QUALITY ASSURANCE SURVEILLANCE PLAN
1.0 Objective. This Quality Assurance Surveillance Plan (QASP) is the Government’s principal basis for assessing overall performance quality associated with the contractor’s effort. The Government will use this document to assess the contractor’s management and technical services. Specifically, this QASP provides the methodology by which the Government will monitor the contractor's performance and compliance with performance objectives and establishes quantifiable performance benchmarks. The QASP relates directly to the performance objectives delineated in the PWS and is limited to that which is necessary to verify satisfactory performance regarding the contractor’s management and technical services.
2.0 Government Surveillance. The designated Government Task Lead is the Technical Representative for this task, and her or his authority is limited to administering specific technical aspects of the task order. The Technical Representative cannot advise or act outside the scope of responsibilities delineated under the task order and must defer any interpretations to the Contracting Officer. The Technical Representative’s duties include:
· Maintaining detailed knowledge of the contract’s technical requirements;
· Documenting contractor performance in accordance with the QASP;
· Identifying and immediately forwarding notifications of non-compliant performance to the Contracting Officer;
· Approving priorities of support, resources, and associated schedules.
3.0 Surveillance Methods. The Government uses surveillance of contractor performance to determine whether the contractor is efficiently complying with a task order’s terms and conditions. In addition to statistical analysis, the Technical Representative uses his or her functional expertise to adequately evaluate contractor performance. The Technical Representative will use the below listed methods of surveillance to administer of this QASP. The Work Breakdown Structure (WBS) element delineates the standards are delineated in the Performance Requirements Survey (PRS) table:
· Direct Observation - A qualification method that is carried out by collecting evaluative information in which the observer watches physical outcomes that can be readily seen.
