Large System

System shall be heavy duty with ability to withstand warehouse environment. Large system shall be capable of lifting and storing items of a 1000 lbs. minimum.

Small System

Small system should be capable of lifting and storing items of a 200 lbs.

minimum. Each system should allow for loading of multiple containers/items simultaneously.

Vendor shall provide initial commercial training of systems and provide system handbook.

Systems shall include a security feature which allows the ability to restrict accessibility of specified storage locations and or items to unauthorized individuals.

Systems shall include automated system allowing ease of tracking and retrieval or inventory items as well as keeping a tally of items on hand.

Systems shall be compatible with facility’s planned electrical infrastructure.

Systems shall include internal environmental conditioning to mitigate the effects of humidity in confined spaces.

3. Quality Control

Systems shall include an extended warranty effective at the expiration of manufacture’s original commercial warranty. This warranty shall cover all parts and labor required to restore the system to an operational condition.

4. Installation Instructions

The contractor shall document and deliver to the Marine Corps a clear, concise, and executable set of installation instructions which describe how to install the vertical storage systems being quoted. These instructions shall separately describe: (1) how to assemble and attach the storage system subcomponents with respect to each other; (2) the means of attachment (if any) of the storage structures to the building; (3) the electrical connections, electrical power controls, and/or power supply needed (if any) for operation of the vertical storage systems; and (4) any other information (if any) needed to successfully install the storage systems into the Gruntworks facility. The contractor shall warrant the correctness and completeness of the instructions.

5. Electrical Power Limitations

If electrical power is needed, the equipment quoted should be able to be operated by connection to the planned electrical power service available at the Gruntworks building, with or without separate or additional power controls, junction, or breaker boxes or similar apparatus which does not require expanding the planned electrical power service available at the Gruntworks facility.
