SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

QUESTIONS AND ANSWERS

1. The Purchase Description (PD) and the Statement of Work (SOW) are inconsistent.

PD Attachment 1 states, “The MSGL consists of the weapon, sling, sighting system, cleaning kits, operator’s manual, and packaging.”

SOW 3.1 says, “The MSGL shall consist of the grenade launcher, sling, sighting system, back up iron sights, cleaning kits, and the approved operator’s manual.”

Question: What are the correct requirements?

Answer: The correct requirements for what constitutes an MSGL are found in the Purchase Description. The MSGL consists of the weapon, sling, sighting system, cleaning kits, operator’s manual, and packaging. The SOW has been amended to include the exact same verbiage.

2. PD Attachment 1, “4.3.31 Pressure Resistance. The vendor will provide certification that the MSGL has fired a Government standard 40mm M781 practice round per chamber and all high pressure components have been inspected for cracks, deformations, stress fractures and other evidence of damage using magnetic particle inspection or florescent dye penetration methods.”

Question: Is this the proper ammunition to conduct a high pressure proof test? If yes, then the requirement for magnetic particle inspection or fluorescent dye penetration methods seems to be excessive inspection methods for 6 rounds of DODIC that the launcher should be firing for the entire service life.

Answer: This is the correct ammunition to perform a high pressure proof test. The magnetic particle inspection or fluorescent dye penetration methods need to be used in accordance with PD Attachment 1, Section 4.3.31 Pressure Resistance.

Question: Is there not a DODIC for a 40mm high pressure test cartridge?

Answer: There is not a 40mm high pressure test cartridge in use by the United States Marine Corps. The M781 is used in lieu of a special high pressure test cartridge.

Question: To ensure test consistency should the test ammo be provided as Government Furnished Material (GFM) to all respondents and from the same manufacture and lot?

Answer: The Government will not be providing ammunition as GFM for the test articles. The offeror will be responsible for providing their own ammunition for purposes of the offeror pressure resistance certification for all six test articles before proposal submission.

Question: There is no call out on the quantities that require testing and inspection. Is it to be the first article to be tested? A percentage of articles (weapons) to be tested? What is the actual percentage? Would the requirement be for all the articles to be tested?

Answer: All test articles require testing and inspection in accordance with the Pressure Resistance section of the Purchase Description. There it states that one M781 practice round be fired through each chamber of the weapon.

3. PD Attachment 1, 3.2.3 “Rails. The MSGL shall be capable of mounting all day/night optics and aiming devices utilizing integrated MIL-STD-1913 rails. The rail shall be one continuous part at the 12 o’clock position and be present at the 3, 6, and 9 positions as well (Threshold=Objective).”

Question: Is there a minimum length of rail required?

Answer: No, there is not a minimum length of rail required.

Question: Does the 12 o’clock position rail requirement need to be continuous when applied only to the receiver?

Answer: Yes, the rail requirement needs to be continuous when applied to the receiver.

Question: Can the barrel and receiver 12 o’clock rails be on different levels or planes and be separate pieces?

Answer: Yes, the barrel and receiver 12 o’clock rails can be on different levels or planes and can be separate pieces.

4. PD 4.3.13 “Passive Sighting System. The MSGL will be fired with the passive sighting system while wearing the PVS-14 night vision device to ensure the sight works with the night vision device.”

Question: Will the PVS-14 be worn dominate eye, weak eye, both, or shooter’s choice?

Answer: The PVS-14 will be worn based on shooter’s preference.

Question: Will the PVS-14 be helmet mounted or face mask mounted?

Answer: The PVS-14 will be helmet mounted.

Question: Will the PVS-14 be mounted to the launcher and fired?

Answer: The PVS-14 will not be mounted to the launcher and fired.

5. What if a contractor has multiple sight options available that meet the requirements?

Question: Will 6 weapons with each sight type be required?

Answer: Yes. Each proposal submission should be done so in accordance with the RFP.

Question: Could we provide 6 weapons with the base sight option and 1-2 additional samples with the optional sights?

Answer: No, each proposal submission should be done so in accordance with the RFP.

6. In the transition from RFI to RFQ the original response date for the RFI is past and there is no new response date assigned to the RFQ on Fed Biz Ops (FBO).

Question: What is the closing date for this RFQ?

Answer: The closing date can be found in block 8 of the RFP.

Question: We see an offer due date in block 8 of the SF1449 for M67854-09-R-1002, but no information is posted on FBO. Is the date in block 8 the official closing date?

Answer: Yes. Block 8 of the RFP is correct.

The following have been modified:
