Solicitation/Cover and L-103, Page 102
2
The solicitation is identified as a Draft; however, Block 8 and Page 102 identify proposal due date is 10 Jan 2013. There is also an announcement on FedBizOps that reflects the Final RFP will be posted on January 11, 2013. Please verify that in fact the current solicitation is a Draft and the proposal due date is not 10 January 2013 as identified in Block 8 and Page 102 of the solicitation?
The RFP reference Number M67854-13-R-2410 released on 7 December 2012 is a draft and proposals are not due January 11th. For the Final RFP, Contractors will be allotted sufficient time to submit their proposals.
Are questions/comments still due December 21, 2012?
Yes, all questions and comments are due to the Government 21 December 2012.
Is the solicitation still anticipated for January 11?
The final RFP remains on schedule to be released 11 January 2013; however, the Government reserves the right to change the Final RFP release date at any time when necessary.
Will there be a response to all RFI’s?
Yes, all questions and answers from all interested Contractors will be posted to www.FBO.gov.
Is there a revised RFP date and if so will there be a revised proposal due date?
The final RFP remains on schedule to be released 11 January 2013; however, the Government reserves the right to change the Final RFP release date at any time when necessary. Contractors will be allotted sufficient time to submit their proposals.

Draft Contract/Section SF 1449 (Page 3)
N/A
The DRAFT Contract (M67854-13-R-2410) does not list a CLIN for Program Management Office (PMO) support yet there are numerous references to PMO requirements through the Draft RFP documentation. We’d like to request that a PMO CLIN be added to the final RFP.
Program Management Support is a normal function of managing this type of contract. A separate CLIN is not required.
07
Draft Contract/Section 52.212-5 (Page 67)
(15)(i)
Per the paragraph a Small Business Subcontracting Plan is required to be sent but nowhere in the contracts language are any SB goals identified by the government for this effort. Question: Does the government intend to identify any SB goals/requirements for this effort?
The Government will provide specific DoD goals for small business in Section H-8; however, the contractor is required to provide a small business plan as per FAR 19
08
Draft Contract/Attachment 3
N/A
The attachment lists 8 consumable items for pricing. Question: Can the government provide NSN or product model numbers for these items?

NSNs have been assigned; see Attachment 3

09
Draft SOO
4.6
The present wording of the paragraph states that draft operator and maintenance manual shall be provided to the Government within 90 days after award of the contract. Question: Would the Government consider changing the wording of this paragraph to state that the delivery of these draft manuals will be provided to the Government within 90 days of being provided with an operational system? The issue behind this question lies in the fact that only the OEM has access to an operational system outside of the DoD and having an operational system at the awarded contractor's site would facilitate the entire manual delivery process and reduce costs.

For the Final RFP, the language of the SOO will be changed, as recommended.

10
Draft DD-254
Item 10k
Item 10k (Contractor Access, "other") of the DRAFT DD-254 states: "See item 13" but Item 13 (Security Guidance) is blank. Will the Government please provide any additional security insights required for this program such as a system security plan (SSP)?

The intent is for proposing Contractors to read the information contained in block 13, in small print.

11
Draft SOO
3
Does the Government plan on separate Operator and Maintenance classes for any potential training conducted at MCLB Barstow or would these classes be combined into 1 Operator/Maintainer course?

When CONUS training is necessary, the Contractor shall keep the Operator and Maintainer training classes separate.

A DRAFT Transition plan will be delivered with the RFP submittal but there is no mention of when a "final" DRAFT is to be submitted to the Government for approval. Question: Will the Government please provide some insight into when the final DRAFT Transition Plan is to be submitted after award?

The Final Transition Plan should be submitted with the Contractor’s proposal. Refer to Attachment 1 Statement of Objectives.

14
Draft Contract, page 1
Blocks 6 & 8
Block 6 lists the solicitation issue date as 07-Dec-2012 and Block 8 lists the offer due date/local time as 02:00PM 10 Jan 2013. Question: Will the Government provide new dates for these blocks given that this document is stamped DRAFT?

The RFP reference Number M67854-13-R-2410 that was released on 7 December 2012 is a draft RFP. For the final RFP, the Contractors will be allotted sufficient time to submit their proposals.

Can you please confirm?
