ABC Performance Description Version 2012-06-28

1.0 SCOPE

1.1 Introduction

A need exists for an Advanced Battery Charger (ABC) that will address the performance objectives set forth in this document. This Performance Description (PD) defines the effort and desired attributes for development and delivery of an Advanced Battery Charger.

All items identified in Paragraph 3.0 of this document are Critical Performance Parameters.

Critical Performance Parameters (CPPs) are essential to the performance of the unit, and must be met to satisfy the Government’s minimum requirements. All items identified in Paragraph 4.0 of this document are objectives that are considered value added attributes. A trade off shall be done on these parameters to determine which parameters to what extent should be included in the design of the system. The offeror may also propose their Value Added features not listed here.

1.2 Current System Description

The USMC currently fields the Soldier Portable Charger (SPC) for its communications, electronics, and weapons systems battery charging needs. The SPC is built into a hard plastic case that is designed to be closed during transport but open during charging. More information about this charger can be found at:

http://www.marcorsyscom.usmc.mil/sites/pmeps/pp8498Charger.asp

1.3 Overview of Desired System

The Advanced Battery Charger will allow complete charging of different types of military and commercial batteries used for communications, electronics, and weapon systems. This charger is intended to be transported in an uncontrolled environment and operated in a controlled environment. Typical military environmental parameters in these environments can be found in

Appendix A. As new batteries are introduced into the Marine Corps inventory, the charger shall be able to be updated and upgraded to allow for charging of those batteries.

It is highly desired to minimize the size and weight and to maximize efficiency of this system. A tradeoff should be done to determine the best design to minimize each of these characteristics without compromising the others. Final system cost should also be considered in this tradeoff.

The government expects that the new system shall not exceed 1.5 times the cost of the current system at production volume.

2.0 APPLICABLE DOCUMENTS

This document is subject to all applicable laws and regulations in effect, unless specifically exempted by the Government.

The following documents form a part of this description to the extent specified herein. In the event of conflict between the documents referenced herein and the contents of this description, the contents of this description shall be considered a superseding requirement. In the event the listed documents have been superseded, the most current version or replacement document shall be used.

3.0 SYSTEM PERFORMANCE

3.1 CRITICAL PERFORMANCE PARAMETERS

3.1.1 The ABC shall weigh less than 25 pounds. Lower weight is highly desired. THIS IS A

CRITICAL PERFORMANCE PARAMETER.

3.1.2 The ABC shall be less than 1.7 cubic feet, including any handles. Smaller volume is highly desired. THIS IS A CRITICAL PERFORMANCE PARAMETER.

3.1.3 The ABC shall be at least 85% efficient. This will be defined as the ratio of power output to all installed batteries versus the input power to the system, when operating using AC input power. Higher efficiency is highly desired. THIS IS A CRITICAL

PERFORMANCE PARAMETER.

3.1.4 The ABC shall be able to charge the following batteries. THIS IS A CRITICAL
