Answers to Questions for RFP M67854-13-R-2440 MFOCA

Q 1. Solicitation Section F, Section I, Clause 52.216-18 and the CLINs indicate the period of performance is for 36 months. Clause 252.216-7006 states the government can place delivery and/or task orders for 60 months from the award date. Please verify if the time period for the contract is 36 or 60 months?.

A1. The Clause 252.216-7006 is changed to reflect 36 month period.

Q2. Solicitation Section L, Part IV on page 50, Please clarify if the sample 1 meter in length cable assembly must comply with the performance specification in all aspects and if a sample of each part number is required?

A2. The sample 1 meter cable should meet PD requirements: MFOCA0002.00, MFOCA0006.00, MFOCA0007.00, MFOCA0016.00, MFOCA0017.00, MFOCA0018.00, MFOCA0019.00, and MFOCA0043.00. The requested sample 1 meter cable should contain all parts. Additional samples of each part number is not required.

Q3. The IEC 61280-4-1 Annex B, three (3) reference cables is a “three jumper method”. This method will allow the connectors as part of the 300m and 1 kM long assemblies to pass even though they are above the limit as specified in paragraph 3.4. Essentially “referencing out” both of the mated connectors. The only intrinsic loss will be the fiber optic cable itself

Can we use the USMC 0100-2521 HQRC – HQLC modified one jumper test method in order to achieve accurate test result?

A3. No. The vendor needs to use the three jumper method in accordance with the PD.

Q4. Performance Spec 3.2 MFOCA 0005 States “HC-EB connector plugs to terminate fiber optic cable shall be as specified in MIL-DTL-83526/20A and modified by DLA Land and

Maritime Drawing 10023.”DLA Drawing 10023, Second Draft, Section 3.8 Manufacturer eligibility states in paragraph 3.8.1 “To be eligible for listing as an approved source of supply on this drawing …, a manufacturer shall be listed on the MIL-DTL-83526/20 Qualified Products

Database.”

Is it then a correct interpretation of the requirements of the Performance Spec, DLA Drawing

10023 and MIL-DTL-83526/20A, that in order to supply HC-EB connector plugs, a manufacturer shall be listed on the MIL-DTL-83526/20 Qualified Products Databse?

A4. No.

Q5. Performance Spec 3.3 Interoperability and Mating MFOCA 00017 States “The USMC

MFOCA shall mate with HC-EB bulkhead receptacles as specified in MIL-DTL-83526/21A and modified by DLA Land and Maritime Drawing 10024.” DLA Drawing 10024, Second Draft, Section 3.8 Manufacturer eligibility states in paragraph 3.8.1 “To be eligible for listing as an approved source of supply on this drawing …, a manufacturer shall be listed on the MIL-DTL-

83526/21 Qualified Products Database.”

Is it then a correct interpretation of the requirements of the Performance Spec, DLA Drawing

10024, and MIL-DTL-83526/21A, that in order to supply HC-EB bulkhead receptacles, a manufacturer shall be listed on the MIL-DTL-83526/21 Qualified Products Database?

A5. No.

Q6. Performance Spec 3.3 MFOCA 00018 States that “The USMC MFOCA shall mate and operate with the HC-EB bulkhead receptacles on the DTC and the DDS-M CSM.”

What specification was used to define the design and performance details of these HC-EB bulkhead receptacles currently in use? Unless qualified to a specification, the design, intermateability, and interoperability of those adapters is otherwise unknown.

A6. This variable is the reason offeror’s insertion loss is only for their assembly (ie., PD para 4.5

(three jumper test method).

Q7. Performance Spec 3.3 MFOCA 00018, 00019 States in 00018 that “the USMC “The

USMC MFOCA shall mate and operate with the HC-EB to Tactical Fiber Optic Cable Assembly

I (TFOCA I) adapters currently in use by the TSM Deployable Integrated Transport Suite (DITS) and DTC.”

What specification was used to define the design and performance details of the TFOCA I adapters currently in use? Unless qualified to a specification, the design, intermateability, and interoperability of those adapters is otherwise unknown.

A7. This variable is the reason offeror’s insertion loss is only for their assembly (ie., PD para 4.5

(three jumper test method).

Q8. SOW para 3.9 Packaging Will USMC provide the 21 digit packaging code or will the

Offeror need to develop its own IAW appendix E of Mil Std 2073-1E? Can you please provide guidance and or a point of contact for clarification questions?

A8. Government will provide GFI as stated in SOW para 3.2.2.

Q9. SOW 3.7.6 Supplemental data for provisioning CDRL B004 within BLK 9 notes that this is a distribution statement A: approved for public release, distribution is unlimited. The Offeror’s products are developed solely at private expense and will be provided with limited data?

A9. Refer to Section L, Part I, Model Contract, Para 1.

Q10. SOW 3.5.1 Product Drawings / Models and associated lists Offeror’s product are based in a minor modification of a mil qualified product to M82526 / 20 and /21 of which the Offeror may be QPL’d. The base line product is an EAR 99 classified product line. The DLA drawings

100023 (and 100024) point to M83526/20 (and /21) with a minor difference of marking the insert face and different cavity nomenclature such as the two fiber S1/S2. The Offeror considers this to be a commercially available technology developed at Offeror’s expense. Based on this;

Offeror’s documentation detail will be the Offeror’s customer drawings and support documentation that is normally available on a commercial basis.

Will this be acceptable to meet this requirement?

A10. No.
