This amendment documents questions received via email during discussions. In order to prevent release of source selection sensitive information, some questions and answers have been partially or fully redacted. Duplicate questions and answers are not shown.
TECHNICAL VOLUME QUESTIONS:
1. Question: In SOW Para 3.6.3 Production Acceptance Test, is the contractor required to participate in the Joint Limited Technical Inspection (JLTI) at the destination location?
Government Response: No
1. Question: Does SOW Para 3.8.2 Commercial-Off-The-Shelf (COTS) Manual and Associated Supplemental Data indicate that the Government has already considered the MFOCA products as COTS or is this requirement specified in the event that the MFOCA products are designated COTS in the future and hence, the contractor would have to provide this documentation?
Government Response: The assembled MFOCA is NOT considered COTS. However, if there are COTS items needed for the completion, operation, or maintenance of the assembled MFOCA, then the documentation would be required.
1. Question: [Redacted question regarding correction of offeror’s drawings.] Government Response: Offerors drawings need to comply with all requirements. Single Mode connectors are required to be green.
1. Question: [Redacted question regarding sample cable requirements.] Government Response: The sample 1 meter cable shall meet PD requirements: MFOCA0002.00, MFOCA0006.00, MFOCA0016.00, MFOCA0017.00, MFOCA0018.00, MFOCA0019.00, and MFOCA0043.00. The requested sample 1 meter cable should contain all parts. Additional samples of each part number is not required.
5. Question: Will you identify the parts of the MFOCA connector that need to be brown?
Government Response: The Coupling Nut Grip and Molded Dust Cap. The purpose is to quickly distinguish reels of mixed mode (brown) from reels of single mode (green) and multimode (black) expanded beam fiber optic cable assemblies using the same form factor end connectors. However, please see the response to #4.
BUSINESS VOLUME QUESTIONS:
1. Question: Do we resubmit our entire proposal with revisions or are revision addendums with section/page replacements acceptable?
Government Response: Revision addendums with section/page replacements are acceptable. In addition, you may submit your changes electronically to me only at this e-mail address by the due date. Any technical changes should be submitted in PDF format. Any price changes will be submitted in PDF as well as in an Excel spreadsheet.
2. Question: When you reference a submission by mail or hand carry, are the words "mail" or "express mail" generic terms for the various carriers that have been listed, i.e., FEDEX, UPS or US Postal Service?
Government Response: Yes
3. Question: If pricing changes are submitted, are these changes required in a revised hard copy using pages 2 through 15 of the original solicitation plus the Microsoft Excel spreadsheet on a CD or is just one or the other of these formats sufficient?
Government Response: You may submit any technical and/or pricing changes via email to me at this address by the due date. You may submit your changes electronically in to me only at this e-mail address by the due date. Any technical changes should be submitted in PDF format. Any price changes should be submitted in PDF as well as in an Excel spreadsheet. If you choose to submit via mail, please submit 1 hard copy using pages 2 through 15 of the original solicitation plus the Microsoft Excel spreadsheet on 1 CD for any pricing changes. For Technical changes, submit 7 hard copies with the 5 page limit and 1 CD.
4. Question: Since the FPR (5 page limit plus drawings) is part of the Technical Volume, are separate hard copies required for a Business Volume (quantity of two (2) and a Technical Volume (quantity of seven (7)) containing the revised pricing and FPR (plus drawings) respectively, as well as a CD of each volume with all of its contents as e-files?
Government Response: Yes
5. Question: To clarify, "You may submit any technical and/or pricing changes via email to me at this address by the due date. You may submit your changes electronically in to me only at this e-mail address by the due date.” however, in item 5 of the "Request for Discussions" cover letter, it states that "Submission of e-mail, facsimile or telegraphic offers are not authorized". Therefore, is it correct that we can submit our FPR response by e-mail and/or hard copy via FEDEX, UPS or US Postal Service?
Government Response: Yes, you may choose to submit your FPR via e-mail, mail or both and send in the sample cable via mail.
6. Question: If the answers to these questions create additional questions, will we be permitted to ask?
Government Response: Yes, however the Government reserves the right to not provide answers to submitted questions.
