| QUESTION NO. | QUESTION | ANSWER |
Can we get access to the modeling file used for the LUPO DPAC? | The modeling files are not available for release.
Mounting hole sizes? – can they be loose tolerance or oversized to accommodate any variability in the mating parts? | Mounting holes may exhibit looser tolerances that allow the variablility in LUPO units to interface better with the new DPAC. Note that this does not allow the offeror to reduce strength in the mounts and additional hardware may be required to mount the DPAC to the LUPO.
How was the maximum weight determined? | The existing DPAC on the LUPO weighs 870 pounds. No additional weight is allowed for the replacement unit.
What is the power factor for the generator; spec calls for 3.3kW; should it be 3.3 kVA – if not, what is the PF? | 3.3kVA is acceptable. A power factor of 1 is allowable for the electrical power output.
Will there be a crane available for the test? | Material handling equipment will be available for the demonstrations. The equipment will be capable of connecting to the top of the DPAC and removing the current DPAC.
Is a drawing for the remote control panel available? | Drawing 11411A3003 includes the remote panel. This drawing is located on page 27 of the DFP. Detailed information about the remote panel is included in DFP sections 3.5 - 3.5.8 and figure 27.
For the air compressor fault, is an auto reset function acceptable instead of the manual reset? | An automatic reset function is acceptable, if an additional indication light is present on the remote panel to notify users that the automatic reset is prohibiting the operation of the DPAC.
Where will the DCMA inspection location be? | The DCMA inspection location is at the origin.
What are the specific weights that are to be recorded on the data plates? | The weights required on the shipping data plate from 3.9.3 are the weights and CG of the DPAC, not the LUPO. The weight and CG on this data plate should reflect the wet weight - full of fuel and ready for operation. Only one weight is required to be on the data plate.
How will the 20 year service life be quantified/determined/evaluated? | Paragraph 3.11.4 is deleted from the revised DFP.
What devices are to be used to determine performance (cfm’s, kw’s, etc.) | It is the contractor’s responsibility to provide properly calibrated measurement equipment for the demonstrations. No specific devices or device types are called out, but adequately calibrated devices are required.
If no additional, dimensioned drawings are available will the awardee be allowed additional access to the unit for inspection purposes? | Access to the LUPO at Rock Island will be made available to the awardee.
Where is the diesel fill location to be on the unit? | The refueling location is required to be on the side of the compressor in paragraph 3.4.7.2. The exact location of the fueling cap must allow fueling while the DPAC is mounted on the LUPO. A funnel will be used to support fueling.
What are the correct cable harness location dimensions? | The requirement in 3.2.4, that the DPAC interface identically with the LUPO, governs these dimensions. For the sake of clarity, the dimension that covers the cable output in drawing 11411A3001 has been deleted.
We need additional clarification on the height limitations and dimensions regarding the exhaust. | 3.4.6 gives the requirements of the size of the DPAC. The dimensions of the exhaust point are not required to be included in the height of 32.3 inches, but are not allowed to impede storge, removal, or operation. The definition of "exhaust point" is the exhaust output required in section 3.4.8 to be a 1.75 inch stainless steel tube and a rain cap. The acceptable length of this tubing outside the enclosure is a length sufficient to attach the rain cap, up to 1.8 inches as defined in drawing 11411A3001.
Vibration requirement – test vs. certification? | 3.4.6.3 requires vibration endurance. A new paragraph added to section 4 in section 4.6 requires third party testing. Vibration endurance and operating temperature are the requirements that are tested by a third party.
Where can we find a copy of the technical manual for the existing units? | TM 11411A-OI/1 is posted to the solicitation website as an attachment. This TM covers operation and maintenance of the DPAC as well as the rest of the LUPO.
Will the ball valve be required for the compressed air? DPAC that was reviewed at RIA had no ball valve. | No ball valve is required. Paragraph 3.2.4.1 has been updated to remove the requirement for a ball valve. Also note that a requirement to add a cap to protect the outlet before installation is added to paragraph 3.2.4.1.
Section 3.4.12, are redundant safety gauges/switches required? There were no external gauges/switches on the DPAC that was used for inspection, and the remote instrument panel had the gauges/switches in it. | The location of the gages/switches required in 3.4.12 (compresser pressure and compresser oil temperature) is acceptable only on the remote panel. Paragraph 3.4.12 is updated to reflect this new requirement.
Is there a requirement for the location of the crane power lead coming from the DPAC? | The crane power supplied by the DPAC is required in 3.3. All interfaces shall be identical to the current interfaces. It is expected that the crane connections will be disconnected from the current DPAC and connected to the new DPAC
Is there a requirement for a circuit breaker for the crane power? If so, how many AMPs should it be rated for, and what type of fuse or breaker is required? | The crane power currently exhibits a circuit breaker. This circuit breaker is part of the crane installation, and is not required to be supplied with the DPAC. The circuit breaker will be removed from the old DPAC and installed into the new DPAC
Section 3.1.3 talks about alternate design. How shall it be decided if the alternate design is “better”? i.e. Fuel fill location | Section 3.1.3 defines better as higher quality, faster manufacturability, greater maintainability, lower cost, or shorter lead time. In the case of the fuel fill location, the primary concern would be usability. The offeror is encouraged to submit alternate designs within their proposal.
In Description for Purchase 3.3. How much ampacity is required for the DC crane? | The DC crane operates on a 150 amp breaker, so for sizing purposes, 150 amps are required.
In Description for Purchase 3.3. Will the crane run simultaneously with either the Air compressor or generator? | The DC crane is not required to be run simultaneously when either the air compressor or generator are drawing power.
In Description for Purchase 3.4.6.1. The lack of measurements in the drawings makes it difficult to accurately determine mounting hole location. The new units mounting surface can easily be matched to the existing base pattern once accurate hole locations are known. | It is the contractor's responsibility to ensure mounting hole locations. To aid in determing mounting hole locations, the LUPO at Rock Island shall be made available upon request after contract award.
Will any non-liquid cooled engines be considered? | From government market research no available sources of non-liquid cooled engines would be able to meet all requirements of the DFP, specifically the noise. If new sources of non-liquid cooled engines or other methods of supressing the noise from non-liquid cooled engines are available, a non-liquied cooled engine would be acceptable.
Our unit has internal vibration dampening brackets on the engine and compressor itself not on the external mounting surface. From our experience external vibration dampening brackets exposed to the elements creates a point of failure in the mounting plate. Will internal vibration dampening brackets be acceptable? | Yes, internal vibration dampening brackets are acceptable. In addition, as stated in paragraph 3.4.6.2, methods of reducing vibration other than rubber vibration dampeners will be considered on a case-by case basis.
