Q&A

ABC Questions/Answers

Question 1. “SOW 3.1 What is the maximum number of people that will be in the training class for the delivered product?”

Answer 1: 20 people.

Q2. “SOW 3.4.1 Can the government provide some examples of the types of technical and functional performance items required in the Product Specification? This answer will help in estimating the effort required to produce the specification.”

A2: Some things (but not inclusive) that should be included would be physical characteristics, input power ranges/requirements, environmental characteristics, and types of batteries that can be charged.

Q3. “PD General: Is there a minimum number (threshold) of batteries required to be installed in the ABC at one time?”

A3: No.

Q4. “PD 3.1.3: Can the government clarify the configuration for the requested 85% efficiency? Total number of batteries (minimum), type of battery, input limiting (300/1000W), and charging profile (serial or parallel) all affect efficiency.”

A4: Configuration: 1 battery, either Lithium Ion or Nickel Metal Hydride (both will be tested), input will not be limited.

Q5. “PD 3.1.4: Is there a minimum number of commercial AA, C, and D batteries required? It is understood that the desired number of batteries is in reference to the larger military style batteries.”

A5: There is no minimum required number of small commercial batteries to be installed at one time. It is desired that the system accept a larger number of these batteries than of the larger military style batteries.

Q6. “PD 3.1.10: For some of the battery types, it is not recommended to charge them below 0C (32F) or above 45C (113F). In these extreme regions, does the government require disabling charging functions, require an active temperature control for the battery, or is there another concept of operations?”

A6: The system should able to perform a charging function within the required temperature range.

Q7. “General: We are requesting a two-week extension to provide a more complete proposal to the government. Will the government grant this extension?”

A7: Yes, proposals will now be due by 2:00pm local time on 19 December 2012.

Q8. “Requirement 4.1.17 “Shipboard Equipment Shock” per Mil-S-901D typically applies to shock testing for shipboard mounted machinery and equipment. As this is a man portable charger is it correct to levy such a requirement upon the unit?”

A8: That is a non-Critical Performance Parameter.

Q9. “Requirement 4.1.8 “Rain” specifies the unit shall operate properly during rainfall in “any operating or transport configuration”. Does this mean the charger shall operate under rainfall while charging batteries?”

A9: That is a non-Critical Performance Parameter. As the charger is only intended to be transported and not operated in an uncontrolled environment, this requirement only applies to the storage configuration.

Q10. “Under section 3.1.3 will efficiency be measured at battery terminal delivery into a load or per a discharged battery pack of know capacity?”

A10: Efficiency will be measured based on output from charger into battery.

Q11. “Under section 3.1.4 AA, C and D size NiMH batteries “Commercial Item” is listed. Is it the government’s intention for the vendor to provide a COTS solutions.”

A11: The batteries are considered commercial items. The solution provided is up to the vendor.

Q12. “Do you know if this is 2013 or 2014dollars?”

A12: 2013 dollars

Q13. “Will the GOV want to own the IP?”

A13: Refer to the included FAR clauses about technical data rights.

To demonstrate past performance, the offeror shall identify a maximum of THREE (3) of its most relevant contracts or efforts within the past three years, and provide any other information the offeror considers relevant to the requirements of the solicitation. Offerors should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation.

Relevance is defined as contracts that are similar in size, scope, complexity, and cost/price. The contracts or efforts will be evaluated in the aggregate in order to allow offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered acceptable if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of contracts or efforts as described above. Only a set of up to three contracts or efforts shall be submitted.

Ensure that accurate and concise information is provided for each contract or effort, whether the data is for the prime or the subcontractor, including:

•Title of Contract, Contract Number, and Sponsoring Organization;

•Name, mailing address, telephone and email address for the Technical POC or COR and

Contracting Officer;

•Type of Contract, Value, Award and Completion Dates;

•Brief description of the services performed, problems identified and corrective action taken, awards/recognition received; and

•Cure/Show Cause notices received, and reasons.

Offerors are advised that the Government may use and evaluate independently obtained past performance data such as Past Performance Information Retrieval System (PPIRS) and Past

Performance Questionnaires (PPQ) as well as and in addition to all recent and relevant past performance data provided by the Offeror. Moreover, since the Government may not necessarily interview all of the sources provided by the Offeror. Furthermore, the Government does not assume the duty to search for data to explain or remedy any inconsistencies it finds in the information provided by the Offeror. The burden of providing thorough and complete past performance information remains with the Offeror.

For each contract of relevant work above, the Offeror shall provide a Past Performance

Questionnaire as provided in Section J (Attachment 2). The Offeror shall send out, and track the completion of, the Past Performance Questionnaires to each of the Offeror’s

Governments/Commercial Points of Contact (POCs). Any completed Past Performance

Questionnaires must be submitted directly from the Offeror's Governments/Commercial POCs to the Government not later than the closing date of the solicitation. Each of the Offeror’s POCs shall email its completed Past Performance Questionnaire directly to the contract specialist at matthew.s.brown2@usmc.mill.

Part IV. Technical This part shall explain the Offeror's ability to meet or exceed the factors delineated in the Performance Specification. The volume shall not include any cost/pricing data.

The Technical Volume shall include a Cross–Reference Matrix showing the proposal paragraph number where an evaluator will find the detailed discussion of the requirements listed in the Performance Specification. The Offeror shall provide data to substantiate their product meets or exceeds the requirements of the Performance Specification. It is permissible to submit the substantiating data on a CD-ROM and will not be counted against the page limitations set forth in Section L. Substantiating data in excess of page limit shall be limited to technical drawings, photographs, test reports, and product specification sheets. The offeror shall identify any “value-added” features that will contribute to the overall accomplishment of the Advanced

Battery Charger (ABC) program. These elements shall be quantified from the standpoint of improvements to configuration change, performance, cost reduction, innovative business strategies, or other measures the offeror believes will contribute to program execution.

L-3.0 INTENT TO INCORPORATE CONTRACTOR’S TECHNICAL PROPOSAL

All or part of the successful Offeror’s technical proposal may be incorporated in any contract resulting from this solicitation. Moreover, the successful Offeror’s technical proposal may be incorporated by reference. Nothing contained in the successful Offeror’s technical proposal shall constitute a waiver to any other requirement of the contract. In the event of any conflict between the successful Offeror’s technical proposal and other requirement of the contract, the conflict shall be resolved in accordance with the Order of Precedence clause. (FAR 52.215-8)

The successful Offeror will provide, as necessary, any updated technical proposal changes that reflect the results/responses to any items of clarification and/or discussions.
