Question # Question Response

32 All CDRLs: CDRL A004 was updated to require MS Office 2010, however, all other CDRLs still reference MS Office 2003. Please confirm that all CDRLs are to be delivered in MS Office 2010. If MS Office 2010 is not acceptable, will the Government allow CDRLs to be delivered in MS Office 2001?

MS Office 2010 is acceptable for all CDRLs, or they may be submitted in PDF format.

33 CDRL Items: Block 16: Several CDRL items list CLINs under Block 16 of the CDRL item sheets that either do not exist or do not seem appropriate for the CDRL item. Please provide direction on which CDRLs are to be priced under which CLIN items.

CDRLs that do not specify a CLIN to which they apply are primarily administrative/management and logistics documents. Therefore, they do not tie specifically to one CLIN.

The application of pricing for such CDRLs is a business decision to be made by each offeror.

34 System Specification, Section 3.3.2: Please clarify if the existing fielded system racks (Rack A and Rack B configuration) meet the requirements of Spec 3.3.2, including overall dimensions and the requirement for 12" minimum ground clearance.

Currently fielded racks do not meet all of the requirements called out within the specification cited. The Government has a requirement for a new type of rack, which is annotated in section 3.3.2 of the System Specification.

35 System Specification, Section 3.3.4.2 GFE Wireless Weapons allow modification or replacement of these weapons. Please confirm the SOW/Spec requirements such as IUID, Environmental, E3 effects, RAM and Laser Safety only apply if the weapons are modified or replaced.

Correct. The SOW/Spec requirements such as IUID, Environmental, E3 effects, RAM and Laser Safety only apply if the weapons are modified or replaced.

36 System Specification, Section 3.4.2 Terrain States: "The marksmanship databases shall be modeled using the locations listed in Appendix H for Pistol, Rifle and Shotgun.

Each database shall be populated with geo-specific natural and manmade 3D features."

Please confirm the Government's intent is to have the 3D visual requirement for the marksmanship training mode.

The Government is not requiring 3D in terms of using visual goggles to provide 3D effects. The requirement is for natural and manmade features within the database to demonstrate height, width and depth to portray a more realistic environment.

Accordingly, 3D visual is a requirement for the marksmanship training mode.

37 System Specification, Section 3.3.1: What is the maximum number of trainees required for the minimum size configuration (e.g., The Marine Security Guard configuration)?

In accordance with System Specification 3.1 the system shall support from one (1) to five (5) trainees during marksmanship scenarios and from one (1) to eight

(8) trainees during collective scenarios.

38 Will the Government provide the weapon communication protocols for tethered GFE weapons?

The Government is not in possession of the communication protocols and is therefore unable to provide them.

39 System Specification, Section 3.7.3.5, Video Scenario. Please clarify the following: A) How many video scenarios are in current ISMT systems? B) What is the total video footage length in terms of time?

There are 14 major video scenarios, which are part of the currently fielded ISMT systems. In addition to the 14 major videos there are branch videos or decision paths (segments), which support the major scenarios.

The 14 major video scenarios are stored on 5.2 GB DVDs. There is one major video scenario per DVD. The total video footage length, in terms of time, varies for each of the major video scenarios.

40 RFP Section L, paragraph L.10.1.1)d) states "The Offeror shall describe the calibration and zeroing procedures for the weapons."

There are no details specified in the System Specification or SOW defining the Government's requirements for calibration and zeroing procedures for the weapons.

Please provide requirements.

The System Specification, section 3.3.4, has been updated to include bore sighting and zeroing requirements.

41 RFP Section L.9.3: Please confirm Transmittal Letter is not included in page count.

In accordance with Section L.7 the Offeror may bring a transmittal form to be completed by the receiving official prior to the closing date/time.

This transmittal form can be in any format the Offeror likes and does not count against the total page count as described in Section L.10

42 RFP Section L, (Various Paragraphs): The instructions state the Price Proposal is not to exceed 50 pages. This appears to be in conflict with the instructions stated in L.10.2 that require an offeror to provide Section A through K (approximately 47 pages). These RPF sections would not include the required, additional information;

for example: an offeror's detailed rationale for un-priced items (if applicable), program requirements, and assumptions.

The RFP sections are not included in the total page count.

43 RFP CLIN 001: Please provide the details for current existing ISMT systems expected for the initial delivery, specifically the rack dimensions and projector model?

In accordance with section 3.3.2 of the System Spec the dimensions of the racks are 40"L x 24"W x 27"H for Rack A and 40.11"L x 21.56"W x 22.63H for Rack B(shipboard configuration). The Government will not specify the projector make/model, but rather the required functionality.

44 System Specification 3.4.1 and 3.7.5.1 implies High Definition (HD) video is required. Request the Government confirm the 16x9 aspect ratio and 1920x1080 display resolution are required for new video scenarios and the existing GFE scenarios can be used as is?

The systems functionality are described in the System Spec In sections 3.4.1 and 3.7.3.5.1. The aspect ratio and display resolutions may vary based upon an Offerors technical solution. However, the technical solutions shall comply with the System Specification. The GFE scenarios can be used as is or converted to the format utilized by the Offeror, so long as the content of the scenario remains the same. All conversions shall be performed by the Offeror.
