Statement of Objectives (SOO)
The objective of the SOO is to allow the vendor the maximum flexibility to innovatively manage the projected schedule, performance, risks, warranties, subcontracts, and data to provide the goods or services that satisfies the Government's performance requirements.
While vendors have flexibility to propose their own solutions, MCSC has the following objectives that are to be addressed in quotes.
SEE ATTACHMENT 1
Instructions to Vendors
MCSC desires to procure an equipment solution to the requirements described in the SOO (Attachment 1) which can be installed in its Gruntworks facility at Quantico MCB, VA with TOTAL installation costs (exclusive of any necessary electrical building connection work) limited to no more than [micro purchase threshold]. If no quotes are returned with total installation costs less than $2,000, the Marine Corps reserves the right to place an order and award a contract for CLIN 0001 without ordering CLIN 0002.
CLIN 0001 Should include the prices for delivery and assembly (if needed) of the storage system subcomponents at the Gruntworks site, but exclude the price of work (if any) needed to secure the completely assembled storage systems to the existing building structure in order to safely use the storage systems at the Gruntworks site.
CLIN 0002 Should include the prices for any work (if any) needed to secure the completely assembled storage systems to the existing Gruntworks building structure in order to safely use the storage systems at the Gruntworks site.
Vendors who quote equipment solutions that may remain 100% portable without permanent attachment to the existing Gruntworks facility should describe and affirm the safety and structural stability of their system in the information submitted with their quote.
The Marine Corps anticipates completing any necessary electrical installation work separately from any contract resulting from this quote. However, each vendor must warrant its installation instructions. In addition, the basic and optional equipment warranty coverage quoted may not be conditioned or limited based upon restrictions of who the Marine Corps might utilize to complete any necessary electrical installation work, or general installation work in the case where only CLIN 0001 is ordered and awarded.

Note: In the case of a quote without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the vendor may not be evaluated favorably or unfavorably on past performance. Therefore, in the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
