Comment / Question Government Response

1. PWS Section 3.2.3

PWS Section 3.2.3, Page 14

Given that the RFSS's that are awarded and installed at MCB Camp Pendleton and MCAGCC Twentynine Palms will result in vendor-specific technology for the entire MCI- West enterprise, we are requesting the USMC to include priced CLIN options for all MCI-West bases in response to this RFP. This will allow the USMC to evaluate the total cost of ownership for the entire enterprise up front and to ensure the best value to the government.

We will not include priced CLIN options for all MCI-West bases in response to this RFP at this time.

2. PWS Section 3.2.1

PWS Section 3.2.1, Page 8

It is our understanding that Yuma is served by the RFSS at MCB Camp Pendleton. Will the existing legacy RFSS at MCB Camp Pendleton continue to serve Yuma until Yuma is awarded and added to the MCI-West Enterprise?

This matter is still TBD, because we are only seeking information pertaining to MCB Camp Pendleton and MCAGCC Twentynine Palms at this current time.

3. RFP Section 52.212-1

RFP Section 52.212-1, Page 8

Due to the significant changes per Amendment 2, we would like to request a proposal extension with a new submittal date of May 23, 2014 at 9:00 a.m.

Proposal due date is extended until 09:00 am 16 May 2014.

4. PWS 11.1/RFP

Key Personnel

PWS Section 11.1, page 13, Section 2 Key Personnel & RFP page 21 Section 2 Staffing Plan

The list of key personnel to be identified by name and title differ between PWS Section 11.1 and the RFP. Since the RFP requires us to provide proposal backup to include high-level labor manning, labor categories and hours, material and equipment cost, Motorola requests whether the RFP or PWS takes precedence for the staffing plan.

Please see revised E-LMR WRI PWS for update Section 11.1 which now reflect the RFP.

5. RFC N/A

Antenna, transmission line, radio frequency combiners, repeaters, universal power supply, network interface equipment, interoperability subsystems, combiners, equipment racks, and transmission line are not in the pricing summary. Should vendors price RF, dispatch, management and logging sites?

These items have been identified in the PWS are understood to be part of the turn-key solution.
